The Contractor serves as the dominant supplier in procuring materials for 66 CES authorized personnel for the repair and maintenance of facilities on HAFB. For purposes of work description the contractor shall receive and deliver the materials, equipment and supplies to a point as required by customer. The Contractor needs to provide all their own equipment unless specified in Section 3.

1.2 Objectives. To provide a wide variety of commercial and industrial materials, as requested by the Government, to be used on work orders for construction, recurring maintenance, repair and support of 66 CES. To provide the materials requested by the Government’s required delivery date (RDD). To accurately invoice for the materials purchased by the Government.

1.3 Operate COCESS

1.3.1. Hours. The Contractor shall be available in person to process Government orders during duty hours (7:00 a.m. to 4:00 p.m. local time), Monday through Friday, excluding federal holidays.

1.3.2 Authorized Customer Listing. Authorized customers will be identified on the COCESS Customer Authorization Listing (COCESS-CAL). The Material Control office will provide an initial listing of authorized customers and will provide updated listings to the Contractor as changes occur. The Chief of Operations Engineering will be responsible for updating and keeping the list current; however, it is the Contractor’s responsibility to make sure their list on file is the most current.

1.3.3 Stocked Items. The Contractor shall provide stocked items for immediate purchase/sale or Bill of Material (BOM) transfer per authorized customer requests (see paragraph 1.3.2 above and Appendix A for definition of “authorized customer”). Stock items belong to the Contractor until sale/issuance to the authorized customers. The Contractor shall submit for payment under CLIN X002, COCESS Supplies/Materials (Bench Stock), once items are issued to the Government. The contractor will invoice against one of two subCLIN’s, X002AA and X002BB. 66 ABG/CE will advise on which subCLIN to invoice against for payment.

1.3.3.1 Stocked items should be kept to a minimum and should only include items with a high turn-over rate. The contractor was provided a list of items that will be included in the stocked items and the minimum amounts. The Contractor will be required to maintain this bench stock at minimum levels throughout the performance period. The Contractor will restock on a quarterly basis and shall get approval from the COR or Material Control prior to placing any orders.

1.3.3.2 Stocked Item Tracking. The Contractor shall use Government-furnished CEMAS to track inventory of all stocked items sold to the Government. 1.4.3 Delivery Times. The Contractor shall notify Material Control when any requirement from the Government cannot be met; see Appendix A for time requirements of Routine, Urgent and Emergency. In instances where the Contractor cannot meet the Government’s requirement(s), the Contractor shall notify Material Control of the shortest delivery period available. If the Contractor’s shortest delivery period is not acceptable to the Government, the Government may procure the item(s) from other sources.

1.4.4 Freight on Board (FOB). The Contractor shall provide FOB Destination pricing for all non- recurring items.

1.4.4.1 Premium Freight. The Chief of Operations Engineering or his/her authorized representative must approve premium freight prices prior to the Contractor ordering the item(s). Premium freight is any transportation service more costly than standard freight.

The Trade Service Catalogs is a pricing mechanism only; the Contractor may purchase items found in the catalog through a variety of sources of supply in accordance with paragraph 1.4.5. Refer to Attachment 2, Ordering Instructions, for how prices are established.

1.5.1.1.1 Faulty Pricing. If the Contractor finds a discrepancy between the Trade Service Catalog price and the quoted price(s) from the Contractor’s sources of supply, the Contractor shall provide the Material Control Office with the documentation showing this discrepancy. Once this documentation is verified by the Government, the fixed price for the item shall be determined by utilizing the most advantageous price available, inclusive G&A and freight, from the Contractor’s sources of supply. Approval authority is Material Control for purchases less than $3K and the Contracting Officer for purchases greater than $3K.

1.5.1.2 GSA FSS / DLA. Prices are as already established by GSA FSS / DLA contracts. Refer to Attachment 2, Ordering Instructions, for application of freight.

1.5.2 The Contractor shall provide Freight on Board (FOB) Destination pricing for all non-recurring items. For specific definitions of delivery date categories and timeliness refer to Appendix A.

1.5.3 Planning/Final Abstract. For ordering purposes, the Government (Material Control) will issue a Planning Abstract (requests for quote) for all non-recurring items. The Contractor shall annotate the Abstracts with the unit cost of the item, extended cost, freight charge (if required for premium freight), and date of delivery. The Abstract should be returned to the Material Control office so as not to impede the Government’s need as defined in 1.4.3 of this PWS. The Contractor shall annotate the time/date stamp of return of the Abstract to Material Control. If there is any change in the data submitted by the Contractor on the Abstract, the Contractor shall re-coordinate with the Material Control office prior to purchase. For any non-recurring item for which the total order price (including freight) is greater than $3,000.00, the Contractor shall obtain competitive quotes from a minimum of three (3) different sources of supply. The Contractor shall annotate the Planning Abstract with the sources of supply and the competitive quotes. The competitive quotes shall be good for 30 days. Contracting Officer approval is required prior to purchase of the item. If approved for purchase, Material Control will input the Contractor information into CEMAS and issue a Final Abstract (purchase approval) to the Contractor approving the purchase of the item(s). While the Planning Abstract is in Material Control and prior to receiving the Final Abstract, the time requirement will not be counted against the Contractor.

1.5.5.1 If the Government should fail to return a final abstract of a Routine purchase and exceed the time frame of the contractor’s competitive quote, the contractor shall not be liable for the quoted price. If required, a new abstract will be issued.

1.5.5.2 There will be no single item purchased under this contract with a cost of greater than $25,000.00.
