About this file
This document contains a request for information and response regarding a solicitation to replace aging electrical infrastructure at a Air Force facility. The solicitation seeks proposals to replace six transformers, a common generator grounding resistor, interconnecting lines, and grounding system in the transformer yard. It also includes replacing eight roof mounted exhaust fans, seven wall louvers, and obsolete generator control equipment including synchronizers, load controllers, a custom PLC based generator controller and the generator operator HMI computer and programming. The response clarifies that due to critical missions, there must always be a primary and secondary electrical system available and any transformers taken offline must have backup power provided. It acknowledges this will significantly increase project costs but safety and mission needs take priority over cost considerations.

GLEN 18-1101 B600 Upgrade RFI 002
1. Phasing of Work - In reply to Question 33. From the RFI Responses dated 9/18/19
How many transformers can we have down at a time and for how long?
Initial Government Response: Transformers out of service require backup transformers on site and in service to maintain mission. No transformers can be removed from service unless backup transformers are on-site and replace the transformers being replaced.
Completing the work in this manner will make the job extremely difficult and expensive. The partial single line diagram on E-102 and discussions at the site visit have led us to believe that there is a tie-breaker that allows the loads to be transferred between the transformers. It would be much more efficient and cost effective to utilize the tie-breaker to allow the load to be carried by 3 (1,4,7, or 2,5,8) transformers, while the work is being completed, then transferred to the new transformers while the work on the remaining 3 transformers is completed.
Please advise.
a. Government Response: Due to missions on SAFB there must always be a primary and secondary. It is understood that this will have a large cost impact to the project. If any of these transformers are out of service a backup must be provided. If all transformers are replaced at one time all transformers will need a backup.
