Are you specifying any mechanical controls manufacturer or is that up to the contractor as long as it meets requirements laid out in the Mechanical Controls System drawing & Specs?
IAW Contract drawing and specification see drawing M-704
Equipment Schedule - the basis of design is "Trane". Will equal equipment like Carrier be acceptable? See drawing M-601 Packaged Air Cooled Water Chiller Schedule notes: #6 Eglin has a sole source requirement to buy Trane chillers
Do the existing chiller pads need to be removed and replaced, or are existing pads acceptable? IAW Contract drawing and specification M-101 Existing Pad to remain.
M-001 Note-5 contractor shall field verify all equipment locations and fitment M-001 Note-32 Section 23 30 00 PARA 3.3 Equipment Pads Provide equipment pads to the dimensions shown or, if not shown, to conform to the shape of each piece of equipment served with a minimum 3-inch margin around the equipment and supports. Allow equipment bases and foundations, when constructed of concrete or grout, to cure a minimum of 14 calendar days before being loaded.
4 Can the contractor use onsite rest rooms, or should provide our own Porta Potty? Facility Restrooms will not be avaiable.
5 Will Air Force base provide a storage room for the units inside the building? See Answer to question number 6
Will the Air Force Base provide a temporary office for the Prime Contractor or a temporary office to be provided by the Prime Contractor?
IAW with specs, 01 57 19 PARA 3.1.4 Contractor Facilities and Work areas Place field offices, staging areas, stockpile storage, and temporary buildings in areas designated on the drawings or as directed by the Contracting Officer. Temporary movement or relocation of Contractor facilities will be made only when approved. Erosion and sediment controls must be provided for onsite borrow and spoil areas to prevent sediment from entering nearby waters. Temporary excavation and embankments for plant and/or work areas must be controlled to protect adjacent areas.
7 Is there any LEAD/Asbestos removal included in the scope? IAW contracts specs and drawings, See appendix A Asbestos Assessment
Is working 4 days 10 hours a day possible for the project instead of 5 days 8 hours? Iaw with contract specifications sec 01 14 00 ,1.2.2 working hours: Regular working hours shall consist of a period established by the Contractor Officer, Monday through Friday, excluding Government holidays. Section
1.2.4 Work outside regular hours Work outside regular working hours requires Contracting Officer's prior approval. Make application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to beperformed, contract number and project title. Based on the justificationprovided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work shall be lighted in a manner approved by the Contracting Officer. Make utility cutovers after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
9 Will we be able to locate dumpsters on the building 12722 Property? Lay down area will be provided and location approved by government
Will you please also advise if this project requires minimum Davis- Bacan or any other Minimum Wage requirement

Can the KTR reuse salvaged building components in the new buildout if they are in compliance with the
RFP?
Iaw contract, contract drawings and specifications 01 11 00 PARA 1.6 Salvage material/equipment Items designated by the Contracting Officer to be salvaged shall remain the property of the Government.
The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area.
Contractor shall maintain property control records for material or equipment designated as salvage.
Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until disposition by the Contracting Officer.
Confirm that the Government will allow proposers a minimum of seven (7) days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.

Verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc from the affected areas prior to construction.
IAW contract, contract drawings and specifications 02 41 00 PARA 1.3 Items to remain in place Take necessary precautions to avoid damage to existing items to remain inplace, to be reused, or to remain the property of the Government. Repair or replace damaged items as approved by the Contracting Officer.Coordinate the work of this section with all other work indicated.
It appears the building will be occupied during construction. Are we expected to provide temporary cooling in the areas being occupied?
IAW contract, contract drawing, See drawing G-002 Phasing notes 1 through 15.
We have assumed the DDC controls can be independent if the Siemens building system? IAW with contract, contract specifications and drawings: See specification 23 09 23 .02 bacnet direct digital control for HVAC and other building control systems. Also, see drawing sheet M-704 DDC System Requirements
Is there asbestos on any of the duct and piping systems. If so, can you provide and abatement inspection report?
IAW contracts specs and drawings, See appendix A Asbestos assessment of specifications
18 Assume floor protection will be required throughout the building? IAW contract, contract drawings and specifications see M-101 Note 15.
The drawings say to remove existing ceiling systems. Is the government expecting the ceiling to be reused or all new ceiling tile and grid?
IAW with contract, contract drawings and specifications: See Sheet A-100 Note 1. Exisiting Ceiling grid and tiles to be removed and replaced. Existing ceiling accessories to remain, protect during construction.
Does the government expect all walls and areas near ceilings to be painted? IAW Contract, contract drawings/specifications 1.3 Existing work a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain. B. Restore portions of existing work which have been altered duringconstruction operations to match existing or adjoining work, asapproved by the Contracting Officer. At the completion ofoperations, existing work shall be in a condition equal to or better than that which existed before new work started. Also see M-205 Note 5
21 Will the contractor be given a card key for access to the building during construction? NO
Any special background checks and or badging required? Site Visit request forms will be filled out for security checks, and badging will be provided to indicate escort requirements.
23 Will the contractor be allowed access on the weekends? Please see question 8 Answer
The existing duct throughout the building is exterior industries with duct board. Assume duct wrap and liner is not allowed?
IAW with contract specification 23 30 00 PARA 2.8 Duct Systems
There are a lot of computers and government equipment as well as specialty equipment in the building.
Are we to install dust protection systems and filtering components to protect user equipment?
IAW contract, drawings, specification. Section 02 41 00 PARA 1.7.1 Dust Control Prevent the spread of dust to occupied portions of the building and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, ice, flooding, or pollution. Vacuum and dust the work area daily.

26 Does the government require refrigerant reclaimed from chillers to be turned over? See Answer to question 12
Is the 2-ton Overhead crane located in room 208 in services?
a. If so, can this be used during construction to move materials?
The Government has no information on crane on 2nd floor meaning cannot verify at this time if its operational or safe to use.
Who is to supply ¼” plywood for floor protection?
a. Is plywood floor protection to be located just at working area or will there need to be a clear path to the exterior of the building?
IAW with contract, drawings, See Drawing M-101 Note 15.
29 How many phases does this need to be completed in. IAW with contract, drawings . See drawing G-002 Phasing notes 1 through 15.
M-101 note 14 and 15 indicates asbestos testing was performed, can we have a copy of the test report? IAW contracts specs and drawings, See appendix A Asbestos assessment
A recent past performance project is defined as ongoing with a performance history and contracts completed within three (3) years from the issue date of the RFP. Would the government consider changing the three year period to five years?
The Government considers three (3) years from the issue date of the RFP to be sufficient to determine past performance.
RFP reads that the offeror can submit up to 5 PPI sheets. Can the offeror submit less than 5 and be considered responsive to the RFP?
Yes. Section 4.1 of Section L. States "You may submit up to five (5) Past Performance Information sheets" -
For the Past Performance Questionnaires if a CPARS is in the system does the offeror still need to request their client to complete a PPQ? We’ve experienced that our clients are unwilling to complete PPQs when a CPARS is in the system.
Government will Allow Offeror to submit the questionnaires even when a CPAR is available to give offerors maximum opportunity to provide said Past Performance information.
Can the offeror’s email Karen Wagner and include in our proposal a previously completed PPQ? We’ve contacted our clients so many times to complete PPQs burdening them so being able to use a previously completed PPQ would be very helpful for us and our client.
Any past performance information that the offeror feels is relevant can be submitted.
