PWS Table 6-1 Computer Systems
Support and IA
Responsibilities
NAS Sigonella is not mentioned in Table 6-1. Are there IA responsibilities at the Sigonella site as well? PWS paragraph 2.3.1.5 indicates a requirement to distribute IAVA to the Sigonella
DECC-PIP. Please clarify if NAS Sigonella should be listed in Table 6-1 as an IA responsibility?
NAS Sigonella is remote operations only. PWS table 6.1 is correct as published.
Section L Attachment L-1 Attachment L-1 states there is a 1 page per citation limit for Past Performance. With 6 Factors of technical to evaluate, this limitation does not allow appropriate space to fully address all requirements of WICS adequately to showcase capability, performance, relevance, and risks/lessons learned.
Recommend Govt change the PP citation limitation to 3 pages per citation to allow appropriate space for information.
Past Performance has been eliminated as a
Technical Factor. The government will not be evaluating past performance.
Section L 4.2.1.1 In order to ensure the 8(a) certified small business meets limitations on subcontracting rules and to avoid future ostensible subcontractor protests, recommend that the 3 citations required from the prime contractor (L.4.2.1.1) be from the prime bidding entity as defined by its CAGE code and
DUNS number and not from affiliates, subsidiaries, and inter-company transfers which should be treated as subcontractors.
Past Performance has been eliminated as a
Technical Factor. The government will not be evaluating past performance.
General GBSOC Will all current Standard Operating Procedures
(SOPs) for GBSOC that Lockheed Martin has developed be made available in the Bidder’s
Library?
Yes, GBSOC documentation is being posted in the bidders library with restricted access.
PWS GBSOC The PWS lists “Lockheed Martin SBM software” as present in the GBSOC. Will all bidders receive training on this software during transition? Will training be provided for all bidders on the
Mechanicsburg DECC backup systems?
Bidders will not be trained. The winning contractor will be provided the opportunity during the 30 day Phase-In period to gain operational understanding of the SBM software and DECC hardware.
General GBSOC Will GBSOC Level II sustainment support be supported at the Ogden ALC or will it stay with
Lockheed Martin in Gaithersburg?
The WICS contractor will interact with whatever agency is responsible for Level II support.
Government or contractor.
General GBSOC Currently 50 SW has a “fee for service” agreement with DISA in place for some on-site GBSOC Level
II support with Lockheed Martin. Will this “fee for service” agreement go away with WICS award?
The fee for service support is not part of the WICS program.

Question
Recommendation
Response
General GBSOC Since Lockheed Martin is the Level II sustainment and development contractor for GBSOC, how does the Government intend to maintain an OCI free environment with GBSOC should Lockheed Martin bid on WICS? They have access to proprietary systems, software, and information
To mitigate such a possibility, the government will provide all necessary operational hardware and software data within the GBSOC program in the bidders library. All bidders therefore will have equal access to all GBSOC data. The government has determined that no OCI exists for the WICS contractor.
General GBSOC Could remote administration of GBS database and applications be performed from OKC or MECH?
No, the GBSOC functions will be performed at
SAFB.
General GBSOC Could Service desk functions be performed from
OKC or MECH?
No, the GBSOC functions will be performed at
SAFB.
General GBSOC Chapter 3, Paragraph 3.0 of the PWS states the contractor will perform Corrective and Preventive
Maintenance on all equipment in table 3.1 which includes the GBS DECC MUE at OKC and MECH.
Maintenance on all equipment in table 3.1 which includes the GBS DECC MUE at OKC and MECH.
Can the Government please clarify what Corrective and Preventative Mx efforts will look like for hands-on support at these locations?
The maintenance efforts at the MECC sites is
'remove and replace' activity only.
General GBSOC Will the Government provide GBS workload data that allows non-incumbents to at OKC and
Mechanicsburg DECCs? estimate labor requirements
The estimated number of incidents that would require contractor assistance at the DECC facilities is 1 incident per quarter per site.
General GBSOC Can the Government tell us who is providing Tier 2
GBS support at Schriever AFB?
Tier 2 GBS support will be provided by
SMC/MCL.
General GBSOC Will the WICS contractor be responsible for the
DISA OKC DECC “fee for service” Help Desk for their related GBS work? If so, will the Bidder’s
Library contain data to allow proper estimation?
No
General Potential OCI Since FAR 9.5 prohibits contractors from testing and verifying their own equipment, solutions, and products and the WICS PWS entails operational testing and validation of GBS solutions (Service and Help Desk), we recommend that the
Government preclude the unavoidable OCI present with the development/sustainment contractor participating on WICS by prohibiting any company involved in GBS development or sustainment from bidding on WICS.
The language of the PWS states that the WICS contractor will operationally assist ONLY in the conduct of test. The WICS contractor will act only as the operator and will not be building test plans, conducting tests, analysis, validation, evaluation, or any such activity that would place them in an impaired objectivity situation. There is no OCI.
General Past Performance With a large PWS to cover for size, scope and complexity (over 8 Factors including PM), we recommend the Government allow up to 3 pages for past performance citations.
Past Performance will not be a factor in the WICS source selection.

Response
General Past Performance To ensure the Government receives quality prime management support, we recommend the PP criteria require the Prime Bidding Entity (8a certified prime contractor and not a subsidiary) submit 3 prime citations showing that they have the ability to manage this effort and meet the 51% rule.
Past Performance will not be a factor in the WICS source selection. As for the 51% rule, each offeror will address its management approach in the
Program Management factor of the proposal.
General GBSOC Can the government please clarify which GBS requirements are 24/7 requirements and which are only daystaff (M-F, days only)?
The GBS Operations Center is 365 days, 24/7.
The workload data that will be provided in the bidders library will identify all tasks and government frequency estimates.
File details come from the government source that posted it. Updated .
