About this file

This is a laboratory analysis report documenting waste samples collected from Andrews Air Force Base during April, May, and June 2025. Haztrain personnel collected 18 waste samples from various buildings across the installation, which were submitted to Eurofins Laboratory in Buffalo, NY for analysis under report 480-230375. The samples included lead dust from ammunition recovery operations, weapons parts cleaner solvents, aircraft industrial cleaners, paint debris, rinse water, used paint stripper, antifreeze, and other industrial waste streams. Analyses performed included TCLP (Toxicity Characteristic Leaching Procedure) testing for metals including arsenic, barium, cadmium, chromium, lead, selenium, silver, and mercury, as well as ignitability and corrosivity testing where applicable.

The results identified nine samples as hazardous waste based on regulatory exceedances of TCLP screening limits or underlying hazardous constituents (UHCs). Specifically, samples 1, 2, and 3 (lead dust) exceeded TCLP lead limits; sample 5 (weapons parts cleaner) exceeded cadmium and lead limits; samples 10 and 11 exceeded cadmium and chromium limits respectively; sample 13 (used paint stripper) exceeded chromium limits; and sample 17 (waste paint) exhibited multiple UHC exceedances for volatiles and semi-volatiles under 40 CFR 268.48. Nine samples were determined to be non-hazardous. Several analyses were flagged for quality control issues including samples analyzed outside hold time windows and analyses requiring dilution, which resulted in elevated reporting limits. This report directly supports the 316 SFG Range Bullet Trap Replacement solicitation (FA286026Q4026) by documenting the characterization of hazardous materials at the Combat Arms compound firing range that requires remediation and safe removal.

A synopsis of the sample results is presented below and sample results summarized in the attached table. Highlighted cells represent exceedances of either TCLP or UHCs.

480-230375-1/480-230375-2/480-230375-3/480-230375-4/480-230375-18/480-230375-19 The waste samples were collected and analyzed for TCLP Lead. TCLP Lead was detected above the TCLP screening limit for samples #1, #2, and #3. These samples were considered hazardous waste. Samples #4, #18 and #19 did not exceed screening limits and were not considered hazardous.

480-230375-5 The waste sample was collected and analyzed for TCLP Metals and ignitability. This sample was considered a hazardous waste since cadmium and lead exceeded TCLP regulatory limits.

480-230375-6/ 480-230375-7/ 480-230375-10/ 480-230375-11 The waste samples were collected and analyzed for TCLP Metals. Samples #10 and #11 exceeded regulatory limits for cadmium and chromium, respectively. These were considered hazardous waste. Samples #6 and #7 did not exceeded TCLP regulatory limits.

480-230375-9/480-230375-12/480-230375-13 These waste sample were collected and analyzed for TCLP Metals and corrosivity (pH). Only sample #13 exceeded regulatory limits for chromium and was considered hazardous. The other samples were not considered a hazardous waste as nothing exceeded TCLP regulatory limits.

480-230375-14 This sample was analyzed for ignitibility and did not exceed regulatory limits and was not considered hazardous.

480-230375-16 This sample was analyzed for Corrosivity, TCLP Nickel and Cadmium. No exceedances were reported, and the sample was not considered hazardous.

480-230375-17 This sample was analyzed for Ignitability, TCLP Metals, Total Volatiles, Total Semi-Volatiles. Because the waste is considered hazardous the results are assessed for the underlying hazardous constituents (UHCs). The results of the assessment using 40CFR 268.48 resulted in multiple exceedances. The volatiles/semi-volatiles were analyzed outside hold time and flagged “J/UJ”. These analyses also required a dilution prior to analysis which raised the detection limits.

Samples #5,6,7,9,10 and 11 were analyzed outside hold time for mercury. These results were flagged estimated “UJ”. Additionally, due to the sample matrix some metal analyses were run at a dilution and elevated reporting limits are reported.
