Questions and Clarification for Soliciation FA2835-16-R-0001 12/10/2015
Volume II Price Proposal
CLIN 0004 Transition Q: Can we change the transition value/ dolalr amount if we believe we require either less or more money for the transition period or is that number not to change?
This value will not change. The number is based upon the Government’s estimate for the effort required under PWS section 1.13.
CLIN X003 Non Recurring Items Represenative Sample.
Q: Line item 0004 - Marleys part distributor needs additional information to find this number. The number is not accurate
A more detailed description and revised model number has been provided.
Q: Line item 0008 - Mammoth company indicates that this part number refers to an entire custom installation of a job performed by them over two years ago at Hanscom. Please clarify actual kit number needed.
Line item 0008 has been revised to indicate a different electrical item.
Q. Many of the trade catalogs listed are manufacturers who require that all sales go through one of their distributors. The implication of this is that the ‘proof’ in the form of a quote may very well be from a company that is not necessarily on the ‘trades catalogs listed’. For example, an Eaton item (on your trade list) may have to be bought through Graybar Electric (not on your trade list), one of their distributors. In this example, would a Graybar quote be an acceptable ‘proof’?
All trade catalogs listed in attachment 3 have published pricing available. Free accounts at the trade catalog websites are availabe and may be used to view prices for the items.
Proof shall include prices from screenshots from the GSA Federal Supply Schedule (FSS)/ Defense Logistics Agency (DLA) contract holders or copies of pricing from the trade catalogs listed in Attachment 3. Please refer to section L of this solicitation.
Q. Further to the above, you do list some distributors on your trade services catalog that are associated with a manufacturer (column B) – can we use any authorized distributor of that manufacturer or are we required to only go to those listed (which I don’t think would be beneficial to the government)?
Non-recurring item purchases are required to be purchases through GSA, DLA or one of the trade service catalogs
Q. Paragraph 1.4.5 in the SOW states that, in addition to the Government Supply Sources, contractors may use “a variety of commercial and industrial vendors…” Given that, are we, in this case, restricted to proof only from the government supply sources or trade sources indicated above for the pricing of these items? It would seem to be in the governments best interest to buy at the lowest possible price, regardless of source.
Non-recurring item purchases are required to be purchases through GSA, DLA or one of the trade service catalogs. Section 1.4.5 of the PWS has been revised to refelct this information.
