Questions from Industry Post RFP

22 Oct 2014

Document Question Contracting Officer's Response Section L 4.3.2, Tab 2, Completed Section I – Contract Clauses

What areas specifically within Section I does the government require to be completed? There are instructions for FAR 52.219-14 Limitations on Subcontracting certification and demonstration requirements, but the instructions state that the certification information should be filed within Volume III, Tab 5, Other Information Required.

Completion of this clause is demonstrated by submission of the certification. However, the submission of the certification should be filed at tab 2, vise tab 5. This is corrected in Amendment 0002.

Can the Government confirm that the Wage Determination Act (WDA) is applicable to WICS? The only reference in the model contract is the CBA for power technician support but a WDA was attached to the RFP…please confirm that the WDA is applicable to WICS and for what position(s).

Yes, the WD applies to WICS and is added in amendment 0001

Attachment L-1 Proposal Organization references Tab 2 of Volume II Price, but in 4.2.1.1 Factor 7 – Price there is only one tab, Tab 1 CLIN Pricing Schedule. Where or what is Tab 2? Or is Tab 2 a typo?

Table L-2 was fixed in amendment 0001; tab 2 was removed and there remains only one tab.

Section M, 4.4.1 Subsection 3 The companies supporting the Network and Space Operations and Maintenance (NSOM) contract have significant incumbency by performing the majority of the scope that will transition to WICS. While it is understood that transition risk should be a major concern for the Government, the current RFP includes transition costs as part of the Total Evaluated Price for year one, which creates a significant barrier to competition for non-incumbent teams. Every team will incur some transition costs, teams without current incumbency have a considerable cost burden under an LPTA evaluation construct. Will the Government consider providing the offerors with the Government’s cost estimate for transition, and require its use in the proposal?

This approach creates an even playing field for all bidders, while limiting the Government’s cost risk to its original estimate.

The current version posted to FBO as a Combined Synopsis/Solicitation at Section M, para. 4.3.3 states, "Total Evaluated Price. The total evaluated price will be evaluated as the sum of the proposed prices for CLINs X001thru X013. Option CLIN 6001 Phase-In will not be included in the evaluation of the Total Evaluated Price, but will be evaluated for reasonableness and affordability. An acceptable submission shall demonstrate a progressive de-escalation for efficiencies across each option period. Evaluation of options shall not obligate the government to exercise such options."

Section 6.2.1 “Positions” refers to Computer Security (COMSEC) MPTOs while Section

6.2.3 refers to “Communications Security” with no acronym provided.

Appendix 1, Acronyms lists COMPUSEC as Computer Security and does not list COMSEC. Can the Government please clarify both the COMSEC and COMPUSEC definitions? This clarification is necessary to correctly interpret the Government requirements set forth in Sections 6.1.4, 6.2.1, and 6.2.3.

The PWS was re-written as posted in amendment 0002 for clarification.

Section 6.2.3 Regarding Section 6.2.3, are DSCS/MILSTAR and GBSOC sites the only areas of contractor COMSEC responsibilities as highlighted in Table 6-2?

Additionally, will the Government require two subaccounts, one for each facility, or will a single subaccount be acceptable? Finally, during the Industry Day tour it was indicated that more COMSEC responsibilities would be required from the contractor supporting the SAFB operations. Will the Government please clarify the overall expectation for COMSEC support other than the DSCS/MILSTAR and GBSOC facilities?

Table 6.1 represents requirements for Computer Systems Support, COMSEC and IA.

Will the contactor be required to have personnel assigned to the 50SW COMSEC Vault area?

Yes, the contractor will be required to have personnel assigned to the COMSEC vault IAW PWS paragraph 6.1.4.

Will the Government consider providing the number of FTEs that currently support each PWS area to ensure that offeror responses meet realism standards? Without this information, an incumbent team member will have a significant competitive advantage as they will have first-hand knowledge of current staffing requirements.

No other data will be posted.

Will the Government provide historical staffing levels for the major PWS areas?

No other data will be posted.

Is it possible to obtain a seniority list for the employees covered by the Collective Bargaining Agreement?

No other data will be posted. The union may be able to assist.

Will additional workload data be forthcoming? No other data will be posted.

Based on previously posted questions and answers, will the following information be posted to the bidders library?

Q1 – Quantitative data items listed in question 1 Q2 – Quantitative data regarding material purchases Q7 – SAFB tenant list (PWS appendix?)

Q33 – Equipment list for Corrosion Control (PWS attachment?)

No other data will be posted, except for Q7. A tenant list has been posted to the sources sought notice.

Section L Instructions do not specifically address font requirements for tables. Would you please clarify the font size requirement for tables in the upcoming amendment?

Font size in tables shall be as stated in Section L, para 3.13. The only exception is text embedded in graphics.
