RESPONSES TO SOLICITATION QUESTIONS
Access Control Systems Services, FA286021R0007
1 July 2021
Q1: Would it be possible to schedule a site walk through?
A1: Yes, a site visit has now been scheduled, per the amendment posted under this solicitation to Contract Opportunities on 25 June 2021.
Q2: Is the contractor to submit certifications for every possible technician that could respond to the site or just certifications for one person?
A2: In the submission of documents for this solicitation, the offeror should provide “no more than three (3)” service technician certifications. However, the KTR will be required to submit certificate copies for any service technicians not already on file after award, prior to performing the work on-site.
Q3: Does a technician require the GSA Lock certification for non-lock related service calls?
A3: No, the contractor will be required to send a certified technician for the type of work being performed for each request. One call may be a lock issue, another may be an access control or software issue, etc. The COR will provide as much information as possible to help identify the requirement prior to each service call.
Q4: CLIN 001 requires pricing semi-annual preventive maintenance. Can the government provide a list of equipment to be serviced so that a level of effort can be determined?
A4: A list was provided in the Performance Work Statement (PWS), Appendix A.
Q5: CLIN 004 requires pricing reimbursable parts. Can the government provide a list of parts to be priced?
A5: Pricing for parts is not required prior to contract award. CLIN 0004 provides a pot of money used to pay for parts throughout the contract year. Each time parts are required, the contractor, with the Contracting Officer Representative’s
(COR) approval, will purchase the parts and will be reimbursed at cost. This means that the contractor must submit the receipt to the COR and can then include that cost in their invoice. Please note, all individual parts costing more than $3,000 will require three (3) quotes. Please reference paragraph 1.5 of the PWS.
Q6: CLIN 005 requires pricing of an SSA. Can the government provide the system serial number of the current system?
A6: Our current Software Service Agreement (SSA) is CC9000-QSSA1. We cannot provide the serial number until after contract award, but the product number should provide enough information to price out the SSA.
Q7: The award criteria indicates: "The agency will evaluate the Offer's prices first, and then evaluate the apparent lowest-price proposal for acceptability under certification as indicated below. If considered acceptable in certification, past performance will then be evaluated and if considered "Relevant" award will be made. If past performance is other than "Relevant" the next lowest price acceptable offer will be evaluated, continuing this process as necessary. The government reserves the right to award to other than the lowest-priced offeror or the offeror with the highest rating if determined to do so would result in the best value to the Government." Is the award criteria Lowest Price Technically Acceptable (LPTA) or Best Value?
A7: Best Value
Q8: Are there any specific instructions for this response other than what is assumed by evaluation criteria?
A8: No
Q8: What is considered acceptable for the certifications evaluation?
A8: Failure to provide the documents addressed will result in a rating of "Unacceptable".
