Request for Information (RFI)
FY21 Sitework and Paving IDIQ, FA2835-21-B-0001
20 November 2020
Questions and Answers:
1. (Q) Where is the Solicitation document that is referenced in the post?
(A) There were some issues on the original posting. With so many attachments, it seemed as though betasam wasn’t able to upload all of them at once. The posting has now been updated to include the solicitation document, which is included in the attachments section titled, “Solicitation – FA283521B0001”.
2. (Q) Will there be a site visit before proposals are due?
(A) This effort does not require a site visit before proposals are due.
3. (Q) How would you like bidders to respond to the solicitation?
(A) This is a Sealed Bid effort and the Government requests that bidders bring their hard copied proposals to the location referenced in the solicitation document that is attached in the betasam posting. Please refer to the solicitation document titled, “Solicitation – FA2283521B001”, for further information on how to respond and please pay particular attention to Section L.
4. (Q) Does the Government want hard copied proposals only?
(A) Yes, please provide hard copied proposals only and proposals must be completely sealed. Contractor proposals will then only be opened by the Government.
5. (Q) Are bidders required to submit a Management Plan as part of their proposal package?
(A) Yes, please provide a copy of your management plan as part of your proposal package. If you look at Section M of our solicitation document on betasam, it states “In accordance with FAR 14.101(e) and FAR 14.408-1(a)(3), an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the IFB, will be most advantageous to the Government, considering only price”. The Government will use price as the sole evaluation factor, however the Government will only award this contract to a responsible bidder, pending a responsibility check.
The Management Plan will be used in our analysis of whether or not a contractor is deemed responsible or not.
6. (Q) Does the Management Plan outlined in section 2.1 need to be submitted with the bid proposal package?
(A) Yes, Management Plan should be included. Please refer to question 5.
7. (Q) Will the “S and P IDIQ – Bid Schedule” be the only bid form required to be submitted for this solicitation?
(A) Yes, this will be the only bid form required for this solicitation.
8. (Q) Are the Overhead and Profit percentages shown on the Bid From “set” at the rates shown for this RFP or can we alter?
(A) Each contractor should replace the values shown with their own. That way it becomes part of the total price evaluation.
9. (Q) Can you please provide the Period of Performance, Liquidated Damages; CLIN’s, and instructions to bidders?
(A) This information is included in the attachments section of the betasam posting under attachment, “Solicitation – FA283521B0001”.
10. (Q) Will you be offering a “Solicitation, Offer & Award”? (SF1442)?
(A) Yes, it is now included in the attachments section as “Solicitation FA283521B0001”.
11. (Q) Can you please clarify the level of design requirements with respect to this IDIQ? Is the GC expected to carry all of the design cost associated with this IDIQ in their bid proposal?
(A) The IDIQ contractor will be provided the necessary design documents for each task order.
12. (Q) Can the radius request for bidder’s radius to hanscom be extended past the 60 miles?
(A) Unfortunately no, this radius was set by the Government team to account for emergency task orders that may come up on this IDIQ. The 60 mile radius allows for the best response time to be able to meet this need.
Clarification – BetaSam lists multiple updates to the solicitation from 17 Nov to 19 Nov. The only change made during that time was updating the description section to include a response time to the RFI questions and updating that response time from “2 days” to “1 Day”. The other updates were betasam errors/issues. We apologize for the redundancies.
