SECTION 10-1
10.1. HOUSING MANAGEMENT
10.1.1. DESCRIPTION OF SERVICES: Provide high quality Military Family Housing (MFH) services to qualified Maxwell-Gunter AFB personnel. Provide professional, courteous, and accurate information to customer’s pertaining to the housing programs. Maxwell-Gunter operates approximately 764 MFH units gradually reducing to the Housing Requirement and Market Analysis (HRMA) requirements of 501, and 274 permanent party dormitory rooms. It is important that the contractor makes most efficient use of on-base housing resources and locates suitable accommodation off-base. Perform quality work performance in accordance with applicable standards and guidelines as listed in Appendix 10A.
10.1.2. SERVICES TO BE PROVIDED:
10.1.2.1. HOUSING MANAGEMENT:
10.1.2.1.1. Participate in planning, programming, and designing government housing and dormitory renovation projects.
10.1.2.1.2. Provide budget estimates and actual cost data to the financial manager, base leadership, and higher headquarters (HHQ).
10.1.2.1.3. Advocate, justify, and prioritize outlying year housing maintenance, repair, replacement and construction requirements.
10.1.2.1.4. Provide pre-post support for natural and man-made disasters. Maxwell-Gunter is occasionally called upon to house personnel and families from evacuated bases due to natural disasters such as hurricanes.
10.1.2.1.5. Receive, process, and recommend action on special written requests for priority placement in housing.
10.1.2.1.6. Make recommendations and obtain approval to ensure occupancy rate in both MFH and permanent dormitories meets or exceeds DOD standards.
10.1.2.1.7. Inform General Officer Quarters (GOQ) occupants of issues, policies, and initiatives affecting GOQ housing.
10.1.2.1.8. Maintain and update the data in the following automated data systems: Automated Civil Engineering System (ACES), HQ AETC Housing Management Communities of Practices (COP) website and Integrated Work Information Management System (IWIMS) or designated replacement data systems.
10.1.2.1.9. Develop, maintain, and provide the Maxwell/Gunter AFB MFH Brochure and Dormitory Occupant Handbook.
10.1.2.1.10. Process requests for commercial activities in military family housing for approval.
10.1.2.1.11. Review files for home day care provider applicants to ensure that they meet State and Federal day care requirements and make recommendations for approval/disapproval.
10.1.2.1.12. Provide input of data requested by government/contractor on privatization and other surveys and studies.
10.1.2.1.13. Evaluate and recommend corrective action for occupancy rates in MFH and permanent party dormitories. Annually (January) perform an analysis of all housing distribution.
10.1.2.1.14. Review essential housing positions list with installation senior leadership and ensure these positions are identified in a base supplement.
10.1.2.1.15. Assist in the development and implement the installation’s Housing Community Plan (HCP), Housing Master Plan (HMP), Dormitory master Plan (DMP), HRMA, and GOQ Five Year Improvement Plan. Provide current information regarding condition, demographics, age, etc. of housing units.
10.1.2.1.16. Serve as focal point for dormitory Quarters Improvement Committee (QIC) meetings, create and coordinate Quarters Improvement Plan (QIP) (long-range dormitory plan).
10.1.2.1.17. Report monthly occupancy for both MFH and permanent party dormitories to installation leadership and HHQ agencies.
10.1.2.1.18. Manage all aspects of dormitory management and its associated programs.
10.1.2.2. HOUSING ASSISTANCE:
10.1.2.2.1. Process government housing applications. Provide and assist customers with advance applications and information.
10.1.2.2.2. Develop and maintain waiting lists and provide to base agencies; make housing assignments and terminations to government owned and controlled housing and permanent party dormitories.
10.1.2.2.3. Review and process reimbursement requests, authorized government funded movement of household goods and prepare orders for authorized non-temporary storage. Assist customers in preparing requests to Traffic Management Office (TMO) for extension of household goods storage.
10.1.2.2.4. Process start/stop basic allowance for housing (BAH) actions.
10.1.2.2.5. Process occupants' liability claims and collections for damage to MFH and dormitories.
10.1.2.2.6. Re-certify Annually (September) BAH authorizations and process a list of all personnel residing in base quarters and forward to the Financial Services Officer.
10.1.2.3. FACILITIES:
10.1.2.3.1. Advise customers concerning environmental hazards and provide Environmental Protection Agency (EPA) pamphlet. Obtain occupant’s acknowledgement of receipt of lead-based paint and asbestos disclosure letter and maintain on file.
10.1.2.3.2. Conduct and schedule initial (pre-occupancy), pre-final (pre-departure), and final (departure) inspections of MFH and pre-final (pre-departure) and final (departure) inspections on permanent party dormitories. Ensure housing occupants receive MFH quarters on time, in good repair and in clean condition.
10.1.2.3.3. Manage weekly lawn maintenance program. Maintain AETC Forms 1188, Housing Improvement Survey, to issue discrepancies during housing area inspections.
10.1.2.3.4. Manage the Yard of the Month (YOM) program. Identify contenders and prepare package once winner has been identified for this program.
10.1.2.4. HOUSING REFERRAL AND RELOCATION:
10.1.2.4.1. Provide inputs and attend family advocacy council, Relocation Assistance Coordinating Committee (RACC) and the Transition Assistance Coordinating Committee (TACC) meetings.
10.1.2.4.2. Maintain an up-to-date database for rental and sales listings of off-base housing and provide customized listings. Provide referral listings for suitable off-base housing. Provide home buyers seminars and customer access to telephones. Perform adequacy inspections of off-base housing units.
10.1.2.4.3. Respond to all complaints; provide mediation for on-base tenant disputes. Research housing discrimination complaints. Work closely with the Commanders, First Sergeants, Security Forces and Staff Judge Advocate to resolve any disputes/complaints.
10.1.2.5. RESOURCES AND FINANCIAL MANAGEMENT:
10.1.2.5.1. Review and validate quarterly General Officers Quarters (GOQ) reports.
10.1.2.5.2. Prepare orders for customers pertaining to local drayage and storage of household goods.
10.1.2.6. DORMITORY MANAGEMENT:
10.1.2.6.1. Provide management and oversight of permanent party dormitories at the same level of service as provided to residents in government family housing units. Ensure dormitory maintenance and repairs are accomplished in a timely manner. Exercise good stewardship of the Air Force basic allowance for housing (BAH) funds by maintaining a minimum occupancy rate according to current DOD philosophy. Prepare long-term plans and programs for dormitory use, repair, renovation, and replacement as required.
10.1.2.6.2. Manage and control dormitory cubicle storage and distribute initial linen to dormitory residents.
10.1.2.6.3. Certify eligibility for dislocation allowance for unaccompanied customers when government quarters are not available.
10.1.2.6.4. Process start/stop basic allowance for housing (BAH) actions.
