MAINTENANCE/REPAIR OF JOINT BASE ANDREWS INTEGRATED BASE DEFENSE
SECURITY SYSTEM (IBDSS)
1. DESCRIPTION OF SERVICES / GENERAL INFORMATION
1.1. Scope. This contract is for the repair/sustainment of all turnstiles, drop arms, and all the Pathfinder vehicle gates with the exception of the Non rated vehicle gates at Entry Control Points (ECPS) of 1, 8, 13, 18, 19, 22 outbound, 24 outbound and 28. The contractor shall establish and maintain a sustainment support for a base period of 12 months and four 12 month Option Periods to perform the functions described below. The contractor will develop a maintenance and sustainment plan for government approval based on the requirements below.
1.1.1. Organizational Level Maintenance. The contractor shall provide on-site maintenance and sustainment support portions of the installed Joint Base Andrews (JBA) Integrated Base Defense Security System (IBDSS) equipment as indicated in Appendix 4.1 of this PWS. The contractor shall respond to any major malfunctions(s) of any vehicle gate/pedestrian turnstile within eight hours of notification and restore at least partial system capabilities within 24 hours. The loss of any one or more vehicle/pedestrian gate and associated equipment, and display area components are considered Major Malfunctions. Response to and repair of service calls/system failures are timely 95% of the time. This will be calculated at the end of each month based on the number of calls responded to that made or exceeded the eight hour response time (i.e., if there were 20 service calls for the month, and 19 of those calls were responded to within eight hours, and one call exceeded the eight hour response time, the contractor would have an on time response of 95%).
Maintenance support shall be provided no later than the next duty day for all other failures, to include partial failures, unless otherwise directed by the Government. The contractor shall perform all required preventive maintenance actions on all installed equipment and integrated legacy equipment, in accordance with the original equipment manufacturer’s recommendations.
1.1.1.1. The contractor shall deploy a permanent field engineer and/or technician to Joint Base Andrews to perform fault isolation of equipment as listed in Appendix 4.1. to the lowest replaceable module/part, remove and replace the faulty module/part, and send the faulty module/part back to Depot for repair/replacement. The contractor shall utilize spare modules/parts pre-positioned by the contractor at Joint Base Andrews to meet specified system recovery requirements.
1.1.2. Contractor Logistics Support (CLS). The contractor shall provide organizational-level maintenance support through its home facility or established vendor relationships for installed Joint Base Andrews IBDSS equipment and any integrated legacy equipment. The contractor shall serve as a repository for all Joint Base Andrews IBDSS maintenance documentation on-site to facilitate repairs. The contractor shall establish an IBDSS website to post relevant documentation regarding maintenance activities to provide the government visibility into sustainment status, which shall include, at minimum, all pertinent information on return material authorizations in the CLS pipeline. The contractor shall also provide a quarterly progress report to the Government documenting all failures incurred during the period of support. Inventory of on-site and depot level parts are accurate as reported 98% of repair documentation is accurate and timely. This will be calculated at the end of each quarter based on review of the documentation (i.e.), if there were 50 documented failures for the quarter that required parts replacement, and 46 of those documents were filed and written accurately, and four documents had minor errors regarding part price or the paperwork for the fix were not filed within the quarter, the contractor would have a 92% for accurate and timely documentation).
1.1.2.1. Contractor Depot support shall additionally include:
1.1.2.2. Maintaining a list of Original Equipment Manufacturers (OEM) to supply replacement parts and equipment. Develop and implement a repair concept for using commercial vendors to provide support for systems and components based on security requirements and a cost benefit analysis.
1.1.2.3. Develop and implement a depot level documentation management system.
1.1.2.4. Develop and implement internal depot processes to provide telephone and/or email engineering, troubleshooting, and maintenance support to field maintenance technicians by off-site Subject Matter Expert (SME). If required, generate a “Fly-Away” Team to support a “Validated” Emergency Depot Level Maintenance request from Joint Base Andrews Government representative.
1.1.2.5. Track equipment sent to vendors for repair or replacement by model and serial number. Establish Source Maintainability Reparability (SMR) codes and documentation, as well as publish repair policies and procedures for all items coded as Depot repair.
1.1.2.6. Inspect repaired equipment received from vendors prior to installation at Joint Base Andrews.
Establish an Acceptance Testing Program, which identifies and tests spares requiring post repair Operational Validation prior to delivery.
1.1.2.7. Review sustainment data to identify failure patterns and discuss such failures with manufacturers to identify alternatives that might improve system operations. Establish a Failure Made Analysis program that identifies potential causes of failures and recommends changes in system hardware, repair procedures or technical procedures to enhance system operability.
1.1.3. Sustainment Engineering. The contractor shall provide sustaining engineering services as necessary to find satisfactory substitute components for any Commercial off the Shelf (COTS) hardware items that become obsolete. The contractor shall provide vendor supplied equipment cut sheets for any substitute components approved for installation by the Government. Drawing package shall be updated as required to reflect the substitute hardware items.
1.1.4. Support Equipment. The contractor shall furnish all organizational level support/test equipment required to maintain the installed hardware.
1.1.5. Commercial Manuals and Documentation. For all substitute components purchased and installed by the contractor with Government approval, the contractor shall provide copies of all commercial manuals associated with the installed equipment. The documentation shall include any specifications and drawings normally provided with the equipment when purchased from the vendor.
1.1.6. Sparing Concept. The contractor shall provide spares at Joint Base Andrews sufficient to meet the partial recovery requirement within 24 hours. The contractor shall develop in his/her own format, a recommended spares list to support organizational level maintenance to remove/replace at the LRU level for government approval. This list shall be based on the 30-day (CONUS)/45-day (OCONUS) repair cycle while assuming continuous system operation. Initial sparing will be provided to the contractor as Government Furnished Equipment (GFE) from the existing contract. All other replacement parts will be procured on an as needed basis from the OEM vendor using funds allocated within the Sustainment Contract for this purpose.
1.2 Repairs.
1.2.1. The IBDSS at Joint Base Andrews, formerly known as Pathfinder, consists of a variety of subsystems, including the Entry Control Subsystem. The Entry Control Subsystem consists of 34 entry control points that provide a control mechanism for vehicle and personnel entry into secured areas. This contract is for the repair/sustainment of all turnstiles, drop arms, and all the Pathfinder vehicle gates with the exception of the Non rated vehicle gates at Entry Control Points (ECPS) of 1, 8, 13, 18, 19, 22 outbound, 24 outbound and 28.
1.2.2. Maintenance support of IBDSS system components transitioned to Vindicator is provided through a separate contract managed by the Life Cycle Management Center (LCMC) at Hanscom AFB.
1.2.3. The scope of this sustainment contract does not include major repairs to equipment caused by third parties. A supplemental vehicle/modification will be executed to ensure timely repair to damaged gates that will ensure continued operations with minimal impact on mission needs. The contractor shall provide necessary parts and accomplish minor repairs to vehicle gates that have been damaged by vehicles, e.g., drivers fail to stop and damages drop arms and safety bars, to ensure gates return to operational status in a timely manner and to minimize impact on the base mission. It is anticipated that each instance of repair only requires minor repair, such as straightening and reattaching drop arms, replacing safety bars, replacing plastic bolts/nuts, and touching up paint.
1.3. Response Time.
In cases of emergency repairs, the contractor shall have up to eight hours to respond and be on site from the time the call is dispatched. At which time the contractor shall report ready for work.
1.4. Exclusions
The contractor shall make every effort to return damaged drop arms and other gate components to operational status within 24 hours; however, if special parts are required, it is understood that this may delay the repair of these gates until the part is ordered and arrives for installation. More extensive damage, such as direct damage to gate panels, posts, etc., will be handled separately and are not within the scope of this contract.
1.5. Quality Assurance
According to the Inspection of Services clause (FAR 52.246-4), the government will evaluate the contractor’s performance using the periodic method of surveillance as well as the random sampling method. No specific format is required for this documentation, provided it clearly proves the aforementioned requirements have been met. The Contracting Officer’s Representative (COR) will monitor the contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP), evaluate the contractor’s performance and report the results in a monthly report, citing contractor deficiencies and providing specific details of the deficiencies. The COR will note and document acceptable and unacceptable performance. The COR will be assisted and/or augmented by an alternate and/or the Project Manager or alternate as needed.
1.6. Federal Holidays.
The following is a list of Federal Holidays observed by this installation:

1.7. Hours of Operation. The contractor shall perform routine preventative maintenance and shall establish a work schedule, which requires work to be performed during duty hours from 0700 hrs. to 1700 hrs. Monday through Friday. The contractor shall be on call during non-duty hours Saturday and Sunday which includes holidays.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES
3.1. Office Equipment.
3.1.1. The Government will provide the necessary office furnishings (desk, chair, and a way to have internet) and storage area to support the contractor maintenance personnel and maintenance activities. The space shall be large enough to accommodate the storage of electronic equipment, two desks, two chairs, two desk-top computers, two five-drawer file cabinets, one phone, and one combination copier/scanner/fax machine (i.e., a minimum of 300 square feet). The furnishings, storage racks and associated equipment (i.e., desktop computers, phones, and copier/fax/scanner machine) will be transitioned from the previous sustainment contract and/or purchased by the contractor.
3.2. IBDSS Equipment.
3.2.1. The contractor shall accept the condition of equipment “as is”. As funding becomes available, at such time the contractor shall be required to make the necessary repairs on equipment.
3.2.2. Initial Sparing: Spares as stated in 1.1.6.
3.3. Storage Areas.
3.3.1. Climate controlled. The Government will provide an on-site climate controlled storage area for all spare parts, electronics and equipment requiring environment controls.
3.3.2. Non-Climate Controlled. The Government will provide an on-site non-climate controlled storage area for all non-electronic spares (e.g., gate arms, sensor poles, node boxes, etc.).
3.4. Government Furnished Services
3.4.1. Police and Fire Protection. The Government will provide police and fire protection.
3.4.2 Medical. The Government will provide necessary medical services at Malcolm Grow Medical Center, Building 1050, for contractor employees while performing work on this installation. The contractor shall be responsible for reimbursing the Government for all services provided.
3.4.3. Contact. The contractor shall provide the Government with a local or toll free 24-hour phone number.
