FA2550-14-R-2007 SFS Shoot House Updated Q&A 11 September 2014 Q1: What type of materials are the walls required to made from?

A1: A specific material isn’t suggested as long as it meets the requirements identified within the SOW, UFC documents. However, non- combustible materials are required per fire code. Modification to SOW will reflect.

10 September UPDATED ANSWER: The exterior structure (49’x45’ and 40’x40’rooms) walls shall be panelized steel stud wall unit. These panels can be supported horizontally by vertical 4x4x3/16" HSS tube steel posts spaced as needed to provide necessary lateral support of the wall panels. (A gap along the bottom of the panel would be acceptable)The steel posts can be bolted to the existing concrete slab for easy removal/relocation as needed in the future. The panelized walls system sheathing should be as needed to meet fire code (non-combustible CLASS A, B, or C) requirements and projectile impact requirements per Security Forces needs. A non-combustible exterior fascia made of MDF (Medium-density fiberboard) would be an example of a preferred material used as long as the spec requirements concerning the ability to withstand continuous impact from simunition rounds are met.

11 September UPDATED ANSWER: In addition to the requirement set forth in the 10 September answers the exterior walls of the 49’x45’ room are only required to have sheathing on the inside of the room, the exterior of this wall can remain open. The walls or the 40’x40’ room will have sheathing on both the inside face of the wall toward the grid system and the outside of the wall towards the “L” shaped hallway. The structure will consist of the aforementioned steels posts mounted to the floor with a four bolt mounting plate, walls that consist of steel studs with sheathing capable of being mounted the posts, the walls cannot be mounted directly to the floor, no more than one inch gap between the floor and panelized wall after mounting the post is acceptable. An illustration example has been provided. This example is not a design requirement only an illustration to depict the general idea behind the requirements that have been identified in both the SOW and Q&A. Again, this is merely an illustration.

Q2: Is a replaceable exterior fascia required for the walls/doors?

A2: If the walls/doors are made of a material that is capable of withstanding the requirements identified within the SOW without showing any signs of wear then the answer is “no”, if the material is expected to show wear then a replaceable exterior fascia is required.

Q3: What is the height of the exterior walls?

A3: The wall will be eight (8) feet tall. The grid system will be located above the eight foot walls.

Q4: How is the catwalk to be supported?

A4: The catwalk can be supported via columns located at the intersecting points of the catwalks. Catwalk may also be supported by rafter/truss components located on top of requested room that are being utilized to suspend the grid system inside.

Q5: Can portable heaters be utilized within the building?

A5: Yes, they must be UL listed, and are equipped with a "tip switch" that automatically shuts down the heater if it is turned over. Contractor must ensure that fuel supplies for gas fired heaters comply with NFPA 1: 16.2.1.4 (Fuel supplies for liquefied petroleum gas-fired heaters shall comply with NFPA 54).

Q6: What is the work schedule for installation?

A6: The contractor can determine their own work schedule as long as final installation meets the time requirements.

Q7: Can progress payments be utilized?

A7: Progress payments will not be utilized, however a modification to the solicitation has been made that will separate the purchase/delivery of the commercial items requested apart from the labor costs involved in installation. This will allow contractors to request payment on line items upon completion.

Q8: Will other agencies be using this facility?

A8: If memorandums of agreements with other agencies are completed then “yes” other agencies may use the facility. At this time no such agreements exist and the requesting agency will retain sole usage.

Q9: Can the grid system walls be secured to the floors if a spring loaded dust shield is installed in the floor to prevent clogging and tripping hazards?

A9: Yes, if this type of configuration is used then the walls can be secured utilizing a pin/hole locking method.

Q10: Can building “As Builts” be provided prior to the start of work?

A10: As builts can be provided upon request if available.

A17: Follow the bid schedule, a modification to the SOW will reflect change. Five (5) is the correct number.

Q18: Are designs required in the technical evaluation section of quotes?
