About this file

This document includes a request for questions and answers related to a federal contract opportunity for secondary power improvements at Eglin Air Force Base. The opportunity involves designing and building upgrades to electrical infrastructure including installing a new 1,200 amp panelboard fed from an existing transformer, mounting equipment to a new support structure, installing a 600 amp manual transfer switch, and related electrical work. Bidders must submit any questions by a specified date, and the answers will be posted online. The work must be completed within 238 days of notice to proceed.

R-0011 Questions as of 6-22-2022 Page 1

# Question Answer

Is the system intended to operate as shown in A or B?

a. Note that In "A" the MTS is applied before the panel and can therefore carry the entire panel

b. Note that in "B" the MTS is applied onto the 600A load breaker and can therefore carry any loads that the 600A breaker would feed.

c. The Statement of Work seems to indicate that what you prefer is shown in figure B but we wanted to check to be sure.

Figure 1A Figure 1B

Question 1--The MTS is to be configured as shown and noted in "1a." (The MTS shall be positioned upstream of the new 1,200A panelboard thereby feeding the new 1,200A panelboard..)

PLEASE SEE QUESTION 8 BELOW FOR CLARIFICATION ON THIS QUESTION

We noticed on site that the existing panelboard feeds 16 loads. The new panelboard is being specified to feed only one (1) 600A 3-pole breaker and five (5) 225A 3-pole breakers. Do we need to supply breakers to feed all sixteen loads or only the breakers specified in the Statement of Work document?

Question 2--Provide the new breakers as stated in the SOW. The new 600A breaker will feed the existing circuits that are fed from the existing 600A panelboard, which shall be fastened to the new support structure referenced in the SOW.

The intent is for the existing 600A panelboard to be removed from the existing support structure and fastened to the new support structure without altering the branch circuit wiring and conduit associated with the existing 600A panelboard.

During the site walk, a mention was made about the installation of a generator connection box for easy disconnection of the generator power cables. The SOW indicates that the existing cables are to be reconnected directly to the new transfer switch without a connection box. Can this be confirmed?

Reconnect the existing cables to the new transfer switch.

4 The SOW defines this as a Design-Build project. With all elements of the project being well defined in the SOW, will there be a requirement for engineered drawings and specifications?

No

The SOW details the requirements for the metering equipment to be installed but does not specify where the meter is to be installed. Can the meter be installed beside the transformer on the north side?

Yes

With the lead time for the Eglin specific meters being up to 8 months, would a temporary non-wireless meter be acceptable to use if the Eglin specific wireless meter cannot arrive before the contract completion date?

As stated in the SOW, contact Mike Bass (850-882-4621) regarding metering requirements.

7 In regards to the wireless meter, will any additional equipment be required to be installed in order to connect the meter to the base network due to the jobsite being in a remote location?

As stated in the SOW, contact Mike Bass (850-882-4621) regarding metering requirements.

CLARIFICATION:

Question #1 on the Q&A form is asking about the general configuration of the system and its proposed operation. The answer to this question appears to contradict the Statement of Work.

The Statement of Work clearly states that the transformer is to be connected to the new 1,200 amp panel and that the transfer switch is to be feed from a 600 amp circuit breaker in the new 1,200 amp panel. In this configuration the generator would only provide backup power for the existing 600 amp panel and not for the new 1,200 amp panel.

The answer to this question states that we are to feed the 1,200 panel from the transfer switch. If this is the case, then the transfer switch would have to be a 1,200 amp service rated switch and not a 600 amp switch.

Can we please get a clarification on this?

David, the contractor is correct regarding his concern. Please direct the contractors to route the service from the transformer straight to the new 1,200A panelboard. And feed (input) the new 600A manual transfer switch (MTS) from the output side of the new 600A feeder breaker in the new 1,200A panelboard.

(And the other input feed to the new 600A MTS shall be from the existing generator.

Please direct the contractors to disregard the previous answer to the RFI regarding the above issue (Question 1).
