Questions from the Contractors
Question:
1. How do we maintain and verify equipment in the Connex? Is their power hookup? How do we run systems to verify operations?
Answer: The equipment in the Connex would be moved into the building for testing and operation. We would require coordination with the building POC at least 3 days before the inspection so we can move the equipment into the building.
Question:
2. How does access and scheduling work for maintenance?
Answer: Some maintenance may require work to be halted in the respective building, maintenance times will need to be scheduled in advance. A POC for each building will be given and all maintenance work will be scheduled through them.
Question:
3. What’s the procedure for getting hot work permits? For soldering, braising, disabling smoke detection, etc.
Answer: A POC for each building will be given. He/she will be responsible for coordinating any hot work permits necessary. 1 week in advance requested for any job requiring disabling smoke detectors so we can coordinate.

4. How does access and scheduling work for maintenance?
Answer: Some maintenance may require work to be halted in the respective building, maintenance times will need to be scheduled in advance. A POC for each building will be given and all maintenance work will be scheduled through them.

5. On the portable coolers. Are rubber flexible hoses and filters for coolant or water included?
Answer: Contractor would be responsible for flexible hoses and filters. See 1.4 and 5.4.1 of PWS “The Contractor shall repair or replace worn or failed components and parts covered under this agreement necessary to keep the system(s) in efficient operating condition at no additional expense to ACC tenant units at Eglin AFB”
6. Is refrigerant covered?
Answer: The contractor would need to provide refrigerant. See PWS paragraph 1.4 and sections 5.1-5.4
Question:
7. It was identified during the site visit there may have been some equipment that was not on the original list. Do you know if there will be a finalized equipment list provided?
Answer: There were some items which were found not to be up to date on the Equipment list/PWS. A Solicitation Amendment is pending and will address all required issues.
Question:
8. We understand the RFP requires a Firm Fixed Price (FFP) for all labor and materials for
Basic Preventative Maintenance tasks. Does the RFP also require the FFP to include all costs for all required parts (such as compressors, circuit boards, motors, bearings, blower wheels and shafts), air filters (quarterly?), labor and "on-call" service 24 hours/7 days/365 days?
Answer: See 1.4 and 5.4.1 of PWS “The Contractor shall repair or replace worn or failed components and parts covered under this agreement necessary to keep the system(s) in efficient operating condition at no additional expense to ACC tenant units at Eglin AFB”
Question:
9. There were a number of items of equipment that were shown on the tour, but not reflected in Attachment 4 – System Inventories. Will the Government issue an updated list? See the CLINS noted below.

Answer: There were some items which were found not to be up to date on the Equipment List /PWS. The Solicitation Amendment addresses all required issues including the equipment mentioned.
10. Will the Government provide bidders with data on historical service calls for non-routine maintenance and repairs for the equipment? e.g., number of requests, by location & equipment if available.
Answer: This is a new requirement for HVAC services Question:
11. Does the Government maintain any critical spare parts on site for any of the systems?
Answer: We do not maintain critical spare parts on site. The contractor would be responsible for providing all necessary spare parts. See 1.4 and 5.4.1 of PWS “The Contractor shall repair or replace worn or failed components and parts covered under this agreement necessary to keep the system(s) in efficient operating condition at no additional expense to ACC tenant units at Eglin
AFB.”
Question:
12. Is there an incumbent currently working this contract? If so, can you provide their name, and if they can bid on this solicitation?
Answer: Yes, some of the buildings already have HVAC service and Star Service currently has the contract for the 53rd EWS This is a new requirement for HVAC services and is open to all vendors that meet the requirements listed in the Addendum to FAR 52.212-1/3.

13. What is the contract number and cost of the current contract for these services?
Answer: This is a new requirement for HVAC services. There is not an awarded contract yet

14. Can you please expand the number of pages for Part III, Technical Capability, of this this submission to 10 pages. This will allow a more thorough description of the offeror capabilities.

Answer: Yes for this requirement the offeror can submit up to 10 pages IAW attachment 9 addendum FAR 52 212-1/3.

Answer: IAW updated PWS 3 Feb 22, Attachment 4; here are the first 4 items on CLIN 2 of the checklist:
