QUESTION ANSWER

The Site visit is scheduled to take place on 23 July 2020 with the current proposal due date of 4 August 2020, with no additional time from the site visit for RFI submission and/or response. In order for accurate proposal submission, we would respectively like to request a 3 day RFI submission period from the site visit, and with a two week proposal turn around for submission after RFI response receipt. Please advise if this to be acceptable.

The solicitation has been extended until the 11 August 2020.

Per Section M 1.4.1, Price Evaluation. The Government shall rank, all offers by TEP from lowest to highest, including any option prices if applicable. The Total Evaluated Price will be the sum total of all Firm-Fixed Priced CLINs (0001, 0002, and 0003). If the price evaluation is TEP only, can offerors submit lump sum pricing by CLIN for the FFP effort?

If the government requires offerors submit Attachment L1 of the solicitation, (50 Division proposal breakdown Excel Spreadsheet). Is a 50 division breakdown required for each CLIN?

Please advise if the 50 Division proposal breakdown can be provided in the event of a successful offer. Due to the tight proposal turn around, this would assist on the response time to the RFP. Please advise if this to be acceptable.

30 days is the standard time for submittal of proposals. Since this was a resolicited off a cancelled solicitation the time was shorter to 21 days.

The time is extended for another 7 days.

It appears that bidders are only being provided 21 days to provide a response to this solicitation

– per FAR requirements (FAR 5.203) on actions that exceed the simplified acquisition threshold offerors agencies shall allow at least a 30-day response time for receipt of bids or proposals.

We believe that it is in the best interests of the government to allow bidders additional time to prepare the requirements of this proposal.

The solicitation has been extended until the 11 August 2020 to allow for 30 days.

Per Section M 1.0, the basis for contract award states, “This is a competitive best value source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Air Force Federal Acquisition Regulation Supplement (AFFARS).” However, the evaluation criterion indicates ranking by TEP and reviewing past performance for technically acceptable, please clarify what that Best Value criteria for award.

Section M 1.0. The only factor that will be rated for acceptable/unacceptability is Factor 3: Factor 3, Small Business Participation Plan, will be evaluated on an Acceptable/Unacceptable basis. Past Performance will be rated IAW Section 1.5.

Per Section L 3.1, Attachment L4 – Past Performance information is to be completed by the Offeror for, “…up to five (5) Past Performance sheets identifying active or completed contracts and/or task orders, either Government or commercial,” and are, “…limited to 4 pages per Information Sheet.” It is our understanding that the 4 page limit per Information Sheet (Attachment L4) is separate from the 10 page limit for Volume II – Past Performance and would kindly request that the Government advise if this interpretation is accurate

Correct. Section L Table L1 allows for 10 pages AND 4 pages per information sheet.

Per Section L 3.4.1, Attachment L6 – Past Performance Customer Questionnaire is to be sent out, “…to each of the Government Points of Contact,” per Attachment L4 submission. We strive to reduce the onus on our Government clients who need to complete the same PPQs repeatedly for proposals. Also, contracting representatives are reluctant to (or even discouraged from) completing PPQ forms if formal performance CPARS evaluations have been completed. Will the Government please consider allowing Offerors to submit completed CPARS evaluations or previously completed/signed PPQs in lieu of new Attachment L6 forms?

The Contracting Officer shall seek recent and relevant performance information on all Offerors based on the information provided by the Offeror and data independently obtained from other Government sources. This is a solicitation from a cancelled solicitation therefore the Government would anticipate that some PPQs would be completed/signed already. There is no signature date requirement.

Offeror are reminder to review Section M for definition of recent and relevancy. CPARs in lieu of PPQ is not unallowable but offerors are encourage to use the Past Performance Volume to maximum extend.

Section M Table M2 – Relevancy Ratings indicates a Magnitude between $1M to $5M for past performance. Would the Government consider projects over $5M to be relevant?

Yes.

Section L 3.2 Teaming Arrangements/Joint Ventures mentions that the Offeror shall, “Provide a letter from all subcontractors (Attachment L5) that will perform major or critical aspects of the requirement, consenting to the release of their past performance information to the prime contractor, only if it is being used as part of the past performance evaluation.” If an Offeror will not be teaming up with a subcontractor, but has key subcontractors potentially being utilized for portions of the SOW, would the Government require those subcontractors consent forms?

IAW Section L 3.2 Only if their information is being used as part of the past performance evaluation.

Section L 4.2.1 Section A – Solicitation/Contract Form requires the Offeror to, “Submit the Standard Form 1442 and all pages originally included in the RFP. Complete blocks 14, 15, 16, 17, 19, and 20a-c of the SF 1442, Solicitation, Offer, and Award. An authorized official of the firm submitting the offer must sign and date the SF 1442 in block 20a-c. (In doing so, the offeror accedes to the contract terms and conditions as written in the RFP, Sections A through K).

Signature by the Offeror on the Standard Form 1442 constitutes an offer, which the Government may accept. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract. The "original" copy should be clearly marked under separate cover and should be provided without any punched holes.” Since the SF 1449 was provided, would the Government please clarify this requirement.

The 1449 has been replaced in its entirety on Amendment 1.

Section L 2.2.2 Submission of Bid Guarantee requires, “Offerors shall submit a hard copy of the bid guarantee via mail or hand delivery.

Offerors shall deliver or mail the bid guarantee no later than 3-business days after the date established for receipt of proposals. Mail or deliver to the address listed in Block 7 of the SF1442.” Since the SF 1442 is not included, what address would the Government prefer the bid guarantee to be submitted to?

The 1449 has been replaced in its entirety on Amendment 1.

Section M 1.4.1 Price Evaluation, Section L 4.3.5, and Section L 4.2.1 Authorized Offeror Personnel numbering is out of order, would the Government please advise if additional requirements are needed in these areas.

No information is missing and the Para Numbering is corrected on Amendment 1

Section L 1.3.6 Binding and Labeling and Page Numbering requires the Offeror to, “…also sign the model contract within the official version of Volume IV. The signed model contract becomes the official contract copy if the Offeror receives the contract award.” Would the Government please clarify this requirement.

If you are the apparent winner, your signature is binding and the PCO only has to sign to make the award. The 1449 has been replaced with a 1442.

The solicitation includes DFAR 252.219-7009 Section 8(a) Direct Award. 2018-10; however, the SF 1449 states that this opportunity is full & open unrestricted. Would the Government please clarify the acquisition type.

Clause deleted.

Section L 3.4.1 Questionnaire Submissions requires that, “The offeror shall provide a summary of all prime Offeror and subservice provider/team member performance history submissions, in columnar format, with the following information: Service Provider Name, Contract Number, Performance Period, CO Name/Phone Number, Contracting Officer Representative Name/Phone Number.” Will this informational chart be included in Volume II- Past Performances’ page count?

No, IAW Section 3.4. The submissions to the following sub-paragraphs do NOT count toward the page limit for the Offeror's Past Performance Volume.

Section L 4.3.5 Section K – Representations, Certifications, and other Statements of Offerors mentions that, “Section K shall be returned in its entirety.” In the Solicitation under FAR 52.204- 8 it states that, “(2) If the provision at 52.204-7, System for Award Management, is not included in this solicitation, and the Offeror has an active registration in the System for Award Management (SAM), the Offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation.” Would the Government please clarify what requirement they prefer the Offeror to follow.

Return in entirety with that block check.

Since this is a revised solicitation from a canceled solicitation, can you please provide Questions and Answers from the previous solicitation to avoid resubmission of RFI’s and/or clarifications?

No, this is a new solicitation.

In looking at the bid form requirements, there are 3 separate CLINS to be proposed on; however, it appears the construction of the new facility is to be included in both CLIN 0001 and 0003. Please confirm that CLIN 0001 should include both buildings or if the Renovation Portion project should be in CLIN 0001 alone and CLIN 0003 should

CLIN 1-Only the Repair/Renovation of existing Building 892 should be reflected for CLIN 1.

CLIN2-Only the furniture that is going into the new Building 892B should be reflected for CLIN 2.

CLIN 3-Only the construction of the new Building 892B should be reflected for CLIN 3.

Please clarify that if the New Construction and Renovations are to be separated in CLINs that all work not listed on pages 1-24 of the project drawings are to be included in the New Construction CLIN and pages 1-24 is to be included in the Renovation CLIN.

In review of the project documents, the specifications provided appear to be for both facilities Renovation and New Construction, but it appears there is no requirement for the following items in the Renovation of Building 892 that are listed in the specifications. Please confirm the below will not be required on the renovation portion of the project.

a. Fire Extinguisher/Cabinets – Will remain as is and no new cabinets or extinguishers will be required and will not be required to be removed, reinstalled, and/or recertified.

In regards to Building 892 Renovation, we are providing new finishes to the interior of the facility; however, there is no reference to the electrical receptacles and/or switches and associated covers. Please clarify that all receptacles and switches are to remain as is and that no new switches/receptacles and or cover plates are required and to remain as is.

Sheet C-101 states to remove and relocate fence. Please provide a specification for the fence. There is more fencing going back than being removed.

1. The project will remove approximately 171 feet of 8 feet high galvanized chain link fence and posts. The project will reinstall the 171 feet of 8 feet high fence plus approximately 19 feet of additional 8 feet high chain link fence and posts. The additional fencing will match the existing fence

There is a discrepancy with the drawings on sheet T-002. The general note says unless noted otherwise all conduits shall be concealed in slab, above ceiling, or in the walls. Then right next to it there is a note in a box all by itself that says everything is to be surface mounted and nothing in the walls. There are similar notes as these on the power drawings and I need to know if everything is concealed or if everything is surface mounted in this single channel raceway.

All devices and raceways shall be surfaced mounted.

When this project bid before, the proposal was download to a safe site in lieu submitting the hard at the time of bid. Is it not option to download this proposal to a safe site instead of submitting hard copies?

The proposals will be submitted per the solicitation instructions. See previous Q needs to be submitted in? Is it as PDF, as a Excel file, or as a publisher file. There are many references to how to submit, which format is correct. Last project I bid it had to be in a separate Excel file. See 2.0 SPECIFIC INSTRUCTIONS – Proposal Format – also states that no picture shots of MS Excel sheets are allowed. That the Excel Formulas shall be accessible for review if submitted. If the 50 DIV

Submit as Excel files, 3 for volume 1 and 3 for volume 3.

In Div.27 of the RFP, is there a preferred Manufacture or is this an open spec for the Fiber and copper cabling?

Please adhere to the Buy American Act as required. All materials must be approved by 96CS prior to ordering. There is no preferred cabling manufacturer for this project.

CLIN 0001 list project FTFA-17-1042/FTFA- 17-1042A, but all of the drawings are listed as FTFA- 17-1042? I see none listed as FTFA-17-1042A, please advise if new drawings will be issued?

There is no language in CLIN 001 that states FTFA-17-1042A, only FTFA-17- 1042 is stated.

On page E-001, note 1 calls for a 500kva transformer, but on page E-101 top left and on page E-600 note 2 calls for the transformer to be a 750kva which is to be provided and installed by Chelco, but is to be included in the contractors proposal. Please advise.

Yes, there is one new 750KVA transformer that is shown on New Facility sheet E-101.

This serves both the New Facility and Existing Building 892. The existing transformer serving Building 897 is to remain and be reserved with primary.

We need the specifications/details for the 36”x36”x36” handhole as shown on page E- 101?

Provide a Polymer Precast Handhole, H-20 traffic rated, UL Listed for electrical use, single piece cover labeled Electrical, open bottom type, and box collar around handhole.

Also on page E-001 and E-600 it shows a transformer/metering detail, but there is only 1 new transformer?

Yes, there is one new 750KVA transformer that is shown on New Facility sheet E-101. This serves both the New Facility and Existing Renovate Facility 892. The existing transformer serving Bldg 897 is to remain and be reserved with primary

Can we get a clarification on which CLIN # do we include the cost electrical work shown on page E-101 as it pertains to both the existing building and the new building.

All work shown on Sheet E-101 New Facility must be accomplished for the New Facility project. This includes the new building secondary referenced for the existing Facility on Sheet E-001.

Can you provide the specification/details for the bollards as listed on page E-101, note 1.

high above grade, embedded 36 inches deep with 12 inch diameter concrete casing, #3500 psi concrete. Paint as required. Provide 4 bollards minimum.

On the FA drawings page 61, 62, 63 it calls the building (New T&E Facility) but on the electrical drawings it calls the building the (New SAPF Facility) but the floor plans are the same. This may cause confusion to some people. I would think they would be marked the same.

They are the same building and the same project.

If we have a Past/Present Performance Questionnaire (PPQ) completed for a project for another agency proposal – can we use that PPQ and submit as part of this proposal?

You can use prior PPQs for previous projects as long as they are recent according to the solicitation.

We need a basis of design/pt numbers/etc.

for the surface mount raceway shown on the details on page T-202, 204.

Provide single channel raceways for each system (Comm, Elec, AV, etc) in lieu of the dual channel raceways shown. Provide the quad (or two duplex) receptacle adjacent to the low voltage outlet. Metal raceways shall be sized for the cabling or wires being installed in the raceway.

On page T-110 room 119 shows a rectangle with the letters VTC? I do not see that symbol on the telecom legend, please advise what that is and how many conduits, the size of conduits and where these conduits terminate.

Refer to Keynote #1 on sheet T-110. The VTC with a rectangle around it is a floorbox located under the table. The floorbox can be a single gang type. On Sheet T-110, also add a VTC symbol under the north side of table in Conference 109. The keynote #1 associated with the comm outlet (5,6) at the front of both 109 and 119 correspond to #1a. The VTC corresponds to keynote #1b. The “VTC” floorboxes in both 109 and 119 shall connect to the AV camera location at the front of the room. Coordinate the camera location with the user prior to install.

Please detail what furnishings the government will provide removal of prior to construction. There were a good bit of filing cabinets and personal items present that are not detailed for the contractor to remove and reinstall.

In the drawing package, Index No. AD-101, Subject: Demolition Floor Plan, Keynote 2, states “REMOVAL, STORAGE, AND RE-INSTALLATION OF

EXISTING SYSTEM FURNITURE (SHOWN IN DASHED LINES) AND MODULAR

WALLS (TEMPEST 101A, OFFICE 108A, OFFICE 108B) ARE PART OF THE

FF&E PACKAGE. SEE EXISTING CONDITIONS PHOTOS IN SPECS, APPENDIX

F AND INTERIOR DOCUMENTS.”

The 780 TS will remove before the start date the office furniture in Office 105, the safe in Tempest 101A, the conference table, chairs and cabinets in Conference Room 106, the safes and tables and chairs in Computer Room 107, the tables and equipment in Office 108B, and the portable air conditioner units scattered in the building. Any chairs in the different cubicles will be removed also. The mechanical room 115 will have any lawn care items, signs, and spare filters removed.

The 780TS will have removed any computers, telephones, printers, and fax machines before the start date.

Please detail what furnishings the government will provide removal of prior to construction. There were a good bit of filing cabinets and personal items present that are not detailed for the contractor to remove and reinstall.

No, the existing transformer serving Building 897 shall remain. The building served by this transformer must remain operational throughout construction. Refer to the Phasing Note on Sheet E-100. The fence shall be installed to allow clearances required by Chelco. Refer to note #2 on Sheet E-101.

Please confirm that ICD/ICS 705 and UFC-4- 010-05 requirements have been incorporated into the design drawings and specifications.

g g requirements. The contractor shall also incorporate these requirements during construction. The contractor shall notify the government immediately if during construction any materials or construction methods do not comply with these requirements.

Is there any hazardous material present and or to be removed under this contract? Will the contractor be required to perform a Hazardous Material Study?

The government is not aware of any hazardous material that is to be removed in this project. There is always the possibility of unforeseen site conditions, but at this time, the government is not aware of any potential hazardous material.

Response: The contractor will not be required to perform a Hazardous Material Study.

Will the exterior mildew be required to be removed on the existing facility?

If it isn’t in the contract documents to remove it, then it isn’t to be removed.

Spec Section 01 35 26, Governmental Safety Requirements indicates that the Contractor shall comply with the latest addition of USACE EM 385-1-1. According to EM 385- 1-1, a fulltime onsite Site Safety and Health Officer shall be present on the job at all times and the SSHO cannot be the site supervisor. Please confirm this requirement.

A fulltime onsite Site Safety and Health Officer will not be required.

There is a mass notification system listed in the specifications section 28 31 76, but there is no panel/devices/etc shown on the drawing to do a takeoff. There is nothing mentioned on the FA001, 002,003 for the MNS system?

The MNS panel is shown in room 119 page E-200 showing the power circuit feeding the panel, but does not show the devices and locations. This is very important for estimating.

All device locations are shown on sheet FA111. There is also a riser diagram on sheet FA001 showing all devices. The FACP is located in room

120. Sheets FA002 and FA003 do not exist in our drawing set.

Drawing A-101, General Note 4 reads, “Contractor to replace or repair all damaged finished on exterior to match existing.” Can a quantity be given, or clarification on what is viewed as “damaged”?

a. Replacing one metal wall panel with a new panel will make the old exiting metal wall panels not match, as the old will not look like new. Should all exterior metal wall panels be replaced, or will “matching” not be a requirement?

No known damaged finishes unless uncovered during renovation. For bid purposes assume 100 sf of metal panel replacement. Match existing finishes as close as possible.

Drawing E-100, under “Medium Voltage Work,” says that the “General Contractor” shall include the costs of Chelco in their bid, and that the “Contractor” will contract Chelco for this work. Does the government care if Chelco is subcontracted directly by the General Contractor or the Electrical Contractor, just so long as Chelco is contracted to do the work and their cost is included in the bid price?

Correct. The government has no preference.

Sheet C-101 states to remove and relocate fence. Please provide a specification for the fence. There is more fencing going back than being removed.

The project will remove approximately 171’ of 8’ galvanized chain link fence and posts. The project will reinstall the 171’ of 8’ fence plus approximately 19’ of additional 8’ chain link fence and posts. The additional fencing will meet base military standards and match the existing fence

The reflected ceiling plan (A-110) and the furniture sheet (I-103) show power poles feeding the furniture in Room 113. The system sheet (T-100) show floor boxes in the corridors between the furniture. There is also a floor box detail that shows power on sheet (T-202). The electrical sheet (E-200) show a junction box to provide power/circuitry to the furniture and contains no details on floor boxes or power poles. I need to know if it is the intent to bring power over to power pole locations and drop down to the furniture or to feed power through a floor box up through

The power will feed the furniture in Room 113 through power poles (from ceiling to furniture). These power poles are for the furniture power feed only and are not part of the communications install. Each workstation in Room 113 will require two 120V circuits. Sheet T-110 shows a telecommunications pole (floor to ceiling) next to each workstation. The symbols shown are diagrammatic. The pole (also referred to as column) needs to be close to the workstation to allow a code compliant egress path between workstations. Do not install poles in the middle of the pathway. The contractor shall coordinate exact locations with the furniture prior to installing the pole. Refer to Sheet T- 204 for the ‘Typical Telecommunications Column Mounting Detail) for the pole that is required at each workstation in Room 113. Note that floor boxes are required in Conference 109 and Deployed Team/Conference

Fire Alarm & Mass Notification System: The FA drawings do not indicate any of the secure spaces or the associated requirements.

Electrical drawings indicate all devices are to be surfaced mounting, does this apply to the fire alarm devices?

Yes, all devices and raceways shall be surface mounted. Do not recess in secure walls.

Can the speakers and strobes be ceiling mounted in lieu of wall mounting? Will all other devices have to be surfaced mounted?

Speakers and strobes can be re-located to the ceiling. All other devices to be surface mounted.

TY-110 indicates the perimeter of the building is a Secure Area Boundary, there are also several Secure Area Boundaries within the perimeter; will these additional secures spaces within the perimeter require self-amplified speakers?

Since the entire perimeter of the building is secure, there is no requirement for self-amplified speakers in any of the spaces.

There is a discrepancy with the drawings on sheet T-002. The general note says unless noted otherwise all conduits shall be concealed in slab, above ceiling, or in the walls. Then right next to it there is a note in a box all by itself that says everything is to be surface mounted and nothing in the walls.

There are similar notes as these on the power drawings and I need to know if everything is concealed or if everything is surface mounted in this single channel raceway that was referenced already in the Q&A because it makes a big difference in the pricing.

All devices and raceways shall be surface mounted on walls.

The solicitation incorporates FAR Clause 52.225-9 which only allows for materials manufactured in the United States. The solicitation does not indicate any exceptions.

From past experience, we know that there are no comparable minisplits made in the United States. The basis of design model LG is made in South Korea (Republic of). Can the clause be amended to remove the requirement from the minisplits, and any other basis of design models that are not domestic, or the clause be changed to 52.225- 11 that allows World Trade Organizations, Free Trade Agreement countries, Least Developed countries, and Caribbean Basin countries. This should drastically decrease price proposals across the board of offerors.

IAW FAR 25.1102(c), 52.225-11 Buy American-Construction Materials under Trade Agreements, should only be included in solicitations and contracts for construction that are performed in the United States and valued at $7,008,000 or more. This requirement falls within a $1,000,000- 5,000,000 range so this clause does not apply, nor can we amend the clause in place.

Section 01 45 35 Paragraph 1.2 states that “The Statement of Special Inspections and Schedule of Special Inspections are included as an attachment to this specification.” I have not been able to locate this attachment. The items that require Special Inspections are unclear in the specification section and the frequency is unstated. Both of these items being clarified and/or obtaining the cited attachment could have a substantial impact on all offeror’s price proposals.

Section 01 45 35, there is no attachment, but what is within the body of the section and anywhere in the body of the contract documents where there is a requirement for Special Inspections such as Section 01 91 00.15 where third party commissioning is required. The contractor can consider hiring the Engineer of Record or your own third party, registered professional engineer. As for the frequency, it states Continuous Special Inspections must be carried out continuously over the duration of the particular tasks.

A FFE subcontractor reached out to the manufacturer and they sent the attached instructions stating that the safes can only be purchased directly by the government. We request that the safes be removed from the FFE package.

Per drawing AD-101 for the renovation of existing B892, it does not state to remove the existing floor tile in Women’s room 111 and Men’s room 113, however, the finish schedule, drawing I-601 is calling for new PT-1. Please confirm if new porcelain tile is required at the restrooms.

The existing bathrooms will require new porcelain tile floors and ceramic tile wainscot.

Will the existing brick on the exterior need to be cleaned and or waterproofed?

Will a separate onsite SSHO be required for this project? Spec section 01 35 26 doesn’t mention anything about the requirements for an onsite SSHO.

There are no specifications on surface mount raceway for power or fire alarm. Please confirm that surface mount EMT is acceptable as raceways for fire alarm devices and power devices (duplex, quad, switches).

Power poles have been confirmed as the raceway for 120v circuits feeding the furniture in room 113. There are currently no details or specifications on what to provide.

There is no preference, but refer to the interior (“I”) sheets for additional information. The power poles must be compatible (in both appearance and functionality) with the contractor provided and installed FF&E furniture.

FF&E Package - The items tagged S-4 through S-10 we will not be able to bid as a part of the FFE Package. In 2019, the procurement procedure for these GSA safes was changed by GSA and the users now have to procure them direct from the manufacturer on www.gsaadvantage.com with GPC card or other means. Attached is the letter from GSA that covers this change and provides the users instruction on how to procure them from here forward. Please advise if these items need to be removed from the FF&E package.

There is a note on the new building sheet E- 200 that calls out for all devices to be surface mount and not recessed in the wall. I don’t see any details on the plans or in the specs about how to accomplish. Please advise.

The serving conduits and associated devices shall be surface mounted to walls. There shall be no recessed conduits or devices in walls. Installation shall not reduce STC wall values.

Please indicate the communications contractor’s responsibilities as it pertains to ESS? Spec section 28 10 05 – 2.1 says the following:

For the ESS: IDS on Eglin is provided by Advantor. ACS on Eglin is provided by Securadyne. CCTV on Eglin is typically provided by Securadyne. The ACS and CCTV systems do not have to be compatible with Advantor. The contractor shall provide complete turn-key IDS, ACS, and CCTV systems.

The SOW states “The existing systems furniture and modular walls shall be removed, stored and re- installed by the general contractor with the exception of Conference 106 & Office 105". It doesn't seem like those room numbers match what is noted on the plan, can you please clarify?

These rooms are on the drawings. Make sure you are looking at the existing building plans and not the new building.

Please clarify if gates are to be automated with access controls. The specification 32 31 13 references fence materials and ASTM standards with no mention of gate automation and subsequent ASTM standards pertaining to automation.

On sheet T-301, Note 8 states that the fiber optic cable needs to be “indoor/outdoor” rated. Does the cable need to be indoor/outdoor rated or can it be OSP rated which is typical for outside plant installations?”

There is no fiber cable required to terminate at the top of SIPR rack. LIU in SIPR rack is not required and may be removed. Contractor to provide a NIPR connection for GFGI Taclan. Coordinate exact location of NIPR connection with 96CS prior to install.

Many of the existing walls are heavily damaged currently. We find no drawings/specs that require the existing walls to be repaired to a certain level of finish and/or textured. Therefore, we assume that existing walls are to be repainted as is and no further action on the existing walls are required. Pictures of the some of the existing walls are provided below:

These walls should be prepped to match adjacent and repainted.

Please advise if the existing acoustical panels below are to remain in place or be removed These should remain in place.

On the 50 Division Line Item Breakdown, there are sections for both material and labor, but none for equipment. Please advise if all equipment costs are to be lumped into the materials.

Sheet C-101 – There is an existing underground telephone line that runs under the tree to be removed behind current building 892. This line will most likely be damaged during the removal of the tree.

Please advise if this line will be required to be rerouted or if the line is currently dead and can be removed and/or abandoned in place.

When does the Government anticipate providing the site visit sign-in sheet?

Section 27 51 16 Sound Masking System.

There is no notations or notes on the plans that indicate the locations for the system to be installed or if exterior and interior devices are to be used for the system.

Refer to Sheet TY-110. Install the system headend in Secure Comm 111.

Install devices as shown on the TY sheet and also coordinate with mechanical for duct white noise speakers that are required to be integrated to the system. Utilize devices rated for the spaces they are installed.

Specs call for a revolving blue light to be installed in the buildings and a switch to be located near a door. A detail is shown for the light installation but the location for the switch is not indicated on the drawings.
