1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not beissued.
2. This solicitation is being issued as a(n) Request for Quotation (RFQ).
3. This solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2025-03, Defense Federal Regulation Public Notice 20250117, and Department of the Air Force Federal Acquisition Circular 2024-06-12.
4. In accordance with FAR 19.502-2 this requirement is a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. The North American Industry Size Classification System (NAICS) code associated with this requirement is 561621. The Small Business Administration (SBA) Size Standard is $25M.

FAR provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein.
Quotes submitted in response to this solicitation shall be submitted via email no later than Tuesday, 15 April 2025, no later than 12:00PM Mountain Daylight Time (MDT). In order to be considered for award, quotes shall be submitted to both the Contracting Officer and Contract Specialist at the emails listed above.
1. This is a Firm-Fixed Price (FFP) requirement. A FFP contract provides for a price that is not subject to any adjustment based on the contractor's cost experience in performing the contract. To be eligible for contract award, the vendor shall have an active System for Award Management (SAM) account. Failure to have an active SAM registration may result in the vendor being deemed ineligible for contract award.
2. Vendor shall provide the following at the time of submitting a quote:
a. Commercial and Government Entity (CAGE) number

c. Point of contact information, including name, phone number, email, and company/vendor address
d. Design/Drawings describing how the offeror intends to meet the Statement of Work requirements
e. Estimated delivery date/lead time
f. Ensure the quote is valid for at least 30 days
g. Statement of Financial Responsibility
3. There will be a site visit on Thursday, 20 March 2025, 1:30PM MDT. Please notify both all Points of Contact listed above by Tuesday, 19 March 2025 if you plan to attend and/or need assistance to gain site access. Base access passes can be obtained at the Schriever SFB Visitor center, located at 1560 Enoch Road, Colorado Springs, CO 80930 (719-567-5620). Recommend arriving early as processing can take a significant amount of time depending on the day.
4. Questions/RFIs shall be submitted by email to the Points of Contact noted above and are due no later than Monday, 24 March 2025, 12:00PM MDT.
5. Late quotes shall be processed in accordance with FAR 52.212(f) – Late submissions, modifications, revisions, and withdrawals of offers.
6. Statement of Financial Responsibility
In order to receive the award, your company must be found to have both "adequate financial resources" and
"necessary production, construction, and technical equipment and facilities" to perform the contract (and/or the ability to obtain them).
Based on an assessment of this requirement, the Government has assigned this solicitation a general level of risk indicated below, which lists examples of documents/information that you can provide to support a positive determination of responsibility.
[ ] Level One: Self-Attestation (e.g. a Statement on your proposal/quote asserting that your company has the financial and technical resources necessary to perform OR a separate letter stating the same)
If any is necessary, a separate statement should be provided with your quote/proposal detailing your access to any technical equipment/facilities needed to perform on the contract.
FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services,
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Price/Technical Acceptability/Past Performance Technical and past performance, when combined, are approximately equal to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Basis for Contract Award:
The Government intends to award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will be most advantageous to the Government, considering the factors listed in this provision.
1. In accordance with FAR 13.106-2(b)(3), the Government will utilize comparative evaluations, and give preliminary consideration, to all offers received in response to this solicitation. The Government will identify
Evaluation Criteria from all evaluated quotes, readily discernible value indicators that fall within the parameters of price, and technical capability.
2. The Government will make an award to the vendor whose quote represents Best Value to the Government in accordance with FAR 13.106-2.
3. The Government intends to make an award without conducting exchanges with vendors after the close of the solicitation. Therefore, vendors should provide their best available pricing and to the Government in their initial quote. However, the Government reserves the right to enter into exchanges with all, some, or none of the offerers at any time during the evaluation period if deemed in the best interests of the Government to do so.
