About this file
This document is a Questions and Answers (Q&A) response for federal contract opportunity FA2823-26-Q-A109, the SMART BOARD PROJECT.
The government will provide two smartboards and two wall mounts; contractors are responsible for installation, mounting, and system integration. The baseline equipment list includes DM NVX 4K60 4:4:4 HDR Network AV Encoder Cards (quantity 4), DM-NVX-E30 Encoder units (quantity 2), and DM-NVX-D30 Decoder units (quantity 2); however, vendors must determine and specify required quantities of encoders and decoders needed for complete system integration. All COTS information and technology hardware, firmware, and software must comply with the 96th Communication Squadron's evaluation and validation requirements. The government will provide power at both smartboard locations; display mounts are already onsite. A Bill of Material (Order Table) detailing current equipment in room 252 is available, including NVX systems and Layer 3 switch specifications. Contractors are responsible for conducting thorough site surveys to determine whether cable pulls are needed and at how many locations. No uncompiled control code, as-built wiring diagrams, or as-built drawing packages are available; contractors must develop new control code and wiring diagrams from scratch. GSA pricing is not required; industry pricing is acceptable as the solicitation was posted on SAM.gov. All system components, including existing and new equipment, must be covered under the maintenance agreement, which currently has an 8-year parts warranty. Quotes and product literature must be received no later than 10:00 AM CST on Thursday, August 13, 2026.

FA2823-26-Q-A109 SMART BOARD PROJECT
1. Can we get a list of existing equipment we have to integrate with in the room? The requirement mentions the Interactive monitors must integrate to the video wall systems existing AV Hardware sources Yes, attached is the Bill of Material (Order Table).
2. Section 4.0 contains technical formatting errors that make the paragraph difficult to read. Could you please upload a properly formatted copy?
4.0 Technical Requirements
The contractor shall ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA-enabled products, IT hardware, firmware, and software components or products incorporated into DoDIN must comply with evaluation and validation requirements of the 96th Communication Squadron’s policy.
3. The Statement of Work (SOW) states that the requirement is only for the installation and mounting of two smartboards. Could you please clarify if all smartboards will be provided by the government, or if the contractor is required to purchase and install them?
The Government will provide the 2 Smartboards/2 wall mounts. The baseline item is in the SOW “Product Description”. Each vendor should present their quantity and products for the work.
4. What supplies, if any, will the government provide for this project?
The Government will provide the 2 Smartboards/2 wall mounts.
5. Are the display mounts onsite and will they have blocking and power at the location? Display mounts are onsite and the customer will provide power for both locations. Not sure what blocking is, please clarify.
6. The equipment list doesn't include quantities can the Government verify how many encoders and decoders are required? See below. These are just baseline. It is the vendor’s responsibility to ensure the required quantities of the encoders/decoders needed for the integration of the systems.
DM NVX® 4K60 4:4:4 HDR Network AV Encoder Card 4 DM-NVX-E30 Crestron DM NVX® 4K60 4:4:4 HDR Network AV Encoder 2
DM-NVX-D30 Crestron DM NVX® 4K60 4:4:4 HDR Network AV Decode 2
7. The SOW speaks of the NVX card cage however it is not listed in the equipment list is this onsite already? Attached is the BOM (Order Table) of the current equipment in
252. SOW mentioned NVX systems and the equipment list mentioned NVX encoder/decoder.
8. Is there a layer 3 switch in place to handle the NVX network traffic? Please reference BOM (Order Table) attached for current switch detail.
9. Will cables need to be pulled and if so how many locations will require cable pulls?
It is the contractor's responsibility to conduct a thorough site survey/visit and assess if cable pulls are needed and how many locations will require cable pulls.
10. Please provide the as-built drawing package for the relatively new (October 2025) existing solution. Attached BOM (Order Table) is the only document we have to provide.
11. Do you have the uncompiled code for the control system? No.
12. Do we need to provide GSA pricing or can we use industry pricing? This was posted to SAM.gov so GSA pricing is not necessary.
13. Can the current UNCOMPILED editable control code be provided to only have to make adjustments to the existing code to support the new capabilities, or will code have to be rewritten from scratch? No.
14. Can the current wiring schematics/diagrams for the as-built system be provided to understand how the new components need to integrate into the existing system, or does the vendor have to trace all cabling and build new wiring diagrams? The as-built system/wiring diagrams is not available.
15. Will any maintenance contract that is provided as part of this engagement only cover the new components and control code, or do all components in the system need to be covered under the new maintenance agreement? All components in the system will need to be covered under the new maintenance agreement. We currently have an 8-year part warranty.
16. Can this request be extended until Friday August 21st to allow time to receive answers to the questions, and any documentation or other information requested from the Government and then turn the design around and provide a price?
Quotes and any product literature must be received no later than 10:00 AM CST, Thursday 13 August 2026.
