Wing Information Communications Support (WICS)

Questions from Industry during Market Research with Contracting Officer responses

PWS Paragraph Question Contracting Officer's Response

1.1.3

If the contractor is responsible for making regular (PWS appears to ref quarterly inputs) recommendations, in specific language, for changes to the PWS language, it appears this may imply or represents an OCI issue with whoever wins this work come re-compete time. Please clarify this requirement.

Making recommended changes to the Government PWS does not constitute an OCI IAW FAR 9.505-2 -- Preparing Specifications or

Work Statements. Making recommendations is not the same as preparing or furnishing specifications or Statements of Work. The responsibility of the PWS lies solely with the Government. Receiving recommendations from the contractor performing a task will help clarify the language used, overcome any ambiguities.

1.8.2

The contractor shall provide the Government access to a management information system, which consolidates all program metrics, data and knowledge. This insinuates that the contractor would have a portal and/or a dashboard that the customer would use to access program data. Is our assumption correct?

The intent is for the contractor to provide an entry point to the contractor's database for this information. It is preferred that the WICS information be segregated from the contractor's non-WICS related information and data.

2.3.1.10

Will existing training materials (e.g., Section 2.3.1.10) be available in the bidder’s library or to the WICS contractor to serve as a training baseline?

Yes, existing GBSOC training materials will be available in the bidders library.

3.1

What system (Remedy, etc.) does the Gov’t use for MOC operations? Is it COTS or GOTS? How is it sustained?”

The MOC uses two systems to track maintenance.

1. The Integrated Maintenance Data System (IMDS), a government owned data system which will be operated by the WICS contractor

2. The Mission Problem Report (MPR), a government owned data system which will be operated and sustained by the WICS contractor.

3.2.4 Where is the supporting PMEL unit located? SAFB uses the Peterson AFB PMEL facility. GBSOC requirments at Tinker

AFB and Mechanicsburg, PA will not use the PMEL system.

3.3.3

Is the GBS MUE operational outside planned or emergency relocations? The Gov’t requires on-call support with a two hour on-site response time. Is there a requirement to provide other support?

Is there anyone else supporting this equipment?

The GBS Mission Unique Equipment (MUE) at Tinker is used on a day-to-day basis. The equipment at Mechanicsburg is for back-up and will only be used when the Continuity of Operations Plan (COOP) is implemented. The WICS contractor will provide level 1 maintenance on the GBS MUE. Lockheed Martin, via contract with Electronic

Systems Command will maintain the equipment until 31 Oct 15 when

SMC will make it organic.

Questions from Industry during Market Research with Contracting Officer responses

PWS Paragraph Question Contracting Officer's Response

4.0 Section 4.0 identifies Table 8-1, but there is no table in the PWS.

Assuming this will be cleaned up in the next revision.

The PWS is being revised to remove ambiguities.

4.0

Paragraph 4.0 refers to supporting SW communications, mission and non-mission support systems identified in Table 8-1. Do we have Table 8-1? It will be helpful to know what software and databases will be supported. Examples: .Net, Java, C#, Oracle…etc.

The PWS is being revised to remove ambiguities. The Priority

Database Listing will be provided in the bidders library.

5.1

Table 5-1 identifies several tasks to be completed at Sigonella, Italy. Does this support requires on-site support or can it be performed remotely from Schriever AFB or OKC?

The PWS is being revised to remove ambiguities. However, it is not anticipated that any onsite support will be required at Signonella by the

WICS contractor.

6.1

Similarly, Table 6-1 and section 6.2.1.1 identify a GBS IAO and support to Sigonella. Can you verify if IAO is required in Italy?

The PWS is being revised to remove ambiguities. However, it is not anticipated that any onsite support will be required at Signonella by the

WICS contractor.

9.1.3.2

Sections 9.1.3.2 and 9.1.3.3 both identify PWS paragraph 10.1.3, which does not exist. I’m assuming this will be cleaned up with the consolidation of this section into Section 1.

The PWS is being revised to remove ambiguities.

Civil engineering responsibilities in Section 10 do not scope the size of the effort. Can you clarify if this is 50SW wide or smaller?

Also, will the ISAs, HTSAs, and MOAs identified in Section 10.0 be available in the bidder’s library?

The PWS is being revised to remove ambiguities. CE support will be reflected in next PWS version. All applicable ISAs, HTSAs, and

MOAs will be included in the bidders library.

General

Can you identify where the remaining NSOM scope is going (New

Boston AFS, GPS GCCS, SDIN, Orbital Analysis, Specialized

Training, SOPS-specific support), if not on either WICS or transferred to CAMMO?
