About this file
This is a Performance Work Statement (PWS) for chemical water treatment services at the Central Utility Plant (CUP) located at Schriever Space Force Base (SSFB) in Colorado Springs, Colorado. The contract covers the treatment of boiler steam and chilled water closed-loop systems with all necessary management, tools, equipment, travel, and labor provided by the contractor.
The contractor shall furnish water treatment chemicals procured by the government and add them to the systems, with the exception of sodium nitrate powder which will be added by plant operators. Weekly system sampling and testing are required for alkalinity, conductivity, sulfite, pH levels, oxygen levels, phosphate, nitrate levels, and algae. The contractor must maintain all chemical feed equipment and water softener systems, adjusting controls weekly and verifying adequate product availability. All water treatment test results and condition assessments must be provided to the Plant HVAC Supervisor within 24 hours of testing, including plans to resolve any issues. The contractor is responsible for transport, delivery, and disposal of all chemical containers using refillable, returnable drums with secondary containment basins. All drums must be delivered and removed on the same day; the Central Utilities Plant will not store drums. Contractor personnel must comply with OSHA standards, all federal and state regulations, SSFB security requirements including badge procedures, and federal holiday restrictions (service limited to 0630-1600 hours Monday-Friday except federal holidays). The contractor must maintain work site safety, cleanliness, and environmental compliance, report all mishaps and safety hazards to appropriate base offices, and remove all non-government equipment and waste upon contract completion. One deliverable is required: an After-Action Report (D001) providing test results and system condition within 24 hours of testing to the Plant HVAC Supervisor.
