PERFORMANCE WORK STATEMENT
BLDG.1614 ENVIRONMENTAL CLEANING
22 JULY 2025
1. Scope
This Performance Work Statement covers the requirements to provide non-routine cleaning services for building 1614 located on Hanscom AFB. Specifically, AFLCMC/C3C requires a one-time cleaning of our area of responsibility (~172,000ft²).
This work will take place in a software development environment where authorized government representatives and software development teams (military, civilians and contractors) can develop and sustain software applications and IT equipment.
The goal of this effort is to have a better physical environment that compliments industry standards and rids the area of built-up dirt and allergens. The contractor will professionally clean all the Heating Ventilation and Air Conditioning (HVAC) air handlers, vent grates, lighting fixtures down the main hallway and steam-clean the carpet in our area of responsibility. The project managers for the government and vendor will need to be able to work with base agencies to ensure proper access to the base and facility is granted. The government is responsible for coordinating these approvals while the contractor is responsible for notifying the government of any schedule changes and/or personnel changes.
1.1. Requirements
The contractor will have 40 business days for contractor’s complete performance. The contractor shall present a schedule of events within 5 business days of the contract award. The approved schedule of service shall show each area, date, time, and estimated length of service for that area. The schedule shall be coordinated by the contractor and approved by government project managers. All delays shall be documented with reason, get-well date, and accepted/signed by government project manager or government environmental manager.
All workers shall be U.S. citizens with a good legal standing and qualified/licensed/certified/trained to perform all functions of their assigned responsibilities. AFLCMC/C3C will provide escorts and coordinate base access as appropriate. Note: commercial trucks require a more thorough inspection at the gate that could lead to long wait times.
Finally, the contractor’s project manager shall be onsite for the duration of the work consistently communicating with the government representatives. The government will provide an escort that may be civil servant, contractor, and/or military. The contractor will ensure all access badges are always visible and all government items are returned (i.e. badges, cords, computer accessories for PM, etc.) at the completion of the day and/or contract as applicable/directed.
Cleaning
2.1 Air Handlers
All air handlers and ducts will be professionally cleaned by licensed and HVAC certified technicians. The air handlers will be cleaned inside and out with a non-toxic and environmentally safe cleaner. A tall lift will be required to reach the air handlers that are located approximately 30ft in the air. The lift will need to be able to clear doorways (~7’x3’ measured) in the building from the loading dock or the sidewalk. The facility will be able to provide 110 VAC to charge the lift. The lift will be able to stay in the building for the length of the contract. The lift will be required to be provided by the contractor.
Before cleaning, all desks shall be covered with a contractor provided covering material to ensure debris is caught should any residue fall from the ceiling. All debris should be removed from the facility and disposed of in the dumpster located behind the building near door R2. The desks and cabling will be repositioned to their normal location after cleaning completion. The schedule for services is extremely important as some access to specific rooms will need to be coordinated 5 business days in advance.
Finally, air handler cleaning will be accompanied by a Civil Engineering representative and the schedule shall be coordinated for their participation to the max extent possible.
Should they not provide availability, the requirement will be met by the project manager’s (or designated representative’s) attendance.
2.2 Vent Grates
Grates shall be completely removed, washed thoroughly with soap and water, rinsed, dried and re-installed. Any broken grates will be replaced with the same style as existing by the contractor. The contractor shall provide a report of all the grates that are broken prior to cleaning. The government will then order new grates through our Government Purchase Card and provide a replacement. If the new grates are not sourced within the contract period the contractor will be absolved of this requirement.
2.3 Carpet
All carpets shall be steam-cleaned in the area. The carpet shall be professionally cleaned with heavy duty environmentally safe detergents and will be spot treated as appropriate. All cleaners shall be Environmental Protection Agency compliant and be used in accordance within the Occupational Safety Health Administration instructions.
No permanent fixtures shall be removed, and the government will be responsible for putting chairs on top of desks or relocating them to where they are not an inconvenience to the cleaners. A schedule of cleaning will be provided by the contract project manager and approved by the government project manager identified above.
Once the schedule is approved, the government will notify the occupants to work elsewhere for that day. The contractor shall use and provide industrial-sized dehumidifiers and industrial-sized floor fans to ensure that the carpet is dry before returning the area back to service.
2.4 Light fixtures
Light fixtures down the main hallways will be removed, washed, and re-installed. Any fixtures that are not able to be removed will be vacuumed and wiped down with glass cleaner. Light fixtures are in areas that are approximately 15’ high. All light fixtures through this hallway will be in scope of this requirement. If the fixtures are broken the government will then order new fixtures or provide a replacement for the contractor to install. If the new fixtures are not sourced within 5 business days of the contract completion period, the contractor will be absolved of this requirement.
2.5 Cleaning Products
All cleaning products shall be non-toxic. Cleaning products shall be commercial grade, and the strength shall be appropriate for the jobs they are purchased for unless otherwise stated.
3. Deliveries
All deliveries shall be delivered to the R1 Loading Dock. Though the loading dock has a large door on the outside of the building, the exit door from the loading dock to the building is ~7’x3’ measured.
4. Completion
Upon completion of each section (identified by the contractor) the government will evaluate and approve job completion. This will be documented by digital/wet signature via memorandum format provided by the contractor.
5. Services Summary
The Government will evaluate the Contractor performance in accordance with the following criteria. Performance evaluations will be rendered in one or more Government databases for that purpose.
