SITE VISIT QUESTIONS & ANSWERS

Access Control Systems Services, FA286021R0007

12 July 2021

Q1: How many square feet is the Jones Building?

A1: 380,000 square feet

Q2: Have there been other contracts for this service past?

A2: Yes, but it did not include all of the services that we are now requesting.

Q3: Do you have a card printer?

A3: We have one up stairs that we don’t use. Instead, we use a CAC reader and load the government CAC’s into the system instead. We also have plain white HID cards if their CAC doesn’t work on the doors.

Q4: Is the system in good working condition?

A4: Yes, although there are sometimes glitches that we quite often work through ourselves. However, there are some currently pending. There are some updates that need to be installed on the computer because we are currently running version 2.4 and it should be 2.9.

Q5: Are the server/client both here?

A5: Yes, we have a server and then next to it is the client server.

Q6: How old is the building?

A6: 10 years old

Q7: Are there any spare parts here?

A7: No, none are maintained at the building, but the KTR will be reimbursed for purchases. At some point, we may allow the KTR to keep some parts on-site, also. We have very few parts on hand for the access control system. However, we want the contractor to be able to repair problems right away, so we may allow the KTR to purchase frequently used parts, as a reimbursable, and keep them on hand at our building for quicker repairs during a breakdown. This would not be a large amount, probably a small box of parts, maybe up to

$2,000 worth. Most parts require ordering and this would reduce down time.

Q8: When was the last time preventative maintenance was performed?

A8: 2 years ago

Q9: Who was the last KTR that performed this service?

A9: The KTR was Evigilant.com, Inc.

Q10: Who performed the last installation?

A10: The 844th Communications Group added access controls to their 2 doors and another contractor (IST) installed them.

Q11: Any plans to expand the system?

A11: No, not at this time, to include cameras. If we did, however, it would require a separate contract.

Q12: Do you have any accurate drawings?

A12: Yes, we have drawings that are pretty accurate. If some are not 100% accurate, the panels are easy to find and usually above the doors if they are not on the drawings.

Q13: Do all the doors with access controls centrally located?

A13: No, they are all over the building.

Q14: How many stand-alones do you have?

A14: We have approximately 10.

Q15: Are all the stand-alones Software House?

A15: There are about 10 standalone systems and the software they run on is Edge Solo which is a plug and play type software, meaning you plug into the module and it downloads onto the computer.

Q16: Do services include doors only or safes also?

A16: Doors only

Q17: When was the last time preventative maintenance was performed?

A17: 2 years ago

Q18: Who was the last KTR that performed this service?

A18: The KTR was Evigilant.com, Inc. We have also used IST for service repairs via GPC since we have had no contract.

Q19: Do services include cameras?

A19: No

Q20: Is the fire alarm system tied in to the system?

A20: No

Q21: Have there been any major issues coordinating with everyone to perform work?

A21: No

Q22: Who was the last KTR that performed this service?

A22: The KTR was Evigilant.com, Inc. We have also used IST for service repairs via GPC since we have had no contract.

Q23: Orion is unable to locate the referred to Appendix listing the equipment present on-site. I’ve re-downloaded the solicitation documents from BetaSam, and I just don’t see it. Can you provide this

Appendix for our reference?

A23: The solicitation description has been amended, and the Performance Work

Statement (PWS) document has been added in the attachments section of beta.sam.gov.

Q24: Pg. #36 of the “Soliciation-Access+Control-14Jun21” document makes reference to an attached Wage Determination. Again, Orion is unable to locate this attachment. Can Government confirm this contract will be subject to Service Contract Act WDs? And/or provide the Reference # for the SCA Decision so we can capture the WDs?

A24: Yes, the Service Contract Act (SCA) will apply. The solicitation description has been amended, and the Wage Determination document has been added in the attachments section of beta.sam.gov.

Q25: Is there a scaled drawing available that depicts where the existing card readers are located and distance to mechanical rooms to include all floors?

A25: Yes, we have drawings of the entire building showing access control doors with readers. The exception would be any doors that have been added after the drawings were made, but we can identify those doors and mark them on the drawings. For security reasons, the contract awardee will receive these documents at the appropriate time.

Q26: Can Air Force provide AutoCAD drawings?

A26: The drawings are PDF versions, not AutoCAD. For security reasons, the contract awardee will receive these documents at the appropriate time.

Q27: Per the site visit the COR stated that there is a list of the existing doors and equipment within the SOW, the Statement of Work (SOW) only states the requirements “Maintenance and repair on access control systems located in the Jones Building, JBA Andrews. Please provide the full SOW and all of the requirement?

A27: The solicitation description has been amended, and the Performance Work Statement (PWS) that contains the full list of equipment in Appendix A has been added in the attachments section of beta.sam.gov.

Q28: Convergint respectfully request an extension to the due date. We do not believe this to be fair competition (in accordance with FAR

8.405) due to the compressed time in which the bids are due. This is based upon the time frames in which we receive answers to our questions not allowing for proper response. For this reason, we request a week extension after DOJ provides answers to the questions.

A28: All vendor questions have now been received, addressed, and posted resulting from the solicitation question period and today’s (12 July 2021) site visit. The reference provided from FAR 8.405 is unrelated to fair competition. It pertains to ordering procedures for supplies or services for GSA Federal Supply Schedules (FSS).

Q29: Please provide a list of companies that attended the site visit.

A29: The solicitation description has been amended, and site visit attendance list has been transcribed and added in the attachments section of beta.sam.gov.
