About this file
This document is a Solicitation Amendment to the solicitation for the Grounds Maintenance IDIQ requirement for Eglin AFB. The amendment revises the language in Volume II, Past Performance Information Submission, and incorporates clause 52.217-5 Evaluation of Options. The solicitation is for a grounds maintenance IDIQ contract with a base period and four option periods, plus a 6-month option to extend services. Quotes will be evaluated on price and past performance, with the lowest-priced, acceptable quote based on a total evaluated price across all periods receiving award. The Government will use various price analysis techniques to ensure a fair and reasonable price. Past performance will be evaluated for recency and relevancy. Offerors must submit quotes by the closing date of April 22, 2024 and have an active SAM registration.

Evaluation Factors for Award
Miscellaneous text in this section has been modified to:
Addendum to 52.212-2 Evaluation--Commercial Products and Commercial Services.
BASIS OF AWARD- EVALUATION
I. Basis for Contract Award - Evaluation of Quotations-Simplified Acquisition Procedures
(a) In accordance with FAR 13.106, the Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price; and
(ii) Past Performance Information
(b) Options. The Government will evaluate quotes for award purposes by adding the total price of all contract line items (CLINs) for all five(5) years of the award period, to include the six (6) month extension option under FAR clause 52.217-8, Option to Extend Services, resulting in a total evaluated price. Evaluation of an option(s) shall not obligate the Government to exercise the option(s).
(c) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a contractor's quotation does not establish a contract. A written notice of award or purchase order mailed or otherwise furnished to the successful quoter is an offer by the Government to the contractor to buy certain supplies or services upon specified terms and conditions. A quote's acceptance (signature), delivery of supplies/services and/or when substantial performance has occurred constitutes binding contract.
II. Quote Evaluation: The evaluation process will be accomplished as follows (Organized by Volume):
A. General: We will award a contract to the responsible quoter who represents the best value to the Government on the basis of its (1) price, and (2) past performance information. The Government will obtain a best value outcome by awarding a contract to the lowest-priced quoter with acceptable past performance.
B. Volume I, Quote & Price Submission
1. General: We will determine the merits of your quote on the basis of (a) its acceptability and (b) its quoted price.
(a) Acceptability: We will determine the acceptability of your quote on an acceptable or unacceptable basis. We will consider your quote acceptable if it (i)conforms to the material solicitation requirements; (ii) manifests your unconditional assent to the terms of this Request for Quote (RFQ), and (iii)you are a responsible prospective contractor pursuant to FAR 9.104-1. (NOTE: By submission of a quote, the quoter represents that it unconditionally assents to the terms of this RFQ, except for any written express exceptions.)
(i) Conformance. Material solicitation requirements include those terms affecting quality, quantity, price, or delivery.
(ii) Assent. If you (1) take exception to any term of this RFQ, (2)propose any additional terms, or (3) omit material information required by this RFQ then we will consider your quote to be unacceptable and ineligible for contract award.
(b) Price: To receive an acceptable rating for the Price Factor, the quoter's price must:
1) adhere to all requirements of52.212-1 and accompanying addendum and
2) be determined fair and reasonable in accordance with FAR 13.106-3.
Total Evaluated Price (TEP) will be calculated as follows: TEP = Base Period (CLINS 0001- 0003) + Option Period 1 (CLINS 1001- 1003) + Option
FA282324Q00210001
Period 2 (CLINS 2001-2003) + Option Period 3 (CLINS 3001- 3003) + Option Period 4 (CLINS 4001- 4003) + Option to Extend Services IAW FAR
52.217-8.Quantities identified will be multiplied by the unit price to confirm the extended price and then the extended price for all CLINS will be added together for a total for that specific period. Unit prices shall be used in the event Total price will be calculated by totaling all CLINs inclusive of all option years and the option to extend services IAW FAR 52.217-8.
FAR52.217-8 will be included in the price evaluation by adding 50% of the value of each CLIN in option year four (CLIN 4001 thru 4003) to the total price. This amount is for evaluation purposes only and will not be included in the awarded contract value. Prices will be rounded off to two decimal points. Total price will be evaluated for price reasonableness.
FARclause52.217-8, Option to Extend Services six-month extension is included in the TEP for evaluation purposes only. The Option to Extend Services price totals will not be included in the awarded contract value. If the Government exercises FAR52.217-8, Option to Extend Services, the extension will not exceed six (6) months total and CLINS will be added to the contract at the time FAR52.217-8 is exercised at a monthly price equal to the preceding period of performance's monthly price in accordance with FAR 52.217-8. The CO may exercise this clause during the life of the contract at any option period to extend services for up to 6-months.
Prices will be evaluated for fair and reasonableness, and completeness. Quoters whose price is determined to be incomplete or unreasonable will not be considered for award.
Completeness: The Government will review pricing submissions for completeness and compliance with the solicitation.
Reasonableness: The Government may use the following various price analysis techniques established in FAR 13.106-3to ensure a fair and reasonable price to include: comparison of competitive quotations, comparison of previously proposed prices and previous Government contract prices, comparison with competitive published price lists or market prices, comparison with Independent Government estimates, comparison with market research, and/or analysis of pricing information provided by the quoter.
C. Volume II, Past Performance Information Submission
1. General: The past performance assessment will assess the quoter's ability to successfully accomplish the effort based on the quoter's demonstrated present and past work record. The Government may evaluate the quoter's demonstrated record of contract compliance in supplying products and services that meet users' needs. The recency and relevancy of the information will be considered.
First, we will evaluate recency. For purposes of this evaluation, recency is defined as demonstrated experience (active or completed efforts) . Second, we will evaluate recent contracts for relevancy as performed within the past three (3) years from the issuance date of this solicitation described below.
The evaluation of the quoter's (including partnerships and joint venture) present/past performance SHOULD include the present/past performance of any subcontractors, predecessor companies, affiliates, other divisions or corporate management even though they may perform major or critical aspects of this requirement.
2. Past Performance Assessment: Present and Past Performance is a measure of the degree to which you have satisfied your customers in the past and complied with federal, state, and local laws and regulations. Your past performance is relevant to this competition when you have done recent work that has confronted you with the same kinds of challenges that you would reasonably expect to encounter during performance of the contract described by the RFQ. We will assess your past performance on the basis of recency and relevancy. Past performance information may be obtained from any sources available to the Government.
3. Past Performance Evaluation Ratings:
a) As a result of the recency and relevancy assessments of current and prior contracts, a relevancy rating described below may be assigned within the past performance evaluation.
