About this file
This is a Performance Work Statement (PWS) for the repair or replacement of a Conveyor/Auger system at the Combat Arms (CA) compound, Building 2495, on Joint Base Andrews, Maryland. The system is currently non-operational due to hardened lead particulates and a broken connection between the auger discharge and the conveyor intake. The contractor must provide all necessary personnel, equipment, materials, and supervision to safely remove the hardened hazardous material, remediate any existing spill, repair or replace required components to restore full functionality, and complete a one-month (30-day) operational validation test.
The solicitation is a combined synopsis/solicitation issued as a Request for Quotation (RFQ) under FAC 2026-07 for commercial items. This acquisition is set aside for 100% small businesses under NAICS code 811310 with a size standard of $12.5 million. The contracting agency is the Department of the Air Force Headquarters District Washington. The requirement encompasses all aspects of hazardous material handling, system remediation, component repair or replacement, and performance validation to ensure the firing range conveyor system is fully operational and safe for use.

PERFORMANCE WORK STATEMENT
FOR
JOINT BASE ANDREWS FIRING RANGE
CONVEYOR/AUGER REPAIR
JOINT BASE ANDREWS, MARYLAND
26 FEBRUARY 2025
STATEMENT OF WORK
FOR CONVEYOR REPAIR
1. DESCRIPTION OF WORK. The following short work description shall serve as general information only, and shall not limit the contractor’s obligation to conform to all state and local regulations in accordance with standard industry practice. The contractor shall perform all work necessary to return the firing range's bullet trap auger and conveyor system to a fully operational, safe, and reliable condition. The following description outlines the system, its current state, and the required scope of work.
1.1. System Description. The system is a total containment bullet trap designed to capture and process projectiles. It consists of two primary components: an auger system and a conveyor system. The auger grinds the lead portion of bullets into fine particulates, which are then transported by the auger to a conveyor. The conveyor then moves the particulates to a final collection bin.
Auger System: Comprises 22 individual approximate four-foot segments, for a total length of approximately 88 feet. The entire auger assembly is driven by a single motor. The auger housing is structurally integrated with the building's roof, requiring phased work planning.
Conveyor System: An approximately ten-foot-long conveyor belt, driven by its own motor, which receives particulates from the auger system and transports them to the hazardous waste collection bin.
1.2. Current Known Conditions and Deficiencies. The entire system is presumed to be non-operational.
Lead particulates have sat for an extended period, hardened, and solidified within the auger and conveyor systems, encasing the moving parts. This prevents the rotation of the auger and movement of the conveyor. Due to this condition, pre-work testing of individual components (e.g., motors) is not possible.
The connection point between the auger discharge and the conveyor intake is broken. This breach has resulted in a significant spill of hazardous lead particulates onto the floor below, creating an environmental and safety hazard. Due to the solidified material and the broken connection, the system is completely inoperable. The firing range is closed as a result of the system failure and associated health risks.
1.3. Scope of Work. The contractor shall provide all necessary personnel, equipment, materials, and supervision to execute the following tasks:
Safely access the auger and conveyor systems. Remove the hardened, solidified particulate matter from all interior sections of the auger segments and the conveyor assembly. The contractor is responsible for the complete removal and lawful disposal of all hazardous materials collected, in accordance with all applicable federal, state, and local environmental regulations.
Remediate the existing spill pile and clean any surrounding areas contaminated by lead dust in accordance with all applicable federal, state, and local environmental regulations.
Once the systems are cleared of hardened material, conduct a thorough inspection of all components... The contractor shall repair or replace any and all components necessary to restore the system to full functionality. This includes repairing the broken connection between the auger and conveyor.
Upon completion of all repair and replacement actions, the contractor shall execute a government-witnessed operational validation test. This test must demonstrate that the auger and conveyor system operate reliably over a one-month (30-day) period under normal usage conditions.
Following the successful completion of the month-long test, a final acceptance test will be conducted after Security Forces personnel empty the hazardous waste barrels. The contractor shall be responsible for correcting any deficiencies identified during this final test at no additional cost to the government, ensuring the system remains fully functional.
2. GENERAL REQUIREMENTS. The contractor shall supply the necessary personnel, labor, materials, supplies, equipment, transportation, packaging, labels, placards, manifests and all other necessities for, or incident to, the performance of work.
2.1. The contractor shall provide the necessary tools and equipment for the repair or replacement of the Conveyor/Auger for the firing range at the Combat Arms (CA) compound, Building 2495, on Joint Base Andrews, MD.
