RFI 001 B20 Event Center 20-2005
1. FIRE SPRINKLERS - In regards to the piping from the point of the new underground lead-in flange over to the existing fire sprinkler riser as seen on FP-101. This piping is prior to the backflow and is subject to internal corrosion and should be corrosion resistant per NFPA-24 3.3.4 and 3.3.5. The specs do not address what type of pipe is to be used for this section of piping (±100 ft). UFC 3-600-01 also does not address the pipe type and does not allow galvanized pipe either.
1. Is this section pipe to be designed and installed by the fire sprinkler contractor or plumbing contractor?
CE RESPONSE: Reference SOW 2.1.
1. What type of pipe is required for this section of piping?
CE RESPONSE: Reference SOW 2.1.
CONS RESPONSE: Design within specifications. Provide clarifications/assumptions in proposal.
1. Possibly the existing fire sprinkler riser backflow preventer can be relocated to the point of the new underground lead-in and then standard black steel pipe can be installed and tied into the existing sprinkler riser manifold. Please confirm if this will be acceptable.
CE RESPONSE: Reference drawings, Sheet FP-101, Fire Protection Floor Plan. Also reference SOW 2.1.
1. FIRE SPRINKLERS - FP-101 indicates to provide and install a riser mount air compressor. Per current UFC 3-600-01 Chapter 9 Section 9-7.9.1 Dry pipe systems must utilize “nitrogen generation systems”. Please clarify if the government will require a riser mount air compressor or a nitrogen generator assembly.
a) CE RESPONSE: Nitrogen generation system per UFC 3-600-01 Section 9-7.9 Dry Pipe Systems.
1. FIRE SPRINKLERS - FP-101 Key Note 15 indicates to cut the old supply to within 1” of the floor and grout. Can a blank flange cap be bolted onto the existing flange in lieu of cut & grout?
a) CE RESPONSE: Construct according to the design.
1. PERIOD OF PERFORMANCE – The Solicitation allows 180 Calendar Days for completion of the work after issuance of the Notice to Proceed. We respectfully request 90 Calendar Days of time be allowed prior to the start of the work in the field for submittal processing and administrative work to take place before issuance of the Notice to Proceed. The rationale / justification for this request is that the Contract is likely to be awarded as 2020 heads into the winter months and with submittals required prior to construction much of the work window would be in winter conditions. Please advise if this is acceptable.
a) CE RESPONSE: The intent is to award prior to 30 September. The NTP is anticipated to be issued approximately 90 days After NTP.

Assuming that this would be otherwise code compliant, we presume it would be acceptable to the government?

1. Should the contractor bid the project based on the assumption that the work is tax exempt and that the government will work with…
a) RESPONSE: No. The Government will not provide a tax exemption form or ID. All prices proposed will be the total price.
1. SOW 4.5 references that there shall be no winter exclusion for the project. Assuming an award prior to 9/30/2020, and a 180 calendar day period of performance, that means all site work, concrete, exterior painting would theoretically be performed in the winter. Is the intent that the Contractor should price mitigation for winter weather conditions, or would consistent winter weather making work impossible/less efficient/more costly be a justifiable reason for a time extension?
a) CE RESPONSE: The intent is to award prior to 30 September. The NTP is anticipated to be issued approximately 90 days After NTP.
1. Requirement 2.2 in the Statement of Work requires the EC to “Provide a quick connect service on the exterior, parking lot side of the addition that enables building power supply to portable stage. The band trailer needs 120-240 volts, 50 AMPS, 3 pole/4wire twist lock receptacle. It can be fed from building 20’s electrical room, out of panel PP1. Contractor shall verify load capacity exists prior to incorporating requirement. If no, inform the Contracting Office for a decision. This work is not stated or shown on Electrical Drawing E-102 or the Panel schedule PP1 on Drawing E-602. Please advise if there is capacity in Panel PP1 with the EOR and advise if this work is to be incorporated and performed in this SOW.
9. CE RESPONSE: Please reference SOW 2.2. Contractor shall verify load capacity exists.
1. Drawing E-104 Keynotes 1, 2, 3, 4, 5 & 6 all state locations for LV work.
10. Please confirm that GC is to provide raceways and cabling only and that all equipment (TV’s) are provided by others.
CE RESPONSE: Reference Drawing E-104 for requirements. Materials to be provided by contractor are stated in the notes. TV’s should be provided by others.
10. Note 6 states to route raceways within the existing building. Please confirm all raceways and cabling are to be routed to the existing electrical room 112.
CE RESPONSE: Please reference drawings, Sheet E-106, Overall Building Floor Plan.
1. The panel schedule for Panel PP1 (existing) shows 16 new 20A breakers. Please provide existing panel information (Manufacturer, Type, Etc).
11. CE RESPONSE: Please see below for photos of Panel PP1.

1. Drawing A-101 does not have the wall types tagged. The structural drawings call for an 8” stud wall that is not in the partition schedule on A-800. Please provide wall tags for all of the framed walls.
15. CE RESPONSE: Please review all drawings for design requirements.
1. Please confirm that GC’s are to provide Firm Fixed Price per page 4 of the solicitation and not a labor hour and material breakout that is mention elsewhere.
16. CONS RESPONSE: A Firm Fixed Price will need to be provided AS WELL AS the labor hour and material breakout which is explicitly explained in Section L 7(A) and 7(B).
1. In order to provide the best number possible, we request the proposal due date be extended 1 week after the date the RFI questions are returned answered.
17. CONS RESPONSE: The Proposal Due date has been changed via amendment 001 (21 Sep 20 @0900hrs MDT).
1. Is this project fully tax exempt or are we to carry city sales tax and provide a ST-16 form at job closeout?
18. RESPONSE: No. The Government will not provide a tax exemption form or ID. All prices proposed will be the total price.
1. What is the permitting requirements or fees?
19. CE RESPONSE: Contractor is responsible for all permitting fees, coordination with other contractors (HSQ, Siemens, Honeywell).
