Questions for Solicitation FA2543-19-R-A-001; ISWM at Buckley AFB:

1. We would like to send in multiple CPARS to fulfill the past performance requirement, instead of the Past Performance Questionnaires (PPQ) included in the Solicitation. As you know, this is an extremely busy time for all contracting offices, and we don’t want to burden them with a PPQ request, if it can be avoided. Will CPARS be accepted in place of completed PPQ submissions? The Government would like the PPQ completed. If you experience any push back from an Agency’s Contracting Office in regards to completing the PPQ, please contact Mr. Milan Woodard (milan.woodard@us.af.mil) and SSgt Zacarias Sena (zacarias.sena.1@us.af.mil) and we will work with their office to obtain the PPQ document.

2. Section 1.6.2. “Monthly Pricing Standards” references Appendix G. We did not find Appendix G in the Solicitation package. Can you please provide a copy of Appendix G? Please see updated PWS with attachment, Appendix G.

3. Section 1.6.1 of the PWS requires a “Cost Per Service List”. However, the following 3 items from section 1.6.1 of the PWS are not included in the pricing schedule. Will the pricing pages be updated to include these 3 items in each of the contract periods? The 8CY and 30 CY Recycle Special Event need to be removed from the PWS. This was previous removed from the IGE and was an oversight by the COR.

The 30CY compactor on Call is for B1, Exchange and Commissary (CLIN 0102 and 0201)

4. On the pricing schedule, CLIN 0801indicates a 4-yard container for Med Group. However, Table A2 from the PWS shows a 6-yard container for the line item identified for CLIN 0801. What size container should be provided to the Pharmacy? A 4-yard or 6-yard? 6 CY, Please see attachment, Appendix G.

Solicitation should read 6 CY.

5. On the pricing schedule, CLIN 0701indicates a 4-yard container for ENVISION. However, Table A2 from the PWS shows a 6-yard container for the line item identified for CLIN 0701. What size container should be provided to ENVISION? A 4-yard or 6-yard? 6 CY, Please see attachment, Appendix G.

Solicitation should read 6 CY.

6. Historical Frequencies for 4-yard On-Call containers to be included in CLIN 0006 indicate the number of pickups in the year. Can you please identify which months of the year the following containers require service? This is an On-call CLIN. Customers will call when dumpster is full. We allocated 1 per month, but depending on the time of year, training schedule, etc. this may or may not constitute 1 pickup per month.

a) Baseball Fields, 1-4yd-12 pickups per year

b) Camp Rattlesnake, 1-4yd-12 pickups per year

c) Miss Gate, 1-4yd-12 pickups per year

d) Fire Training, 1-4yd-12 pickups per year

7. On the pricing schedule, CLIN 0110 does not have a service listed on Table A2 of the PWS. Is this a new requirement for an Open Top 30-yard container that is not currently in place at Buckley AFB? No.

Is it one 30-yard Open Top container picked up an average of 24 times per year? Yes. Please see B1301 in Table A2. Please see line below on Table A2. This is a shared dumpster with the Navy (CLIN 0901).

Shared dumpster: 30.88% of cost goes to Marines (CLIN 0110), 69.12% of cost goes to Navy (CLIN 0901).

8. Can you please provide the historical weight for the last 12 months, per pickup, for the 30-yard Open Top Trash Container shared between Navy and Marines that is listed in CLIN 0110?

9. Can you please provide the historical weight for the last 12 months, per pickup, for the 30-yard Open Top Trash Container shared between Navy and Marines that is listed in CLIN 0901? Please see question number 8 as this is a shared dumpster.

10. The PWS calls for a total of four 3-yard containers. May the Contractor utilize 4-yard containers in place of these four 3-yard containers, and maintain the same schedule as shown in Table A2 for the two sites currently utilizing 3-yard containers (Bldg. 316 & Bldg. 1030)? That is fine and we can MOD the PWS. I am only aware of (3) 3CY on BAFB. B316, B1030 and the Animal Carcass container.

11. Can you please provide the historical weight for the last 12 months, per pickup, for the 30-yard Open Top Trash Container for Bldg. 830 listed in CLIN 0404?

12. In Table A2, Bldg. 1120, Freight Transfer Facility shows 1-8yd container to be priced under CLIN 0120. However, the pricing schedule has no CLIN 0120. Can the pricing schedule please be updated to include this CLIN? Please see Table A2 B1120, pg. 23 and pg. 3 of the Solicitation.

13. Can you please provide the historical weight for the last 12 months, per pickup, for the 30-yard Open Top Trash Container for Bldg. 1628 listed in CLIN 0303?

14. For CLIN 0009, can you please confirm this 30-yard Open Top Special Event container is for Trash?

This is for trash. This is an on-call CLIN for when entities on the base need a 30CY.

15. CLIN 0010 requests a price for 20 pulls of a 30-yard Open Top Trash container; however, this container is not included on Table A2. Is this a new requirement at Buckley AFB? Where will this container be placed? This is not a new requirement. This is a shared dumpster. Please reference Table A2, B1007. Shared dumpster: 29.98% of cost goes to 460 SW (CLIN 0010), 68.38% of cost goes to COARNG (CLIN 0503), 1.64% of cost goes to USACE (CLIN 0601).

16. Can you please provide the historical weight for the last 12 months, per pickup, for the 30-yard Open Top Trash Container for Bldg. 1007 listed in CLIN 0503?

17. On the pricing schedule, CLIN 0120 does not have a service listed on Table A2 of the PWS. Is this a new requirement for an 8-yard container that is not currently in place at Buckley AFB? No, there is currently (1) 8CY at this facility.

Is it one 8-yard container? Yes. Requirement is for (1) 8CY

What is the frequency of pickups for this 8-yard at FTF? 52 pickups per year.

Please See table A2, pg. 23, B1120. It is shows CLIN 0120, (1) 8CY, 52 pickups a year. Also, CLIN 0120 is the last CLIN for each option year per the pricing schedule.

18. On the pricing schedule, CLIN 0601 does not have a service listed on Table A2 of the PWS. Is this a new requirement for an Open Top 30-yard Container that is not currently in place at Buckley AFB? No.

Is it one 30-yard Open Top container picked up an average of 20 times per year? This is not a new requirement. This is a shared dumpster. Please reference Table A2, B1007. 22. Can you please confirm that both compactors are to be 30-yard self-contained compactors, as described in Appendix E? Both Compacter are self-contained compacters as described in Appendix E.

23. Can you please provide the historical weight for the last 12 months, per pickup, for the 30-yard Compactor located at Bldg. 1-Base Exchange that is listed in CLIN 0102?

26. Please confirm that security requirements at Buckley AFB require all solid waste collection trucks entering the facility to be empty. Trucks shall be empty prior to coming on the installation to meet AT/FP requirements and to ensure proper weights from MSW/ recycling from BAFB.

27. Is there a truck scale on the Buckley AFB that can be used to weigh the trucks used to service the smaller commercial containers (8-yards or less) in order to determine the weight of collected MSW and recyclables? (See Section 1.1.10 of the PWS, Vehicle Weighing). There is no scale on BAFB for contractor use. Current sub-contractor weighs trash offsite.

28. If there is no scale on the Buckley AFB that can be used to weigh the trucks used to service the smaller commercial containers of 8-yards or less, can the weight of MSW and commingles recyclables collected from the smaller commercial containers be estimated based on an average weight per yard applied to the fill level of the containers? Apply local industry standard calculations. Per the current contract, the process to weigh roll offs that go out is a truck goes across the scale with the full container and is weighed, then goes and dumps the container and goes back to the scale to be weighed again. That give you the tare weight which is the weight of the contents of the container. The process for front load (smaller containers) is the truck comes in empty, goes to the disposal site, weighs in and then dumps the load and then weighs empty for the tare weight.

Requiring partially filled commercial collection trucks to drive to an off-base certified scale before they can service other customers, will add cost to this contract, not only in driver time and fuel consumption, but will also, unnecessarily, increase exhaust emissions. MSW and Recycle should be weight separately from off base trash. Currently, I have not heard an issue of trucks being partially full leaving the installation. Recently, there has been an issue with scheduled pickup days being swapped around to maximize the load and to ensure receptacle are picked up per their frequency. For example, the recycle guy is picking up some receptacles on Thursday instead of Tuesday because based on their schedule his truck gets filled quickly with certain receptacle he is picking up on Tuesday. This has allowed him to meet the frequency for the receptacle for the week and the truck is not partially filled.

29. If trucks are required to enter the Buckley AFB empty, will the COR allow service for the smaller commercial containers (8-yard or smaller) to begin as early as 3:00 am or 4:00 am? No, per the 460th SFS Security Forces/Physical Security office, the earliest Commercial Trucks can go through the search pit is 0500. Trucks shall be emptied to meet AT/FP requirements and to ensure proper weights from MSW/ recycling from BAFB. Please note a COR will not necessary be available outside the hours specified in the PWS.

30. Currently, what is the earliest time that commercial collection trucks are allowed to enter Buckley AFB and begin service? Per the 460th SFS Security Forces/Physical Security office, the earliest Commercial Trucks can go through the search pit is 0500.

31. Is the Prime utilizing any subcontractors? Yes.

32. Who is the current contract holder and what is the contract number? NEIE Medical Waste, LLC, FA2543-18-C-0004.
