FA255019RA010 B600 Upgrade 18-1101 RFI 001

1) Is the cable being replaced, or spliced? Both are required in the docs.

Government Response: Replaced.

2) E102 Feeder Schedule indicates cable is to be TRXPLE

This is a utility spec, and not used anymore for power cable. Is MV105 PER insulation acceptable?

Government Response: Okoguard Type MV-105 15kV EPR Shielded Power Cable is acceptable because it is easier to handle than TR-XLP cable. All MV cable requires special handling and installation that meets the manufacturer’s warranty specifications.

3) Are the 4160 fused switches on the load side of the transformers to be removed as well?

Government Response: Yes

4) What are the dimensions of the existing equipment incoming bay and switch length and width?

Government Response: Contractor needs to document and replicate existing as required.

5) Is a more specific transformer specification available? If not please provide information on windings, oil type, switches, etc. i.e. copper windings, FR3 oil, etc.

Government Response: Basis of design is Eaton Transformer, all copper windings, K-9 or better rated, NEMA Envirotherm FR3 oil, include over-temperature, pressure, &

Acetylene gas buildup detection with direct reporting to B600 ATCC through existing

“HSQ” EMCS monitoring network. Replace all type 1 Surge Protective devices on transformer secondary with new indicating and circuit breaker Eaton SPDs. Medium

Voltage transformers shall be enclosed in NEMA 4 rated locking Metal-Clad enclosures.

See SOW and Design for more transformer details.

6) If load side switches are to be removed, can vacuum fault interrupter switches be provided to replace the old fused gear?

Government Response: Yes as long as windows are provided to view switches.

7) What is in the large Junction Box? Is that the connection point of the neutrals from the generators?

Government Response: Unclear what junction box is being referred to. The Junction cabinet labeled as number one on the drawings is to remain. Some of the transformers enter through this box and some enter the building to the east.

8) Is the Neutral Ground Resistor (Ref. KN7 on E101) 12,470 or 4,160 Volts?

Government Response: SOW directs contractor to replace to duplicate existing with new like grounding resister in a new NEMA 3R rated enclosure. Non-inductive, voltage, temperature range, current, time, and other ratings need to be researched by the contractor and cut-sheet submitted for government approval. Picture of the name plate provided.

9) As the intake dampers for DGN 1 thru 7 are to be replaced can the government provide pictures of each of the intake plenums/ductwork (with emphasis on DGN 1 thru 3)?

a. If pictures are not available can as built drawings of the 2009 generator replacement be provided? DGN 1 thru 3 have mechanical piping routed below the intake plenums/ductwork. We are trying to determine if this piping will need to be temporarily removed to allow access to replace the dampers.

Government Response: Pictures will be provided.

10) Fire Sprinkler Line - At the site visit it was noted, there is a fire sprinkler line directly below the fan actuators that are to be replaced.

a. Please provide fire sprinkler system as-builts for this area.

b. We assume the building is occupied so we won’t be able to cap off the line temporarily. This line could serve other sprinklers throughout the facility so if it needs to stay in service we will have to reroute it to keep the fire sprinkler system in service.

c. Does this line have sprinklers or is it a bulk run of main?

d. Is this a wet, dry, deluge or preaction system? Dry

Government Response: As-Builts unavailable on short notice, No work to the fire suppression system is expected. Exhaust fan should be removed and installed through the roof to prevent the need for rerouting of multiple systems below them.

11) Single Line Drawing - Attachment 3 Design Drawings_PDF_Exhaust Fans indicates on

Title Sheet G001 that there is a sheet E-203 Electrical One Line Diagrams. This sheet is missing from the file. Please provide this sheet.

Government Response: Will be provided in Solicitation Amendment 001.

12) Conduit in Transformer Yard - Attachment 0_-_GLEN18-1101_SOW_10July19 states in

Paragraph 2.3.3.b and 2.3.3.d “The underground portion of the conduits shall be removed and disposed of.” A note on Sheet ED-100 indicates “DEPEND ON THE EXISTING

CONDITIONS OF CONDUITS CONDUITS MAY BE REUSED, COORDINATE

WITH PROJECT MANAGER.” Based on these two statements it is unclear how the

Contractor should bid the work. Please clarify what scope related to these conduits should be included in the work.

Government Response: All underground conduit shall be replaced. Any conduit above ground or in the building should be reused unless damaged.

13) Staging - Would you please identify that laydown area that will be made available to the contractor for staging a storage container, and small office trailer?

Government Response: Contractor laydown yard and material storage yard area will be provided in the RA on base. A construction trailer site will also be provided by the base for the contractor to locate a trailer during contract POP. This space will not be Located adjacent to the B600 work site. Contractor trailer will not be provided with government supplied utilities or hook-ups. Contractor must supply own utilities.

Government Response: No, the facilities in 600 may be used by the contractor.

15) Escorts - Please refer to Attachment #1 – SAFB Security Requirements, Section 01 55 04

Paragraph 1.24 Escorts. This section indicates, as follows. “1.2.4.1 The Contractor shall be responsible for providing their own security escorts for the duration of this contract

(including option years). Security escort personnel shall comply with the provisions detailed in Circulation Control, paragraph 2.3.” This same topic is again addressed in

Attachment #0 Statement of Work. Paragraph 9.4 through 9.5. Is the contractor required to provide any security escort during this project? If so, where can this escort be obtained?

Are they to be present at all times during the work? And what is the cost?

Government Response: Contractors are to go through the security badging process or they can find available escorts (highly unlikely).

16) Color of Transformers - Attachment 0_-_GLEN18-1101_SOW_10July19 paragraph

2.5.1.d states “The transformers shall be factory painted in Architectural Brown TR-0611-

442 (or equivalent) per FEP. This color is the same as Munsell NEMA Brown 1.6YR

1.2/1.1. Shades that vary in any capacity from this color will not be acceptable.”

Attachment 4 Design Drawings_PDF_Transformers Replacement indicates on Sheet EG-

101 Typical Pad Mtd Transformer Details Note 6 “FINISH COLOR FOR OUTDOOR

CABINET SHALL BE MANUFACTURER’S STANDARD GREEN.”

Please confirm the desired color.

SOW, replace existing resistor and enclosure with exact replacement. Cut-sheet shall be submitted by the contractor for government approval. Equipment must fit in the walled area and have proper clearance.

20) Pad mounted Transformers

- What are the critical dimensions that we must adhere to? Overall length, width, and height would be great. The one-line diagram with some pad dimensions is slightly confusing.

- Can we confirm which fluid is wanted, FR3 or mineral oil?

- I cannot see inside the cabinet to see what is existing, but the general drawings do show standard gauges. Is this all we need or are we needing anything more?

Government Response: Replace as directed in revised SOW. Eaton basis of design transformers meet requirements. Eaton uses Envirotherm FR3 fluid. Overall dimensions of replacement transformers shall meet ATFP, Minimum Distance from ground to live parts space, permit NEMA70E safe operation/service space, and permit cooling of transformers. Medium Voltage Metal Encased NEMA 4 enclosure is required for transformer enclosures.

21) Substation Style Transformers

- What are the critical dimensions that we must adhere to? Overall length, width, and height would be great.

- The one-line diagram pictures show a full height flange on the primary, is this correct?

If so, what are we closed coupling to?

o If we are not doing a full height flange, is a full height ATC ok?

- The one-line diagram shows a full height flange that has an ATC bolted to it (at least from my point of view)?

o Is this correct? If not, are we doing a full height ATC?

- What accessories are needed on the substation transformers besides the standard liquid level gauge, pressure vacuum gauge, and liquid temperature gauge?

- Can we confirm which fluid is wanted, FR3 or mineral oil?

- Specifications on the desired wire?

Government Response: See revised SOW Addendum and previous explanations.

- In addition, if you could please provide additional information on the MCC Bucket

Replacements:

Our application engineer is requesting additional information on the existing MCC gear in order to properly quote the buckets.
