About this file
This is a final Questions and Answers document for solicitation FA286026Q0025, issued as of August 27, 2026, addressing a compressed air system installation project for a federal facility.
The project requires installation of a new air compressor in an existing facility with connections to current compressed air and electrical infrastructure. The existing compressed-air header is 1.5 inches in diameter aluminum pipe located approximately 10 feet from the compressor location, with an existing isolation valve present. No preferred piping material is specified, though the existing system will require shutdown for connection. Electrical service is available from breaker panels on the back wall of the compressor room, approximately 10-15 feet from the installation location, with existing 70-amp fuses (3 each) and 10-gauge wire sized for a prior compressor that may be reused. The Contract Awardee is responsible for rigging and setting the new compressor, with 5 and 10k forklifts potentially available on-site. The unloading point is in the flightline area approximately 50 feet from the final location with direct access through double doors (7.5-foot opening) and one step entry into the compressor room. The old compressor must be removed and discarded prior to new installation per PWS paragraph 1.2.16. Work shall be performed during normal business hours (0700-1300 weekdays), with no production activities occurring during installation. Site access requires coordination of base access and escorts per solicitation amendment 0001. An equivalent compressor meeting or exceeding specification requirements is acceptable; the government stated that products from the same manufacturer as the existing equipment would prevent additional installation costs. Additional clarifications address water drain conduit and a dryer breaker (120V, 15 amps) located in the Metals Tech shop that is currently deactivated.

Solicitation FA286026Q0025 Q&A as of 27_Aug_2026 *Final
Compressed Air/Mechanical
• What size is the existing compressed-air header?
The existing header has a diameter of 1.5 inches
• What material is the existing header (aluminum, black iron, copper, stainless, etc.)?
Header is made of aluminum
• Is there a required/preferred piping material for the new installation?
No preferred material
• Approximately how far is the compressor location from the nearest suitable tie-in point?
Approximately 10 feet
• Is there an existing isolation valve at the tie-in?
Yes, there is an existing isolation valve
• Will the existing system need to be shut down to make the connection?
Yes, the existing system will need to be shut down
• Is there any existing piping that needs to be removed or relocated?
No, but may be dependent on location of fittings on new unit
Electrical
• Where is the closest available electrical source—MCC, panel, disconnect, etc.?
There are available electrical sources (breaker panels) on the back wall of the compressor room.
• Approximately how far is it from the compressor?
Approximately 10-15 feet, depending on where the new unit will be installed
• Is there an existing circuit/disconnect intended to be reused?
Yes, for the prior compressor
• What is the existing breaker/fuse size and wire size, if known?
The current fuse size in the breaker panel is 70 amps (3 each fuses), wire size is approximately 10 gauge.
• What type of conduit/wiring method does the facility require?
Dependent on new unit and recommended during site visit
• Are there any obstacles between the electrical source and compressor location? Rigging/Equipment
There are no obstacles present
• Who is responsible for rigging and setting the new compressor? The Contract Awardee
• If PPM is responsible, what equipment is available onsite—forklift, crane, gantry, etc.?
Availability of forklift varies based on mission requirements
• What is the weight capacity of the available forklift/rigging equipment?
5 and 10k forklift, if available
• Where will the compressor be unloaded?
Inside flightline area, outside of the compressor room
• What is the path from the unloading point to the final location?
Direct/straight access into the compressor room, approximately 50 feet
• Are there any stairs, curbs, ramps, tight turns, narrow doors, low ceilings, mezzanines, or other obstacles?
There is one step going into the compressor room
• What are the door/opening dimensions along the route?
Room has double doors, with an opening of 7.5 feet
• Will the old compressor need to be removed before the new one can be brought in?
Yes, the old compressors will need to be removed and discarded
• Who is responsible for removal/disposal of the existing compressor? See PWS para 1.2.16
Building/Work Access
• What entrance should be used for bringing in the compressor and materials?
Once on base, access to the compressor room will be through on the flightline, through a supply gate which will be manually opened upon arrival
• Can a delivery truck/forklift access that entrance?
Yes, there is ample room for vehicles
• Are there restrictions on truck size, loading docks, or delivery times?
There are no truck size restriction, loading dock at the desired location, and delivery times are 0700-
• Is a scissor lift or boom lift required for piping/electrical work?
None are required
• Is one available onsite, or should PPM include rental?
None are required
• What are the approximate ceiling/header heights?
The header is approximately 6.5 feet and the ceiling 8.5 feet
• Are there any areas where equipment or piping has to pass over production equipment or occupied work areas?
No equipment or piping required to pass over occupied areas or other equipment
Scheduling/Facility Requirements
• Can the work be performed during normal business hours? See PWS para. 1.2.18 or para 4. Yes, normal business hours are weekdays from 0700 to 1500
• Are there required shutdown windows for electrical or compressed air?
No shutdown windows present
• Are there any site orientation, badging, escort, LOTO, hot-work, or permit requirements? See solicitation amendment 0001. Access to site (base access, escorts) is required and will need to be coordinated
• Will production continue while the installation is being performed?
No production/work will happen during installation
• Why If not classified, can you please share the reason for IngerSoll Rand change?
As the RFQ calls for an equivalent, we believe it is not in the best interest of the Federal Government to replace the entire apparatus and replace it with a totally different product owner and requires additional changes while installation. We would rather want to propose a product from the same manufacturer which prevents the government from paying extra for the product installation (pipes, filters etc)
An equivalent that meets/exceed the specifications requirements would be a suitable replacement.

Where does the breaker connect to the dryer?
The breaker is located inside the Metals Tech shop
Why is the feed off?
The feed is off because the dryer is not in use since the compressor does not work.
What is the voltage?
The breaker 120V, 15 amps
Do we want to ignore the conduit where the water gets drained?
Yes.
Do we want to monitor the water that is being drained?
No, our CE team takes care of that for us
