Quesons for Ground Mx Solicitaon #FA282324Q0021

1. I am reaching out about this solicitation because I'm not sure about the amount of acreage that this contract will cover. I see how the solicitation states the 100 acres and 600 acres, but the maps don't make clear where the majority of the acreage resides. I see a map of the airfield and surrounding area, then red lines around a couple of buildings that only add up a few acres. Where is the remaining acreage or am I misunderstanding the something?

Answer: Answer: The PWS is just a general statement of work. This contract is an Indefinite Delivery-Indefinite Quanty (IDIQ) and each site to be done will be issued a specific task order that will have clear workload definion of what needs to be accomplished.

2. Is there an incumbent awardee and if so, who is the company? What is the current awarded contract price?

Answer: There is no incumbent contractor as this is a new requirement. Eglin Civil Engineering maintains the grounds for the main base area but not for the range. This requirement will be for the range and will have a total contract ceiling price of $4M over 5 years.

3. We would like to set up a site visit with you to view the property, when will be a good date/time for the visit?

Answer: There will not be a site visit for this requirement. This is the second me this requirement has been solicited in the last 2 months & there was a site visit held back in February of this year during the first solicitaon period. Unfortunately, that solicitaon needed some correcons/edits, so it was cancelled & resolicited. The area that will need to be serviced is the Eglin Range are, not the main base area. The total potenal amount is listed in CLINs 0001 & 0002…100 & 600 acres, respecvely. Keep in mind that these numbers are the maximum amount that might need service. Since this will be an IDIQ contract, each subsequent task order writen from the IDIQ base contract will state the exact number of acres needed per job. Our goal here is just to get per acre, per month pricing for future task orders over the next 5 years.

4. Would you be able to inform me of the total acres that will require mowing.

Answer: The total potenal amount is listed in CLINs 0001 & 0002…100 & 600 acres respecvely. Keep in mind that these numbers are the maxim amount that might need service. Since this will be an IDIQ contract, each subsequent task order writen from the IDIQ base contract will state the exact number of acres needed per job. Our goal here is just to get per acre, per month pricing for future task orders over the next 5 years.

5. What’s the biggest headache you’re hoping to solve with this contract?

One of the issues we’re trying to solve with this IDIQ is to minimize the use of the Government Purchase Card for reoccurring services.

6. Based on the PWS, it looks like you only want the 8-10 acres near Captain's Arrow (the tip)....and an auxiliary building (about 1 acre) on Pierce field to be maintained. Is that correct?

Answer: Answer: The PWS is just a general statement of work. This contract is an IDIQ and each site to be done will be issued a specific task order that will have clear workload definion of what needs to be accomplished.

7. Given the tight labor market conditions in certain sectors such and grounds maintenance and landscape services, will the Government allow Team Chart to utilize the H-2B visa program to partially staff this effort?

The government is not responsible for how you staff your company to accomplish this ground maintenance requirement.

8. In the solicitation package that was released on 4/16/24, we did not see any list of acceptable or required equipment (e.g., mower size) for use on the base. Will the Government provide a list of acceptable or required equipment?

Answer: As the government will not be providing any equipment, the equipment used will be at the discreon of the contractor.

9. Does Eglin have storage facilities available on base to store equipment? If not, will the Government allow the contractor bring storage containers onsite for the duration of this project?

Answer: No, Secon 3A says that the government will not provide any building or storage.

10. Limited to no more than three (3) pages per contract listed and twenty-five (25) pages total. Pages exceeding the page limitations set forth in this section will not be read or evaluated and will be removed from the quote. CPARS ratings and accompanying CPARS information does not count towards the page limit. Only references for contracts that are recent and relevant will be considered. Are CPARs required for submission?

Yes, please submit CPARs information with your other references.

11. If PPQs are acceptable, will you please attach a PPQ template that we can utilize?

Yes, template will be uploaded to SAM.

12. How many acres of Maintain Improved Grounds - (Weekly) will need to be cut when the contract is first awarded? How many acres of Maintain Semi-Improved Grounds - (Bi- Weekly) will need to be cut when the contract is first awarded? The period of performance has a start date of May, 1st 2024, but the bid date is May, 1st 2024. What is the anticipated start date of the period of performance?

Answer: The period of performance for the IDIQ contract is separate from the actual task orders writen from this contract and was just an esmated award date. The contract that will result from this solicitaon will be an IDIQ, Indefinite Delivery Indefinite Quanty. It will be the base contract for future task orders. The IDIQ only establishes the pricing, subsequent task orders will be issued from the IDIQ for specific areas on the range and will define the number of acres needing servicing. The IDIQ could extend up to 5 years if all opons are exercised and will have a max contract ceiling of $4M.

13. Can you please confirm that per year there is only 9 months of work? Meaning, 3 months there will be no performance on the base?

Yes, this IDIQ will only be utilized doing the growth period which is stated on the Performance Work Statement.

14. If above is accurate, who will be performing work on the base during non-growing?

The months that are excluded are consider non-growing season and therefore no contactor will be performing ground maintenance.

15. Section 3A says that the government will not provide any building or storage. Is the contractor expected to keep all equipment/ trucks/ tools off base then mobilize upon each

TO?

It is completely up to the contractor on how they will satisfy this requirement upon each task order.

16. For CLIN 0001, is the intent to service a total of a 100 acres per month, meaning 23 acres per week?

The total potenal amount is listed in CLINs 0001 & 0002…100 & 600 acres respecvely.

17. Currently what is the average units used per month for both improved and semi-improved grounds?

Answer: This is a brand-new requirement so there is no incumbent informaon to share.

18. What are the specific requirements for past performance? Can a subcontractor's past performance be used in the prime's proposal?

Do you require a local vendor preference?

Answer: As far as past performance informaon goes, please take a look at the Evaluaon Factors for Award on pages 45-46 of the solicitaon document. Here is an excerpt regarding sub-contractor past performance informaon found on page 45:

“The evaluaon of the quoter's (including partnerships and joint venture) present/past performance WILL NOT include the present/past performance of any subcontractors, predecessor companies, affiliates, other divisions or corporate management even though they may perform major or crical aspects of this requirement. Only the quoter's (includes partnerships and joint ventures) past performance will be evaluated.”

There is no preference for local vendors.
