About this file
This document contains questions and responses related to a solicitation for upgrades to building 600 at a civil engineer squadron. The solicitation seeks proposals to replace three mission essential systems, including transformers and interconnecting lines in the transformer yard, eight roof mounted exhaust fans and associated controls in the power generation area, and obsolete generator synchronizers, load controllers, and generator monitoring equipment. Responses indicate generators and utility power connect through switches AA and BB, and provide locations for additional electrical equipment. Temporary transformers, cabling, and raceways can be used during construction as coordinated with the government. The contractor must confirm conduit meets needs for new cabling.

In reference to Addendum 2 response to Phasing question
1. Does the Government have an acceptable plan to change out transformers?
a. Government Response: This will be the responsibility of the contractor. Refer to the
SOW for requirements.
2. As a contractor we do not have enough information to put a plan together and need to know:
a. How do existing generators and utility power tie into the distribution system?
b. Where are Switchboard SWBD CIL, Switchgear MVMC and Switchgear MVMCC located? Please identify on drawings. The information provided in Addendum one is not clear.
i. Government Response: Generators and utility power tie into the system through
AA and BB as shown on drawing ES-100. SWBD CIL, MVMC, and MVMCC are all located on the North wall of room 118, immediately opposite the wall of the transformer yard.
3. Can existing generators be used for outage?
a. Government Response: yes
4. Can new and replaced transformer be used to provide backup?
a. Government Response: yes
5. Is open cable acceptable for primary and secondary connection to backup up source?
a. Government Response: During construction, yes.
6. Is it acceptable to deenergize switchgear so temporary backup primary and secondary cables can terminated to switchgear? If allowed how long can they be deenergized?
a. Government Response: An outage request will be needed for this and should be kept to a minimum.
7. If switchgear not allowed to be deenergized is the breaker in existing switchgear. Where backup cable can be terminated?
a. Government Response: N/A

8. Please provide a location of where temporary transformers can be placed?
a. Government Response: This will be coordinated during construction, however an area close to existing transformer yard will be allocated, most likely on the east side of the yard.
9. Will temporary primary and secondary cabling need to be installed in a raceway? If the answer is yes what type of raceway is acceptable EMT? GRC? Or cable tray?
a. Government Response: No
10. Reference the latest SOW in Addendum #2 Item #3. Generically references that the above ground conduits can be re-used, unless damaged or undersized….
a. Government Response: If conduit is not properly sized, or damaged during construction it will need to be replaced.
11. Can the government identify which conduits are undersized, since it appears that the cable counts depicted on the cable schedule on E-102, may not be correct… and that the use of TRXPLE is an old manufacturing standard for 15 KV cabling (not current), which could possibly increase conduit sizes needed for the new work. Please advise?
a. Government Response: Please refer to previous RFIs and SOW. Contractor will need to confirm conduit meets the needs of the new cable.
