SUBJECT: FA2823-10-R-0010, FTFA083904, Renovate Building 1306, Eglin AFB, FL, Questions & Answers: 20 May 2010

1. Is Advantor going to be utilized for the security system?

Answer: To further clarify, a point of contact at Advantor is Mr. Landers Hardy (landers@advantor.com), Vice President of operations.

2. We need more info on the Vault door. It seems the GSA Approved Class 5 Door only comes in one size. This size is 40" x 78". Please clarify.

Answer: The contractor will need to submit technical data from their vault door manufacturer for approval to prove it is constructed to the same standards as their GSA-approved Class V vault door, in order certify the facility.

3. Is there a special vendor or contractor we need to use for the HV/AC controls?

Answer: As indicated on sheet M-701 the controls shall be "the base standard TAC Network 8000". There is not a specific controls contractor specified.

4. Drwg. A-3.1, Det. 3 (Screen wall section) indicates a "SKIM-COAT", on just one side of the wall. Please elaborate on what this is made of. If you want Stucco, then please issue specs and how thick you want it.

Answer: The intent is to match the existing exterior wall surface finish. This can be done with a Portland based/aggregate/polymer premix product.

5. With doing some patch work, adding the new screen wall and changing out, or adding an exterior door, do we have to repaint the entire exterior of the building, so it all will match?

Answer: Exterior painting is not a requirement of this project

6. Drawing A-2, shows on the Legend Box a dotted line indicating, to install 5/8" Gyp.Bd. on 2 ½" studs, 16 O/C, etc. etc. But just to the left of that note is the Construction Keynotes (note #2) showing 5/8" Gyp. Bd. where wood paneling was removed. Will the Gyp. Board be glued to the existing wall, or do you want a 1 ½" hat channel furring strip on the wall, before we apply the Gyp. Bd.? Please clarify.

Answer: All existing walls receiving new GWB requires 2 1/2" stud furr-out per legend.

7. What are the insurance requirements the contractor must meet.

Answer: Please reference FAR 28.307-2 for all liability coverage requirements

8. In the solicitation documents for the Building 1306 Renovation, they go into great detail as to print fonts and sizes for documentation to be submitted. I noticed that the Appendix “A” & “B” as taken from the solicitation is written in 10 pitch font vice the required 12 pitch as stated on page 43 of 52. Using the larger font as required causes the forms to add additional pages. Given that we are complying with the solicitation, and using the required font style and pitch, will we be hit for having the few extra pages in Volume III of our formal proposal?

Answer: The solicitation is published in 10 pt. font based on the contract writing software utilized by the Air Force. We have now posted Amendment 3 to delete the page limit for Volume 3. Volume 3 is limited to 5 references for the prime contractor unless utilizing significant subcontractor, in that case an additional 5 references per subcontractor are allowable. Each reference is comprised of 1 Appendix A followed by 1 Appendix B. Please see Amendment 3.
