1. BACKGROUND:

1.1. Construct an addition to Building 20, in accordance with the attached drawings and specifications, to create a free-standing open-air, covered, outdoor space that can be used year round to host entertainment activities in conjunction with official gatherings taking place in the current, main facility.

2. REQUIREMENTS:

Contractor shall furnish all labor, equipment, supplies and materials, and perform all operations to construct the addition to the event center, B20 in accordance with the design drawings and specifications attached. Additionally, incorporate the following requirements:

2.1. Fire Protection

The fire protection shall be designed by a Registered Fire Protection Engineer with at least 10 years design experience. Submit qualifications as part of the bid proposal.

2.2. Provide a quick connect service on the exterior, parking lot side of the addition that enables building power supply to portable stage. The band stand trailer needs 120/240 volts, 50 AMPS, 3 pole/4 wire twist lock receptacle. It can be fed from building 20’s electrical room, out of panel PP1. Contractor shall verify load capacity exists prior to incorporating requirement. If not, inform the Contracting Officer for a decision.

2.3. Dust Control: Install temporary dust barrier in the location between existing building and new construction where removal of window, sill, and wall will take place. This barrier is to allow existing facility to be utilized during construction.

2.4. Determine the need for cathodic protection in accordance with UFC 3-570-01. If required, design and construct cathodic protection system in accordance with UFC 3-

570-01.

2.5. Any reference to Colorado Springs Utilities oversight or inspection is not in scope.

3. BASIC SCOPE OF WORK

3.1. The Contractor shall provide all labor, materials, equipment, transportation, and supervision to perform all work associated with this project. This includes the requirements identified in paragraph 2 above and the requirements listed below.

3.2. In addition to the specifications that form the design package, the following specifications apply to this project.

a) Specifications GLEN 20-2005, specification Section 00 3100 Available Project

Information and Specification Section 01 3300 para 2.02 (O) Submittal Procedures shall not be used.

b) Section 01 00 04: SAFB Requirements

d) Section 01 55 04: Security Requirements for Schriever Air Force base and requirements identified in the SOW below supersede any requirements in the 100%

Design Specifications.

e) Section 01 57 20.00 10.03: Environmental Protection Schriever AFB compliments any and all environmental requirements in the 100% Design Specifications (Section 3.2.a).

3.3. Contractor shall comply with applicable Unified Facilities Criteria, (UFC)

4. PERIOD OF PERFORMANCE:

4.1. All work shall be completed within 180 calendar days of the issuance of Notice to

Proceed.

4.2. Normal operating hours are weekdays, 7:00 am to 5:00 pm. The Contractor must arrange and obtain approval from the Contracting Officer (CO) to schedule work and facility access outside these hours.

4.3. Traffic control measures and phasing shall allow for continuous access to all facilities and parking lots.

4.4. Contractor shall not work during any federal holidays without approval from the CO.

4.5. Winter exclusions shall not be included in the performance period. Expectation is the shell of the building is up so that during winter all work is interior. Requests to alter these time limits shall be submitted to the Contracting Officer at least (10) working days in advance of the requested date.

4.6. Legal Holidays

a) The Government only recognized the following legal holidays, established by federal statute:

i) New Year’s Day, 1 January

ii) Martin Luther King Day, third Monday in January

iii) President’s Day, third Monday in February

iv) Memorial Day, last Monday in May

v) Independence Day, 4 July

vi) Labor Day, first Monday in September

vii) Columbus Day, second Monday in October

viii) Veteran’s Day, 11 November

ix) Thanksgiving Day, fourth Thursday in November

x) Christmas Day, 25 December

4.7. Weather Days

a) The following schedule of monthly-anticipated adverse weather delays is based on

National Oceanic and Atmospheric Administration (NOAA) or similar data for

Schriever AFB and will constitute the base line for monthly weather time evaluations.

The contractor's progress schedule must reflect these anticipated adverse weather delays in all-weather dependent task order activities.

5 GENERAL:

5.1 Work Clearance Request: The Contractor shall provide, valid maps clearly showing the location of areas needing work clearance and/or any infrastructure (road, utility lines, etc.,) that will need to be closed prior to work clearance being processed by 50 CES.

Need by dates shall be submitted to the CES Project Manager 15 days before work may begin. If work is not completed within 90 days of the clearance approval a new request must be submitted. Initial making will be performed by government personnel. Once a permit is approved, the requestor/excavator will be required to maintain the utility markings until the work has been completed. Makings will be made using water-based paint. The permit will be invalid if the lines are no longer clearly marked in the area where work is being performed. A new permit will need to be submitted and approved before any further work is completed. For extended excavations, the contractor shall cut grass and trim around fences within the construction and storage sites to maintain a maximum height of four inches. A copy of the approved permit must be on site at all times while excavation is occurring.

5.1.1 When excavating, personnel will hand dig within two feet of either side (four feet diameter total) of any marked utility line. If the utility is not found after hand excavation, the excavator will contact the appropriate 50 CES / 50 SCS (Comm) representative for a more precise location by calling CE customer Service at 567-2300.

If the utility still cannot be found with the assistance of the CE/Comm representative, the excavation may proceed with caution in the area. Exceptions where power tools can be used are: (1) to remove existing pavement or floor surface if it has been determined that no utilities are in the pavement or floor or (2) to break the surface of the soil.

5.1.2 Should any of the coordination points indicate additional utility lines or structures to those already shown on the drawings, by sketch on the Contractor’s drawing or by field location marking, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area. Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition.

5.1.3 If any utility is damaged, the excavator must immediately notify their project manager and CE Customer Service (567-2300) with the following information: (1) exact location, (2) type of utility damaged, (3) extent of damage, (4) name and phone number where personnel may be reached.

5.1.4 The excavator shall be held liable for any damage to utilities within the marked areas by construction equipment or materials, to include the cost of labor and materials for emergency responses.

5.1.5 Upon completion of the excavation project, the contractor shall remove all flags, stakes, and construction material for that project. Excavator will return the site to its original condition, remove all rocks, gravel, construction debris, or excess soil. Excavator will clean the site and lay seed as determined by the approving authority on the work clearance request.

5.1.6 Maps showing any new utility lines placed during excavation (if applicable) must be provided to 50 CES/CEN Geobase personnel at the completion of work.

5.1.7 Work during Utility Outages: The contractor shall have contingency plans for continuing work during utility outages caused by the contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made by the contractor.

5.1.8 Traffic Control: The contractor is responsible for establishing a traffic control plan in accordance with Manual on Uniform Traffic Control Devices (MUTCD) and approved by 50 CES. Traffic control is the sole responsibility of the contractor. Traffic control plan shall be reviewed and approved by the government.

5.2 Fire Hydrants: The contractor shall coordinate with the Government Inspector prior to making any fire hydrant connections. A backflow preventer is required to be installed by contractor whenever a hydrant is used to supply water for construction site use.

5.3 Hot Work Permit: The contractor shall obtain hot work permits AF Form 592 prior to conducting any type of hot work or work that may emit sparks such as cutting metal, welding, etc. Permits are required before work may be commenced. It is the contractor's duty to timely obtain such permits.

5.4 Fill Material: Excess fill materials, including rock, gravel, broken concrete or asphalt, etc. shall be removed from the installation and disposed of in accordance with applicable state and local regulations, or as directed by the CO. Excess fill shall not be disposed of in any 100-year floodplain as regulated by County Land Use Department. Additional fill material shall be imported and delivered to the site from off the base grounds as a necessary part of the work. Material composition shall be subject to the requirements of

UFGS 31 23 00, Excavation and Fill.

5.5 Meetings: Time and place of meetings shall be determined by the CO.

Kick-off Meeting: Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, request for proposal and TO procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, environment protection, and fire prevention briefings. The Contractor shall submit meeting minutes to the CO and CM.

The following contract requirements and procedures will be discussed during the

Pre-Construction Conference, but are not limited to:

1. Project Schedule

3. Quality Control Plan

4. Accident Prevention Plan

5. Environment Protection Plan

6. Contractor Submittals

7. Contractor Storage/Laydown Yard

8. Utility Outages

9. Government Furnished Information and Materials

Concerns

12. As-Built Drawings and O&M Manuals

a) The meeting orients the Contractor on Government procedures, contractual lines of authority, and administrative/construction matters. If the magnitude of the project

warrants, the preconstruction conference may be held in two parts. The first part of the conference in this case will cover the SAFB operating conditions, the base personnel’s specific concerns, and the Restricted Area Security Requirements and the second component will cover local administrative features between the Government agencies and the Contractor.

b) The agenda of this conference will cover introductions, safety, design briefings (as applicable), user coordination, defense materials system, environmental protection, administrative/technical requirements, Government and Contractor organizations, anticipated critical items, access and security, and potential problem areas. The

Contractor Quality Control (CQC) system, Health and Safety plan and Environmental

Protection plan are typically discussed in separate meetings.

c) The Contractor shall prepare detailed minutes of the meeting to include items discussed. The original minutes are forwarded to the CO and CM for review with formal written concurrence typically requested within 5 business days. The CO, CM and Contractor sign final minutes of the Pre-construction Conference and the original is sent to the CO and CM.

5.5.1 Pre-Construction Site Survey

The Contractor, prior to the start of any on site construction activities, shall conduct a condition survey with the CO and CM, after which the Contractor shall note the condition of any structural damage that may exist immediately within or adjacent to work site.

5.5.2 Progress Meetings

Bi-weekly progress meetings shall be held. The contractor shall provide the weekly project schedule updates prior to the bi-weekly progress meeting for discussion.

These meetings will cover the progress made in the past period and will include any pertinent issues which could affect future contract progress. The Contractor will be responsible for providing Progress Meeting Minutes within 2 business days of conclusion of the meeting.

The following items shall be covered in the meeting minutes, but are not limited to:

a. Meeting Attendees and Contact Information

b. Project Percent Complete (Actual and Scheduled)

c. Schedule Impacts/Deviations

d. Two Week Look Ahead

e. Material Submittals and Status

f. RFI’s and Status

g. Resolution of Existing Issues

5.6 Pre-Final Inspection:

The Contractor shall submit a draft DD Form 1354, Transfer and Acceptance of Real

Property, shall be submitted 5 calendars prior to pre-final inspection to the Contracting

Officer for review.

5.7 Final Inspection:

At the final inspection, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the Contracting Officer.

5.8 Final acceptance:

Upon successful final testing in presence of the CO and CM, final electronic copies of “as-built” drawings submitted to CO, and approved site clean up, the contractors work will be complete.

6 WARRANTY

6.1 The warranty period shall commence no sooner than completion and receipt of all documentation. All hardware shall be warranted for the duration of the Original

Equipment Manufacturer (OEM) s’ warranty and installation warranty.

6.2 This warranty period shall cover One (1) year warranty of labor and material. Warranty shall include procurement, installation, reinstallation, replace, and repair and cover all project components to include all new equipment, associated components, power and system controls, software, firmware, coding, training, service certification and licensing upgrades (See FAR Clause 52.246-21).

6.3 The Contractor shall warrant to the government all parts, components and devices comprising the working system upgrade for one (1) calendar year, beginning on the date of acceptance by the government.

6.4 During this warranty period, no cost shall accrue to the government for any discovered needed repairs or replacement of any components in the system, (including labor, parts acquisition, stocking charges, transportation or service calls), including components found to be damaged due to this work.

7 SUBMITTALS:

In accordance with the AF Form 66 developed for this project.

7.1 Required Submittals: The contractor shall provide all materials, equipment, action, and information submittals required by the Government for approval prior to the start of work, as listed in the submittal register, or attachments to this Statement of Work.

7.2 As-Built Drawings: See section 8 for As-built drawing requirements

7.2.1 The as-built drawings shall be submitted to the government in three parts:

a) CD or DVD with PDF of files - 2 Copies

b) CD or DVD with all CADD drawing files - 2 Copies

7.2.2 PDF and CADD files may be on the same disk

7.2.3 All drawings must contain a proper title block with all project information, and final date for as-builts must be noted on each drawing.

7.2.4 The Contractor is required to maintain the digital drawings to Final As-built completion for turn in back to CES.

7.2.5 When contractor is given only a hard copy for which to build as-builts the Contractor is still required to furnish a digital version of final as-built.

8 GEOGRAPHIC INFORMATION SYSTEM (GIS) DATA:

8.1 As-built drawings are required prior to end of Period of Performance. Drawings must conform to below CAD formatting.

8.2 Civil Drawings: All CIVIL drawing data will comply with the AEC CAD Standard Release

6.0 currently being used by Schriever AFB, Civil Engineer Squadron. These standards can be found at the website https://cadbimcenter.erdc.dren.mil/. All as-built drawing shall be delivered on a CDROM/DVD in both *.PDF and *.DWG format. All sheets should be converted to PDF by their discipline. All DWG files should be projected to both NAD 1983

State Plane Colorado Central FIPS 0502 US Feet and Geographic Coordinate System WGS

84 Zone 13. Duplication of this data in both coordinate systems assures compliance with both DOD and State standards. All civil drawings shall clearly indicate survey site control monuments for basis of bearings and distance.

8.3 The *.DWG file delivered shall be created using AutoCAD Map 3D 2017. Accuracy level of data provided shall be +/- .02 feet. All Civil drawings shall reflect mean combination ground to grid factor, be printed upon any calculation sheets anytime ground (modified)

State Plane Coordinates are used, and be noted in the bearing source statement. Digital media must have an external label listing the name of the project and contract number and the words “As-Built Record Set”. The *.DWG’s shall be bound and have no external references. When opened the *.DWG’s shall be seen exactly as they should be plotted.

Include any symbol libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc. necessary for a complete project. Compress, reduce, and/or purge all files using the appropriate utilities. All *.CTB and *.PC3 files shall be supplied if used on the project.

8.4 Architectural/Mechanical/Electrical/Plumbing/Structural Drawings

8.4.1 As-built drawings shall conform to AEC CAD Standard Release 6.0 currently being used by Schriever AFB, Civil Engineer Squadron. These standards can be found at the website https://cadbimcenter.erdc.dren.mil/. The Industry Standard model file and sheet naming conventions, consisting of a Discipline/Code Designator, Drawing Type Code, Sheet

Type Code/Designator, and Sheet Sequence Identifier shall be used for all submissions https://cadbimcenter.erdc.dren.mil/ https://cadbimcenter.erdc.dren.mil/

– diagrams of this naming convention can be found in the AEC CAD Standards. Where layers are not specified, the National CAD Standard will be used. All submittals will include any standard sheets (abbreviations, symbols, fonts, etc.) necessary for a complete project. Architectural units will be used for all drawings (within five (5) feet of the structure extents). Acceptable drawing scales depend on the type of drawing and size of area the drawing encompasses – a detailed description of which drawing scale to select can be found in the current AEC CAD Standards.

8.5 Title Blocks shall have the GLEN number and/or contract number on all sheets. “RECORD

DRAWING” shall be added below the title block on all sheets. The Government will provide the Contractor with an existing facility CAD file using our standard Title Block template. The contractor is to use this file to develop all their as-built drawings and will provide back to the Government a complete updated facility CAD file reflecting all new construction. The contractor will return AutoCAD .DWG files regardless of what they received as Bid documents or Existing documents. All As-Builts are to be returned back to the Government as an AutoCAD .DWG product.

8.6 Contractor Shop Drawings shall be incorporated into the As-Built Drawings. Contract drawings will not be used to prepare shop drawings. Design plans prepared by the

Contractor shall include the designer’s name on the As-Built Drawings.

8.7 All CAD documents submitted to government for as-builts will be brought up to AEC CAD

Standards within the project limits of construction project. Any new lines, polygons, hatching, text, dimensions, line styles, dim styles, etc. drafted by the contractor on the existing CAD file shall be drawn in the most current AEC CAD Standard being used by

Schriever AFB, Civil Engineer Squadron, regardless of CAD file given.

9 SECURITY REQUIREMENTS:

Contractor personnel performing work under this contract must be able to document appropriate vehicle registration and insurance, as well as driver identification at time of the proposal submission, and must maintain the level of security required for the life of the contract. The contractor shall maintain vehicle registration, insurance, and driver certifications for the duration of the contract.

Contractor is required to provide identification badges for their employees. All Contractor personnel shall wear these badges while on Schriever Air Force Base (SAFB). Badges are required to identify the individual, company name, and be clearly and distinctly marked as

Contractor. These are not substitutes for visitor, temporary or any other SAFB generated badges.

9.1 The contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The contractor shall be responsible for security of his work areas in cooperation with applicable base agencies.

9.2 The contractor shall appoint, in writing to the Government, a Security Representative to arrange all needed security support for this Statement of Work (SOW). The contractor shall

arrange all needed security support for this project. Contractor shall coordinate security matters with the 50 Civil Engineer Squadron (50 CES) and other base agencies, as needed.

Assistance from the 50 CES Security Manager and 50 Security Forces Squadron (SFS) personnel will be provided to the contractor’s Security Officer.

9.3 The contractor shall request, obtain and properly use vehicle passes for all vehicles used in the performance of this contract, in accordance with AFI 31-218, Air Force Motor Vehicle

Traffic Supervision.

9.4 The contractor shall provide an Employee Access List (EAL) to the Contracting Officer and

50 CES Security Manager by the second workday of each month or as requested. The EAL shall be maintained current and correct at all times and shall include the name of each employee and their restricted/controlled area badge number, and vehicle listing with description. The EAL shall be on company stationery and signed by the contractor’s Security

Officer or an Officer of the Company.

9.5 50 SFS personnel & Warfare Center Det 1 will verify the identity and entry authorization of each contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SAFB.

9.6 All costs incurred by the contractor associated with security requirements (with exception of the NAC investigations) including submission of necessary security investigation paperwork, routine entry/exit delays, and operational delays due to contingencies or exercises, are to be anticipated by the contractor and shall be included in the price of the contract. Base exercises are estimated to occur approximately 15 workdays per year; however, during contingencies and exercises the contractor’s work will normally be rescheduled.

9.7 The contractor shall obtain all necessary cards, passes, buttons, decals, or other items required for access to the area or areas in which work will be performed. The contractor shall apply for all vehicle and individual identification media at the SAFB Security Forces

Squadron; Visitor Control Center, Building 15. All personnel operating a vehicle on SAFB shall obtain a vehicle registration pass. The contractor shall provide proper state registration, proof of insurance, valid driver’s license and proof of vehicle emissions testing in order to register the vehicle and drive on base. Upon completion or termination of the contract or an individual’s employment on the job, the contractor shall immediately retrieve the identification media issued above and surrender it to the Security Forces, SAFB Visitor

Control Center, and Building 15.

9.8 On average, approximately 15 times per year, for four hours in duration, small portions of the installation will be closed to non-essential personnel due to disaster, emergency and contingency responses or exercises. This does not relieve the contractor from responsibilities of performing work in a timely manner, except when the base is closed by the Wing

Commander for weather.

9.9 The contractor shall be responsible for safeguarding all Government property. At the close of each workday, Government facilities, equipment and materials shall be secured.
