52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

ADDENDUM TO 52.212-2(a)

(a) BASIS FOR AWARD: This is a competitive request for proposal for firm fixed price contract. This requirement is in accordance with FAR 13.5, Simplified Procedures for

Certain Commercial Items. The basis for award will be the Price and other factors. Other factors are considered more important than price. Other factors for this requirement are identified below as Certifications and Past performance. In order to be "considered" for award, certifications must be ACCEPTABLE. If any information is missing from the proposal submitted, the proposal will be deemed non-compliant and no further evaluation will be completed.

The agency will evaluate the Offer’s prices first, and then evaluate the apparent lowest-price proposal for acceptability under certification as indicated below. If considered acceptable in certification, past performance will then be evaluated and if considered “Relevant” award will be made. If past performance is other than “Relevant” the next lowest price acceptable offer will be evaluated, continuing this process as necessary. The government reserves the right to award to other than the lowest-priced offeror or the offeror with the highest rating if determined to do so would result in the best value to the Government.

Highest Rating would be – Certifications–Acceptable; Past Performance–Relevant

Lowest Rating would be – Certifications–Acceptable; Past Performance–Neutral

(b) OTHER FACTORS EVALUATED AS FOLLOWS:

CERTIFICATIONS -- Acceptable or unacceptable

PAST PERFORMANCE -- Relevant, Somewhat Relevant, Neutral

OTHER THAN PRICE:

CERTIFICATIONS: Contractor technicians shall possess the required certifications. Offeror must provide a copy of each certification and they must remain current throughout the life of the contract. Failure to provide documents addressed below will result in a rating of

"Unacceptable". This will be evaluated as either acceptable or unacceptable as follows:

(1) Certified System Engineer ICAM (Identity, Credential, and Access Management) PACS

(Physical Access Control Systems)

(2) Software House Dealer Certification

(3) All technicians shall be General Services Administration (GSA) certified when repairing/replacing all GSA door locks, such as X08, X09 & X10 and mounting hardware

(LKM)

PAST PERFORMANCE: This will be evaluated as Relevant, Somewhat relevant, Neutral and all experience provided shall have been in the past 3 years. Contractor must use attached

Past Performance Sheet.

In order to be relevant the contractor experience shall show they have the following:

(1) Experience: Maintaining functionality of entire access control systems; networked and standalone, and associated hardware

(2) Experience: Timely software/firmware repair, updating, and renewal to provide unfailing access control system function

(3) Experience: Troubleshooting, identifying problem, sourcing, procuring, and installing parts to correct problems; with locking hardware, wiring, power supplies, door closures, and remote call-in lockdown activation/deactivation system components

Maximum of 3 contracts for Prime (at least one contract from each proposed major subcontractor)

DEFINITIONS & DESCRIPTIONS OF RATINGS

- ACCEPTABLE: Meets specified minimum performance or capability requirements necessary for acceptable contract performance.

- UNACCEPTABLE: Fails to meet specified minimum performance or capability requirements. Proposals with an unacceptable rating are not awardable.

- RELEVANT: Present/past performance effort involved 3 of the 3 experience requirements as shown above.

- SOMEWHAT RELEVANT: Present/past performance effort included 1/2 experience requirements as shown above.

- NEUTRAL: No Past Performance in this area at all.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Failure to comply with this directive may result in a "non-responsive" offer and disqualification form the competition.
