About this file
This is a Questions and Answers document providing government responses to contractor inquiries regarding the Conveyor/Auger repair project at Joint Base Andrews. The document addresses operational constraints, material specifications, site conditions, and project scope clarifications for the Combat Arms training complex firing range.
Key operational parameters include Monday-Friday 0800-1600 availability with no blackout dates beyond weekends and federal holidays. The government confirmed existing waste management contracts are available for hazardous material disposal, with lab analysis provided for reference. Regarding equipment specifications, replacement components need not match original size/type exactly but must achieve functional requirements, meet UFC range criteria standards, and introduce no safety concerns or hazardous materials. The government strongly recommends a site visit to assess whether the entire system or only internal components require replacement, as original schematics from the 15-year-old installation are unavailable. The electrical system, containment drum, feed chute, and drum dolly should remain in place unchanged. Contractor coordination requirements are minimal since the range is currently closed, allowing free access during business hours. No material or construction submittals are required—only a technical proposal for repair or replacement. Contractors may stage equipment on the range and behind it, and may use complex restrooms without providing portable facilities. The government anticipates no permits are required and expects contractors to comply with all local, state, and federal pollution prevention and stormwater management laws while ensuring the auger system operates without dust leakage.

· Is there a preferred or target time frame for completing this work? Similarly, are they any blackout dates/timeframes (other than weekends and federal holidays)? Answer: On weekends and federal holidays the weapons training complex is closed. Our complex is open 0800-1600 Monday through Friday. We are currently not utilizing the range so anytime between 0800 to 1600 Monday through Friday will work.
· For disposal of collected lead/metal/materials, does the base have an existing waste classification that can be provided and used by the selected contractor or should new lab analysis, waste characterization be completed? Answer: We currently have a waste management contract with a vendor. Any hazardous waste can be scheduled for pick up with the vendor. I have attached a lab analysis of waste generated by our weapons training complex.
· Are alternate replacement materials be of a different size/type to what is in place acceptable so long as it achieves the requirements of conveying collected material to the waste drum? This may include but may not be limited to shaft diameter/size, gearbox ratio/type, hanger type/size, etc. or does replacement equipment need to fully match size/type? Answer: Getting an exact size and type could potentially be difficult depending on the equipment. As long as it achieves the requirements and doesn’t introduce any safety concerns or introduces potentially hazardous materials to the environment or students. Waste drums will need to be approved waste drums. All replacements should meet UFC requirements for range criteria.
· Are the conveyor troughs/housings to be replaced? or will they remain and “internals” be replaced? If so, are the suction (air) hoses and connections to be replaced or reused/reconnected to new trough/housing? If troughs/housings remain, are new covers required or should existing be reused? Answer: To be honest it would be ideal for you to do a site visit. I am a weapons instructor and in no way an expert on the system, the entire system may need replacement or just some parts. I could not possibly give you a solid answer on this. All replacements should meet UFC requirements for range criteria.
· Are any modifications, replacements, improvements, etc. anticipated or expected for the electrical feed conduits/wiring/controls associated with the auger system, or will these remain in place and as they are? Answer: There are no new modifications or improvements planned for the electrical system to the auger. These should remain in place as they are, however I strongly advise you conduct a site visit.
· Will the containment drum, its feed chute, and drum dolly remain for future use or are these to be replaced? Answer: These should remain for future use.
· Is stormwater management and/or pollution prevention required? Answer: All local state and federal laws should be followed in regards to pollution prevention.
· Is any dust containment and/or air monitoring required? Answer: vendor will need to ensure system operates without any dust leaking from the auger system.
· Is any permitting required? Answer: I do not Forsee any permits being required for this work.
· What coordination will be required with range operations? Answer: The range you would be working on is currently closed down. You will have free access to the range Monday through Friday 0800-1600.
· Are submittals required and if so, who will they be directed to? Answer: No materials or construction submittals will be required. Just your technical proposal for repair or replacement of the system.
· Are there any general or JBA specifications for firing range auger systems which will be applicable to the work and if so can you provide? Answer: There is no JBA specifications for a firing range auger.
· Is the paved access path and grass area along it acceptable for material and equipment staging during the work? If not, can a laydown area be provided and noted on aerial view or site plan? Answer: You may store equipment on the range and behind the range where the work is taking place.
· Are range restrooms acceptable for contractor use during the work or should portable restrooms be included and provided under the scope of work? Answer: There are restrooms at the weapons training complex that may be used by the contractors. A portable restroom is not required.
· Are there any original manufacturer/supplier cut sheets, drawings, specifications for the auger system and the range and if so can you provide?” Answer: The auger system was installed 15 years ago, unfortunately we do not have any schematics on the equipment.
