Answers to Questions, FA2835-15-R-0020, Steam & Condensate
1. The latest excel version of the bid sheet has a line item at the bottom for “Hanscom AFB Coefficient” that appears to calculate to add a set percentage to the total of the line items. What is this anticipated to include? Answer: Please see Amendment Posted to FBO on 25Aug15, removing the “Hanscom AFB Coefficient”
2. The latest excel version of the bid sheet has a line item at the bottom for “Premium Time” that appears to calculate to add a set percentage to the total of the line items. We would assume that some work may need to be off-hours for shut downs etc., however how does this percentage calculate into the total bid? Are we to calculate an assumed amount of premium time and add it as a percentage to be included in the base bid, or leave this at zero and state the percentage for premium time separately for future negotiation for each DO depending on how much premium time is needed for the specific DO? Please clarify the “Premium Time” coefficient. Answer: Please see Amendment Posted to FBO on 25Aug15, removing “Premium Time”
3. The latest excel version of the bid sheet has lines for overhead, bond and profit etc. at the end to calculate into the project total. As provided, these numbers don’t calculate from the percentage however there are preentered multipliers in the overhead, bond, and profit cells. Are the preentered multipliers set, or are the contractors to enter their own percentages and replace the formula in the cell to calculate based off of the contractor’s percentage? Answer: The “Total” column (column G) should be a formula of your percentage for each of the line items times the total from Cell G532. So the Overhead calculation in cell G534 should be “G532*F534.”
4. Each DO depending on size and scope may have different requirements for equipment and different lay-down areas requiring more equipment (lulls, etc). We do not see specific line items that would pertain to this. Should this be included in G&A as a percentage? Answer: Enter either as a percentage in G&A, or built into the line items based on size of pipe.
5. Insulation requirements are listed in 230700. Please confirm this applies to only mechanical rooms and advise if this applies to piping within manholes and trenches. Answer: Correct. Sections 33 60 01 forward contain insulation requirements for pipe in manholes, trenches, etc. Section 230700 “covers” everything else.
6. 336001 table 1 and 2 lists only foamglass insulation for the piping in manholes for steam and chilled water. Please confirm or advise if insulation materials listed in 230700 can be used. Answer: Use foamglass.
7. 336115 table 1 and 2 lists only foamglass insulation for the piping in trenches for steam and chilled water, however paragraph 2.8 in the same section lists other types of acceptable insulation. Please clarify. Answer: Use foamglass.
8. There are multiple items referring to replacing “fittings”. Can you clarify what is included under the term? For example, does this just pertain to typical elbows, 45’s, tees, reducers? There could be a wide range of cost depending on the fitting.
Answer: “Fittings” includes all of the above.
9. Items A33 to A41 in the trenches are to remove/insulated piping. Does this mean to remove the insulation and then reinsulate the piping? If so, if the existing insulation does not meet the thicknesses specified, should the insulation thickness match existing, or will hangers need to be changed? Answer: Typically the existing insulation does not meet the new specifications. New insulation will meet the new specs, and hangers may need to be replaced to accommodate.
10. Item J13 is for a new trap monitor and transmitter. Please confirm this is for one Armstrong Wireless trap monitor and that receivers or repeaters are not required to be included in this line. Answer: It’s just for the monitor.
11. Item K10 is to provide and install new flash tank. What size should this be based on? Answer: 80 gal
12. Item K12 is to provide a new condensate receiver. What size should this be based on? Answer: 3000 lbs condensate/hr; 6 gpm;
13. Specification 336001 par 2.12 for sump pumps in manholes call for the alarms to permit JCI monitoring. Please confirm the cost of tying them in is not to be included in the line item for replacement. Answer: Capable of being connected to JCI.
Connecting is not in contract.
14. Please confirm the piping testing requirements between the systems. Multiple references are made in the specifications.
At the walkthrough it was discussed that underground and manhole steam and condensate piping must be field tested through radiograph as well as the required hydrostatic testing. Does this apply to 100% of field welds? Only for steam and condensate? Answer: Specs call for pressure testing and radiography. Radiography is not practicable on base, so substitute ultrasonic for all field welds on the steam lines, and 10% of all welds on the condensate lines. All lines pressure tested to 150% of operating pressure.
15. Does any of the chilled water piping being replaced contain glycol? Answer: No glycol.
16. If it is determined that expansion joints in the steam/condensate UHDS are required and are not currently present, is that handled through the linear feet unit pricing, since sizing may vary? Answer: Expansion joints add linear feet and fittings.
17. Can the bid date be extended to allow for more competitive pricing? 1 week if allowable should be sufficient. Answer:
Unfortunately, our timetable does not allow for a 1 week extension, however please see the Amendment post to FBO on 25 Aug 15 extending proposal due date until 1200 pm Daylight Savings time on 01Sep15.
18. With regard to the required Bid Guarantee for the above entitled solicitation, can you advise as to what the value of the bid bond should be based upon. Our current interpretation is that it would be for the lump sum value of items 0001 and (CLIN) Item 2 combined. Please see Amendment posted to FBO, 25Aug15 Updating Item 13B of the Solicitation to remove the offer guarantee requirement from the base IDIQ Contract.
