STATEMENT OF WORK

FOR

21st Logistics Readiness Squadron (LRS) Operation Location-Schriever (OL-S) Security Camera Installation

February 2025

1. BASIC SERVICE: 21 LRS OL-S is soliciting services of labor, material and fully comprehensive work to perform the CCTV installation of the SALF Warehouse Bldg. 780.

1.1. GENERAL INFORMATION: The contractor shall provide all materials necessary for the fully comprehensive work. The provision of skilled labor means Certified/trained laborers, equipped with all hand/electrical tools etc. necessary to perform their work. All electrical work is expected to meet Building Code standards.

1.2. HOURS OF PERFORMANCE: The contractor shall perform work during normal operating hours Monday through Friday, 7:30 a.m. to 4:00 p.m. at the SALF on SSBF. The contractor shall provide an on-site point of contact (POC) for all contractual matters during all hours of operation.

1.2.1. RECOGNIZED HOLIDAYS: The contractor shall not provide service on Federal holidays, except in emergency situations; the holidays are.

New Years Day – 1 January Martin Luther King Day - 3rd Monday in January Washington’s Birthday - 3rd Monday in February Memorial Day - last Monday in May Independence Day - 4 July Labor Day - 1st Monday in September Columbus Day - 2nd Monday in October Veteran’s Day - 11 November Thanksgiving Day - 4th Thursday in November Christmas Day - 25 December

1.2.2. If these holidays fall on Saturday, the preceding Friday will be observed. If these holidays fall on Sunday; the following Monday will be observed. If a holiday falls on a scheduled service day, the contractor will be responsible for rescheduling services for the first day past the holiday observance.

1.2.3. SIGNS: The contractor shall post signs and / or cordon entrances and affected area stating, “Work in Progress – No Admittance”, during the duration of the work.

1.2.4. CLEAN-UP: The contractor shall discard all waste material used in appropriate containers. The entire work will be left clean and presentable.

1.3. SECURITY REQUIREMENTS: The contractor shall comply with all SSFB security requirements.

SSFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The contractor shall be responsible for security of their work areas in cooperation with applicable base agencies. All contractor personnel must have legal United States residency and work authorization status.

1.3.1. VEHICLES AND PASSES: All contractor or contractor employee vehicles used in the performance of this contract shall comply with all local, state, and federal regulations. All contractor employees must possess a valid DoD ID or obtain a visitor pass from the Visitor Center located on Enoch

Road. All vehicles will be used in accordance with AFI 31-218, Air Force Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SSFB must be available for inspection. Large commercial vehicles will present themselves at the SSFB West Entry Gate for inspection prior to gaining access to SSFB.

1.3.2. PHOTOGRAPHY: Procedures for taking photographs within a restricted area are established to ensure that only authorized personnel take photos and only for authorized purposes. Photographs, drawings, videotaping, sketches, cell phones with digital cameras, or any like method of recording operations within the restricted area for other than approved official use is strictly prohibited.

1.3.3. CONTRACTOR PERSONNEL: The contractor’s personnel shall conduct themselves in a professional manner. Contractor uniforms, badges, and appearance standards shall be commensurate with industry standards. The contractor through the contracting office will provide a POC with the Contracting Officer Representative (COR) before proceeding to start work.

2. QUALITY CONTROL: The contractor is responsible for quality of workmanship and shall ensure proper work in accordance with commonly accepted commercial practices. If not completed to commercial standards the contractor will re-accomplish the task.

2.1. QUALITY ASSURANCE: The government, through the COR, will inspect the contractor’s performance in accordance with the specific contract performance requirements.

2.2. GOVERNMENT REMEDIES. The Contracting Officer (CO) shall follow FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services (January 2025), for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.

3. WORK TO BE COMPLETED:

3.1. OPERATIONAL REQUIREMENT:

3.1.1 SAFETY AND SECURITY

The system should be capable of increasing the safety and security of the employees and the property of the warehouse.

The system will provide a passive deterrence.

In case of criminal investigation, recorded images should be of good quality and fit the purpose in the event of an after-the-fact incident.

3.2. MINIMUM CHARACTERISTICS (ALL CAMERAS)

System must monitor entrances and equipment in the Warehouse.

Cameras must be dome-style, providing panoramic imaging.

Cameras must be standalone – they will not connect to internet.

System resolution must be 4k to 1080p.

System frame rate must be 15-30 frames per second.

System must detect individuals approaching the Warehouse.

System must observe vehicles approaching the West side of the Warehouse.

System must obtain continuous 24-hour imaging coverage that would enable 21 LRS OL-S personnel or police to identify individuals.

Cameras must be fixed and point in specific directions (see Attachment 1) .

Cameras must be infrared night vision capable, providing good quality images during hours of darkness.

Cameras must be fitted with housing for protection against vandalism.

Cameras must include a minimum 3-year warranty on parts and labor.

3.3 MINIMUM CHARACTERISTICS (OUTDOOR CAMERA)

Cameras must be fitted with housing for protection against environmental conditions.

Outdoor camera must have high resolution (1080p to 4k) for face and license detection.

Outdoor camera must have 180° field of view.

3.4 MINIMUM CHARACTERISTICS (OTHER EQUIPMENT)

The CCTV system must be provided with suitable export facility, meaning the ability to export video to an external “plug and play” hard drive via a USB.

System must have a retention period of a minimum of 90 days The system must operate on an uninterrupted power supply (UPS) for up to 60 minutes in case of power outages.

The system must include a minimum 3-year warranty on parts and labor.

The system must include 3 x 32” monitors with HD 1920-1080 resolution.

The NVR CCTV including UPS system, and recording device shall be installed in room 112, and the monitors shall be installed in rooms 112, 113, and 126.

4. STANDARDS OF INSTALLATION

4.1 MOUNTING AND SECURING THE EQUIPMENT

All equipment installed must be suitable to withstand the prevailing environmental conditions.

All cameras and IT supporting hardware will be securely mounted. The camera mounting bracket

/ pole must support the weight and windage of the camera and any associated hardware.

4.2 CABLE INSTALLATION

All interconnecting cables shall be fixed, supported, and installed to conform to good working conditions and secured.

Conduit: when metal is used, suitable bushes or grommets must be fixed to each end to prevent damage to the cable. Where conduit is used to carry the cable it must terminate as close as possible to the unit to be connected.

PVC or metal trunking: where trunking is used to carry cable, it must terminate as close as possible to the unit to be connected.

All cable must be of a type and size appropriate to the application and must take account of transmission rate, electrical interference, and voltage drop.

Any plastic or PVC components used as part of the installation of cables must be suitable for the environment in which it is installed.

4.3 MAINTENANCE

Effective and regular maintenance of the CCTV surveillance system is essential to ensure that the system remains reliable at all times. Regular maintenance by the service company, and effective failure reporting by the user, will enable potential problems to be identified at an early stage for appropriate action to be taken.

Preventive Maintenance visits – Planned services of the system, carried on a scheduled basis. The organization will coordinate visits with the installer to conduct Preventive Maintenance visits.

Corrective Maintenance – Emergency servicing of the system, or part thereof, carried out in response to the development of a fault. The system must have a warranty of at least three years upon which the installer shall not charge 21 LRS OL-S for any corrective maintenance.

4.4 HANDOVER

At handover, the installer shall demonstrate all aspect of the system operation to the customer, including any necessary safety precautions.

Ensure correct documentation is provided to the customer to enable the system to be operated, adjusted, and maintained.

Provide the necessary training to the users, and coordinate for any future necessary training.

Ensure that users know the procedure for requesting assistance in the event of system malfunctions.

5. CONTRACTORS RESPONSIBILITY

The contractor shall install CCTV system in the SALF Warehouse Bldg. 780 as specified in the attached diagram.

The contractor shall remove the current CCTV system and dispose of equipment that cannot be used to install new camera system. If there are existing cables/conduit that can be used, do not remove them, and reuse as needed.

5.3 PROCEDURES

All building rubble shall be removed, and site shall be kept clean.

Any damage to well shall be repaired.

Areas where work is completed shall be returned to previous conditions as before work commenced.

Safety gear shall be used to prevent any injuries.

The contractor shall coordinate a Final Completion walkthrough with 21 LRS OL-S POC. The warranty shall be based on that completion date.

CONTRACTOR QUESTIONS FROM REQUEST FOR INFORMATION (RFI)

1. Can the existing cable be used for the replacement cameras?

The Government believes that the existing cable can be used, however this may be addressed at the site visit.

2. Does the cable run for the new cameras need to be in conduit? If so is PVC acceptable?

Yes, if any new cables need to be added they will need to be in a conduit. It has to be metal conduit.

3. What are the highest indoor cameras?

Approximately 30-40 ft.

4. How high is the outdoor camera?

Approximately 50 ft, it can be accessed through the roof top and there is existing conduit.

5. Is there a lift available?

No

6. Do rooms 113 & 126 need to be able to control the system and access footage or do you just need to see the cameras on the monitor?

We need at least room 113 to be able to control the system and access footage.

7. Do the monitors need to be mounted to the wall?

Yes

8. Can you please define "wall column" mount for cameras 9 & 10 or possibly post a picture of camera 9?

These are columns that come down from the ceiling to the ground, and one is fixed to the wall.

9. Do you have a timeframe for this job?

As soon as possible
