About this file

This file is a Request for Information (RFI) responses document for the Schriever Space Force Base Chemical Water Treatment solicitation (FA255026Q0007). The document addresses seven RFIs regarding chemical specifications and annual usage requirements for the Central Utilities Plant (CUP) water treatment contract, which covers a base year plus four option years.

Key clarifications from the RFI responses include: (1) Stabilized Bromine oxidizing biocide is acceptable as an oxidizing agent for the cooling tower system if it meets Performance Work Statement requirements, with no specific constraint on 1.0-1.5 ppm Free Chlorine minimum for one hour; (2) annual chemical usage totals approximately 1,375 gallons across multiple product types, including 10 barrels of 3DT465, 4 barrels each of Stabrex ST70, Nalco 22310, and Nalco 1720, and 3 barrels of Nalco 1820; (3) Nitrite and Borate-based closed loop inhibitor at 37% NaNO2 composition is acceptable if meeting PWS requirements, with approximately 100 gallons purchased annually; (4) existing boiler blowdown controls are Government-owned; and (5) the Government clarified that Oxidizing Biocide and Sodium Nitrite are managed by 50 CES (Civil Engineer Squadron) and will not be provided by the contractor, contrary to initial pricing sheet language. The Government declined to add separate CLINs for these two chemicals, as they are not provided by the current contractor and remain under 50 CES responsibility.

Sheet1

RFI #RFIRFI Response
1Oxidizing Biocide for the cooling tower system - Chemical composition we propose is "Stabilized Bromine", feed 3x week (Mond., Wed. & Fri.) at 1.0-1.5ppm Free Chlorine, Min. for 1 hour?As long as it meets the PWS, the proposed solution is acceptable.
2How many gallons of Stabilized Bromine purchased annually? Current contractor version and currently using is Stabrex ST70**REFER TO CLIN PRICING STRUCTURE ATTACHMENT FOR REQUESTED PRODUCT. THE LSITED PRODUCTS WITHIN THIS RFI (RFI#2) ARE INFORMATIONAL ONLY**

All products estimated annual usage will be 55 gallons per barrel, 3DT465 ten (10) barrels annually; St-70 four (4) barrels annually; Nalco 22310 four (4) barrels annually; Nalco 1720 four (4) barrels annually Nalco 1820 three (3) barrels annually, total gallons for all products is 1,375 gallons.

Four 55 Gallon drums annually

3Closed Loop inhibitor for chill water loop system - Chemical composition we propose is Nitrite, Borate, TTA, Polymer at 37% as NaNO2As long as it meets the PWS, the proposed solution is acceptable.
4How many gallons of Sodium Nitrite purchased annually?Approximatley 100-gallons
5Are the existing Boilder blowdown controls owned by the Government?Yes
6The note: "The contractor shall provide all management, tools, equipment, travel, and labor necessary to furnish water treatment chemicals to the boiler steam and chill water closed loop systems in the central utility plant" is in the pricing sheet. You do not have a CLIN listed for these two chemicals: Nitrite or oxidizing biocide.50 CES handles these chemicals: Nitrite and oxidizing biocide. These chemicals do not need to be provided by the contractor.
7Can the Government provide two additional CLINs for base year plus 4 option years which include chemicals that are currently being provided by the current contractor. They are not being provided by the current contractor. The two chemicals: Oxidizing biocide and Nitrite are handled by 50 CES.
