About this file
This document contains questions and responses related to a solicitation for upgrades to Building B600 at Glen Air Force Base. The solicitation seeks to replace transformers, generators, controls, and associated infrastructure in the building's Central Utility Plant. It incorporates the January 2020 Heavy Construction wage determination for Colorado. Responses clarify that existing underground conduit to some switchgear will be abandoned in favor of new overhead lines, and that the existing generator relays will be reused rather than replaced. A single line drawing of the electrical system is provided as an attachment. The n+1 requirement for generator controls means work can only be done on one generator backup system at a time to ensure continuous power.

GLEN 18-1101 B600 Upgrade RFI 005
1. RFI Response 2 in document RFI004 of Addendum 4 states, "Government Response: Generators and utility power tie into the system through AA and BB as shown on drawing ES-100. SWBD
CIL, MVMC, and MVMCC are all located on the North wall of room 118, immediately opposite the wall of the transformer yard."
Please review the Government Response. Our notes indicate that Switchgear MVMC & MVMCC are not located on the North wall of Room 118. SWBD CIL is located on North wall. Please confirm.
a. Government Response: There was some confusion as to the location of MVMC and MVMCC and whether conduit ran overhead or underfloor. The conduit and cable from the transformers to MVMC and MVMCC will not be replaced under this contract. A separate work order for the replacement of those switchgears will perform that work and it will be removed from this contract. The new transformers will tie into the existing cable and conduit for those two sets of switchgear. Switchgear CIL is located on the North wall of room 118 and the cable and conduit to that switchgear will be replaced.
2. Addendum 001 states: “Government Response: All underground conduit shall be replaced. Any conduit above ground or in the building should be reused unless damaged.” Front Range
Construction is requesting permission to abandon and cap any underground conduit not being reused in supplying primary and secondary power to existing switchgear in Building B600. Please confirm if this is acceptable? Please note, all underground conduit in transformer yard will be replaced with new. Where existing switchgear inside Building B600 is being fed by existing underground conduit, Front Range Construction proposes to install new conduit overhead and cap
& abandon underground conduit as stated above. Reference Switchgear MVMC and MVMCC.
a. Government Response: Conduit that runs under the foundation of the building should be replaced with conduit that runs overhead. This would not include the conduit to MVMC and
MVMCC as that will be removed from this contract.
3. The RFP includes General Decision Number: CO20190002 05/10/2019, State: Colorado -
Construction Type: Heavy
This Wage Decision is applicable to Heavy Construction.
By definition, this project seems to fit the definition of ‘Building Construction.’ And the trades included in General Decision Number: CO20190022 09/27/2019 more adequately address the work on this project.
Additionally, the incorporated Wage Decision is not the most current determination in effect for the region.
GLEN 18-1101 B600 Upgrade RFI 005
Would you please consider whether the solicitation should be amended to incorporate General Decision Number: CO20190022 09/27/2019 in lieu of the included Decision?
a. Wage Determination CO20190002 05/10/2019 was included in the original solicitation.
Wage Determination CO20190002 05/10/2019 was determined to be applicable since
“Heavy” is a catch-all.
b. Government Response: The CO has decided to incorporate Wage Determination
CO20200002 01-03-2020 and a copy has been provided and is hereby incorporated by this amendment.
4. Is a Single Line drawing available? (During the site visit there was a printout on the wall in the Electrical Room, we weren’t able to take a photo but a copy would be extremely helpful)
a. Government Response: A digital version of that drawing has been provided in this amendment.
5. What is the n+1 requirement for the generator controls scope? Can you please provide detail of total plant load?
a. Government Response: The generators each have a backup. Work can only be performed on either the Primary or the backup at one time. Both cannot be out of service at the same time.
6. Our proposal for the Generator Controls does not include supply of new Schweitzer relays. We plan on using existing units. Is that a correct assumption?
a. Government Response: Correct, the Schweitzer relays are existing and are not to be replaced under this contract.
