About this file

This document is a Questions and Answers (Q&A) file for the FA255025Q0016 - 21 LRS Security Cameras federal contract opportunity. The Q&A provides detailed clarifications about a security camera system upgrade for the Department of the Air Force Space Command at Schriever SFB, Colorado. Key details include the requirement for an NDAA-compliant standalone security camera system with CAT 6 cabling, new conduit installation for exposed cables, and a 360-degree view for Camera 1. The project involves removing the existing CCTV system, installing new cameras, and training at least 3 personnel on system operation. Contractors will need base clearance, have a minimum of three years past performance, and provide a one-year warranty with potential preventative maintenance.

Additional specifications include using standard dome models for cameras 1, 2, and 4, maintaining 1080p resolution monitors, and ensuring the video management software (VMS) license is upgradeable and transferable to new hardware at no additional cost. The work is restricted to weekday hours (0730 to 1600), with no weekend or holiday access permitted. Contractors must provide their own equipment, as no government lift will be available, and the existing system lacks documentation for compatibility verification.

a. Yes. See attached

3. Do the extra cameras throughout the building need to be removed?

a. Yes. Remove the current CCTV system and dispose of equipment that cannot be used for the new install of camera system. In the PWS.

4. Is a Government lift available for use?

a. No, due to safety concerns CE will not allow contractors to use the government lift.

5. Does Camera 1 need to have a 360 degree field of view?

a. Yes. Update has been made to the diagram.

6. Is the control room moving to a nearby cubicle?

a. Yes. PWS has been updated to reflect this update.

7. Is there an Ethernet cable speed requirement?

a. Comms, recommend CAT 6 cable to be installed, no speed requirement.

8. Which cameras require the installation of conduit?

a. (Need to check/confirm with Comm) All the new cameras will need new conduit installed if cable will be exposed. The replacement cameras should not need new conduit if the existing material can be used.

9. Are the cameras allowed to touch the internet (for the purposes of time-syncing, etc)? It will depend on the SSD they are going to use. If the SSD can sync the time, the system will not need to go on the internet.

10. Is there a requirement for the surveillance system to meet the National Defense Authorization Act

(NDAA)? Yes, it will need to be NDAA compliant

11. Is the server to be rack-mounted? No it does not have to be

12. Is there space in the current rack to accommodate the new NVR? We don’t currently have a rack

13. Are all cameras located within 330 feet of the server location? The cameras in the long-term storage and IPE may be further than 330 feet (camera 10 & 11).

14. Are there any cameras or headend connected via fiber? The current system is connected CAT 5 and RG6 cables.

15. Can we use the existing PoE switching gear to accommodate the cameras or do we need to provide one? If the current PoE Switching Gear supports the new system, it can be used. It would best for the contractor (subject matter experts) to determine if they can use it.

16. If we provide a new switch, does it need to meet NDAA/TAA requirements? Yes, it will need to meet NDAA / TAA requirements.

17. Will there be an escort to perform the work, or do we need to be cleared to work on the base? They will need to be cleared to work on the base

18. Can you please provide the minimum number of years of past performance work that needs to be held, and is this at the Prime level? Three years, yes this is at the prime Level.

19. Within Attachment 1, Statement of Work, Section 4.3 Maintenance references planned maintenance visits to be carried out on a scheduled basis.

a. Can you please confirm how frequently you would like these maintenance visits to occur? It would be any maintenance the contractor would provide in their warranty, ideally the camera system and installation would come with at least a 1-year warranty.

b. Can you please define the expectations from the contractor for these planned maintenance visits? These planned maintenance visit will be coordinated if the contractor provides preventative maintenance in their work. If they do not, we would only schedule maintenance as needed if the system goes down during the warranty period.

20. Within Attachment 1, Statement of Work, Section 4.4 Handover references training users.

a. Can you please define how many users are to be trained and how many hours in duration this training is expected to be? At least 3 people trained, duration will be determined by the contractor. The personnel trained will need to be able to fully know how to operate they system, and troubleshoot it if needed.

b. It also references future necessary training. This is difficult to price as the frequency and duration of these are requests are unknown. Can you please define parameters for this requirement to allow all offerors to submit fair and competitive price quotes? I will remove future training from the PWS, we can internally provide training to future employees as needed. See attached updated PWS

21. To ensure compatibility with existing equipment in place, can you provide documentation or specifications for any existing equipment that will be incorporated with the new equipment?

Unfortunately, we do not have any documentation on the current system, it was installed before any current employees arrived in the organization.

22. Does the government want continuous access to live camera views on the workstation if the server is offline or down? No, we are asking for the security cameras to be a stand-alone system and will not be connected to the internet.

23. Does the government want the video management software (VMS) license to be upgradeable to future versions at no additional cost? Yes

24. Does the government want the video management software (VMS) license to be transferable to new hardware at no cost, in the event that the current hardware reaches its end of life or experiences a catastrophic failure? Yes

25. Would the government want cameras 1, 2, and 4 to be standard dome models for improved image quality in close quarters? Yes

26. Would the government want 4K monitors to fully capture the resolution of the cameras, rather than the 1080p resolution specified? The 1080p is sufficient for what the organization needs.
