FLECS Pathfinder Maintenance and Repair
Questions and Answers
1. Is this contract a follow-on to an existing contract or a new requirement?
Answer: A contract currently exists for the required services but the resulting contract will be treated as a totally separate contract and NOT a follow-on.
2. Who is the incumbent?
Answer: The incumbent is Systems Engineering Inc.
3. Does this contract have anything to do with the prior contract to SEI for Pathfinder
Installation (FA286016C0006)?
Answer: The resulting contract WILL NOT have anything to do with contract FA2860-16- C-0006. It will be treated as a totally separate contract.
4. Will the solicitation provide any information on the government’s estimated level of effort to perform the work?
Answer: Historical data pertaining to previously performed work orders are attached to show the estimated level of effort required for the resulting contract.
5. Who is projected to be the COR of this contract and where does the COR work?
Answer: The COR will be determined by the Customer, after the contract is awarded.
6. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.
Answer: Yes. Contract Number is FA2860-16-C-0006.
7. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: Please refer to Question #6.
8. I want to make sure I am submitting the Past Performance paperwork correctly. We (the offeror/contractor) should complete our portions of the documents, and send the Attachments 1, 2 3 AND 4 to our reference Customer/POC’s, for them to complete and send to you.
Answer: Attachment 1 - completed by offeror and submitted to us with your proposal
Attachment 2 (if applicable) - completed by offeror and submitted to us with your proposal
Attachment 3 & 4 - Complete your portion of the document and send to your customer/POCs for them to complete and send to us.
9. Is the total term of the contract not to exceed 60 months or 66 months?
Answer: The total term of the contract will not exceed 66 months, which consists of one (1) 12-month base period, four (4) 12-month option periods (if exercised under FAR clause 52.217-9), and 6-month extension of services (if exercised under FAR clause 52.217-8).
10. Does the Service Contract Act apply to this requirement?
Answer: Yes, the Service Contract Act applies to this requirement.
11. Are the three labor categories listed the only ones that can be utilized?
Answer: No, labor categories are NOT restricted to the ones listed. However, the wages of all labor categories used in your proposal shall be in accordance with the most current Wage Determination for the Joint Base Andrews locality.
12. When are funds anticipated to be available for this procurement?
Answer: Funds are currently available for the base period of the resulting contract.
13. When will questions be answered or what is the expected response date? Will there be an extension given to review the answers?
Answer: Responses to submitted questions will be posted on FBO on 4 Apr 2016.
There will be NO extension for the proposal due date.
14. The last sentence of the page indicates “the proposal consists of four (4)”. What is that referring too? Should It be 3 in reference to the number of volumes?
Answer: This refers to the required number of copies for your proposal. Offerors shall submit a total of 4 copies (1 original and 3 duplicates). See table in page 21 of
RFP.
15. The requirement for past performance questionnaire to be returned no later than April 1 may be too soon for a response. Can the government extend that date to April 8th?
Answer: Due date for PAST PERFORMANCE QUESTIONNAIRES is hereby extended to April 8, 2016.
16. Can we get historical service data on all of the equipment covered in this requirement?
Answer: See attached Work Order Historical Data
17. Can we get a list of the make/model of all equipment covered under this requirement?
Answer: See attached Equipment Inventory spreadsheet.
18. Is there a clearance requirement?
Answer: A Favorable background check is required for all contractor personnel who will be working under the resulting contract.
19. Section 1.1.1.1 states the “contractor shall deploy a permanent field engineer…” Is the government asking us to price one full time person on site?
Answer: Yes, the intent is to have one full-time person on site.
20. Are there any existing Standard Operating Procedures specific to this requirement? If so, can a copy be provided to the bidders?
Answer: There is no Standard Operating Procedure specific to this requirement.
The scope of work are detailed in the PWS and all work orders will be coordinated with the Contracting Officer Representative (COR) and the Contracting Officer
(CO).
21. Does the government expect the contractor to hire the incumbent field engineer? Does the government expect the contractor to hire the assistant field engineer?
Answer: No, the Government does not dictate your hiring process. The contractor may hire personnel for this requirement at their own discretion.
22. Can we get a status of the “as-is” equipment to determine level of effort on the repair?
Answer: “As is” equipment that is in the field now is operational. The Work Order Historical Data provided will best describe the work load and the routine maintenance that comes with sustainment.
23. For the documentation management system, will tracking via Excel spreadsheets meet the requirement listed in section 1.1.2.3?
Answer: Yes, tracking via an Excel spreadsheet will meet this requirement.
24. This contract covers only the maintenance. Anything outside of maintenance actions will be a mod to the contract. Correct?
Answer: The resulting contract will cover maintenance, repair and sustainment as outlined in the PWS. Any additional work will be assessed by the Government to determine if a contract modification is appropriate.
25. In section 4.1, it indicates that there are 30 vehicle gates and then gives a breakdown below. The math adds up to 41. What is the total number of gates and can a breakdown be provided?
Answer: The total number of vehicle gates is 30. It consists of 14 Rated gates and 16 Non-rated gates.
26. Several of the descriptions indicate that they are “automated” gates. Are the other gates manual?
Answer: All gates are automated. In the event of a power loss, the gates can be manually directed.
27. Will the government be providing phones or vehicles?
Answer: The Government WILL NOT be providing vehicles or phones.
28. How many drop arm barriers are there?
Answer: There are 13 drop arm barriers.
29. Are the UPS enclosures climate controlled?
Answer: The node boxes are climate controlled to the extent that circulating fans are in place.
30. Are the UPS units networked?
Answer: Yes, the UPS units are monitored through the network.
31. What is the make/model of the K rated Crash gates?
Answer: See attached Equipment Inventory spreadsheet.
32. Which volume does the SF1449 go and is it considered part of the page count?
Answer: The SF1449 will be submitted with the cost/price volume and will not be considered part of the page count.
33. If it is duplex printing, does each side count as a page or does each page (back and front) count as one page?
Answer: In accordance with the Addendum 52.212-1 paragraph 5 of the solicitation, the proposal text shall be printed single-sided. NO duplex printing.
34. In 3. Submission of Proposals, it states “Complete the SF 1449, blocks 12, 17(a), 30 (a),
(b) and (c). An official having the authority to bind your company contractually must sign and date the SF 1449 block 30b. Submit original and three (3) copies of this part.
One copy of the SF 1449 must bear an original, authorized signature. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP. All sections of the RFP, excluding Instructions to Offerors and Evaluation Procedures Sections, constitute the model contract.” Please clarify if the government wants an original and three copies in each volume.
Answer: Yes, the Government requires an original and three copies for each volume. See table on page 21 of solicitation.
35. ATTACHMENT 2 SAMPLE SUBCONTRACTOR/TEAMING PARTNER CONSENT
LETTER. What volume does this document go in and does it count towards page count?
Answer: Attachment 2 will go under the Past Performance Volume and will count against the established page limit.
36. Clarify Method of Submission Requirement: Confirm that electronic is acceptable
INSTEAD of a print copy (not in addition to)
Answer: Electronic copies may be submitted for the 3 duplicate copies. However, one (1) original print copy must be submitted as well.
37. Depending on how soon we get responses back to questions, we may need additional time to respond. Will the government give an extension to the due date?
Answer: There will be NO extension. It has been determined that offerors have sufficient time to review the responses on this Q&A prior to the proposal due date.
38. The CLIN description notes this contract to be sustainment support and in paragraph
(1.1.6) it states that replacement parts will be procured on an as needed basis from the OEM vendor using funds allocated within the Sustainment Contract for this purpose.
Please clarify if there is to be designated funds within the bid price of this contract for these spare parts or please confirm that the contractor will order the parts as needed based on the approved list and the Gvt will pay for the parts from a separate allocation of Sustainment Contract funds not directly associated with this contract.
Answer: Spare parts must be embedded in the total bid price of your proposal. You may use the Work Order Historical Data to estimate the amount of spare parts required for this effort.
39. Is the current spares list considered sufficient by the Government for renewal by the contractor who receives the award of this contract? If not, then what would be the expected increase in parts inventory for approval / compliance?
Answer: Please refer to the Work Order Historical Data to determine sufficient parts inventory for this requirement. The Government does not dictate the amount of inventory spare parts but Contractor must have enough spare parts to meet the partial recovery requirement within 24 hours.
40. Please provide past years’ & the current year’s list of monthly support calls for maintenance to remove, replace and/or repair items covered by the contract.
Answer: Please see attached Work Order Historical Data
41. Please provide the contract value for the previous year?
Answer: The current contract is NOT a full year. The awarded amount is $251,983.50.
42. Please clarify that the government requires (2) fulltime technicians on site Mon-Friday
7:30 AM to 4:30 PM and on call 24/7 or will the government except (1) full time technician and a floater tech(s) as needed.
Answer: At a minimum, the Government requires one (1) full-time technician on-site.
43. Is all the equipment under contract currently at a maintainable level or are there major repairs / replacements known to be needed. If equipment needs to be brought up to a maintainable level, how are those costs covered?
Answer: “As is” equipment that is in the field now is operational. The Work Order Historical Data provided will best describe the work load and the routine maintenance that comes with sustainment.
