3 ORGANIZATIONAL ROLES AND RESPONSIBILITIES

The duties and responsibilities of all organizations and personnel involved in solid waste management, or those otherwise involved in the implementation of the SWMP, are outlined below.

3.1 Commander, 821 ABG/CC

The Installation Commander has the overall responsibility for the revision and coordination of solid waste management at Thule AB. The responsibility is implemented through the base Environmental Protection Committee (EPC), of which the Installation Commander is the chairperson.

3.2 Danish Liaison Officer, DLO

The Danish Liaison Officer serves as the official representative of Denmark and the Greenland Home Rule at Thule AB in environmental issues.

3.3 Environmental Engineering, GC/EE

It is the responsibility of GC/EE to review and update the SWMP annually. The plan must be coordinated with relevant organizations prior to final approval by the Installation Commander.

3.4 CE Operations & Maintenance, GC/CEOM

The Chief of CE Operations & Maintenance has the overall responsibility for collection, transportation, and disposal of solid waste at Thule AB.

The Supervisor of Pavements & Grounds, GC/OMPG, is responsible for the daily management of the sanitary landfill, and must ensure that the operator assigned to the dump truck performs all assigned duties in compliance with applicable publications, to include safety and good sanitary practices. Personnel collecting solid waste storage containers (dumpsters) are responsible for inspecting the contents. If items are improperly disposed of, the Pavements & Grounds Supervisor must be notified immediately. The operator of the dump truck will immediately clean up any waste caused by the operator’s operations.

3.5 DRMO, GC/LGDRM

Defense Reutilization & Marketing Office (DRMO) is responsible for proper disposal of batteries, toner cartridges, toner and developer, scrap metal, paint cans, rags and other unwanted wastes.

For waste minimization and recycling purposes, household batteries must be collected once a year from the battery disposal units placed throughout Thule AB. The batteries must be sorted prior to disposal.

The DRMO will keep a record of all recyclable materials, which are sent out through the DRMO.

3.6 CE O & M/Utilities & Facilities Maintenance, GC/OMUFM

Utilities will keep a record of used oil burned for energy recovery at the K-Plant. The record is kept for quarterly metrics reported to AFSPC.

3.7 General Personnel

All personnel at Thule AB contribute to the generation of solid waste. It is the responsibility of each person to ensure that general household waste and garbage is disposed of in the solid waste dumpsters. Information on proper solid waste disposal is provided via information slides, in both Danish and English, on the local TV information channels. Signs with disposal guidelines are posted on every solid waste dumpster.

Thule Air Base, Greenland 8/23 Final - 01 July 2010

4 SOLID WASTE STREAMS

Solid wastes, other than household waste, are produced base-wide. The types and proper dis-posal methods is stated for each group.

At Thule AB the storage dumpsters for solid waste are leakproof, waterproof and verminproof.

The solid waste dumpsters are stored on a firm, level, well-drained surface. The dumpsters are placed in proximity of the dorms and shops for easy accessibility for users and waste collectors.

It is not permitted to park vehicles in a fashion that restrict waste collector access to the container.

Dumpster currently in use at TAB

All newcomers attend a briefing that states what should be done with the various types of waste.

When new personnel or third party companies arrive at TAB they are invited to a newcomer briefing presenting all environmental plans, including the requirements regarding deposal of waste. It is compulsory for all personnel and guests to TAB to follow the guidelines of the environmental plans.

4.1 Batteries

At Thule AB, a battery collection system for base personnel has been established. Battery disposal units are placed at the following locations:

GC Post Office, Bldg. #252 Greenland TelePost, Bldg. #101 North Star Inn, Bldg. #100 American Post Office (APO), Bldg. #211 Base Exchange (BX), Bldg. #251

The units consist of only one box for all types of household batteries, and they are marked "Battery Disposal" to make the box visible. GC/EE and the DRMO are responsible for the battery units. If collection boxes need emptying, the DRMO can be contacted at ext. 2785.

Dry batteries must be collected in the individual shops and turned in to the DRMO for sorting and proper disposal. Batteries, which cannot be recycled, will be managed in accordance with the

HWMP, CDRL CEV-15B.

4.2 Toner Cartridges, Toner and Developer

Toner cartridges for printers are generally reusable and returned to the USA for recycling via the APO. The used toner cartridges must be packed in the original packaging. A self-adhesive shipping label is included in the original package. This shipping label is placed on the outside of

Thule Air Base, Greenland 9/23 Final - 01 July 2010 the box. The cartridges (accumulated in packs of 10) are then turned in to the American Post Office (APO), Bldg. #211.

Surplus powder toners from photocopiers were analytically tested for hazardous characteristics and were found non-hazardous. The powder can therefore be disposed of at the landfill.

Developer is turned in through DRMO.

4.3 Scrap Metal

All copper cable/wires must be collected and turned in to the local DRMO. The cables/wires are sent out for recycling. Other scrap metal is not recycled due to financial restrictions (Appendix 3).

4.4 Filters

Air filters: Filters from all ventilation systems are disposed of at the sanitary landfill. The filter from the paint booth in Vehicle Maintenance, Bldg. #580, contains elevated levels of toxic metal and is treated as a hazardous waste stream.

Fuel and oil filters: Fuel and oil filters are drained and crushed in a designated crusher and then collected in lined drums and turned in through DRMO. The drained fuel and oil is burned at K-plant for energy recovery.

4.5 Liquid Wastes

Glycol waste: Glycol waste is recycled at the generator. When glycol waste is too old to be reused, the waste is disposed of via the DRMO as non-HW.

Antifreeze: Antifreeze waste is accumulated and disposed of via the DRMO as non-HW.

Paint: The majority of the paint at Thule AB is water based paint or latex paint. Excess paint is accumulated and disposed of via the DRMO as non-HW.

POL: Used oil and other petroleum, oil and lubricating (POL) products may be used for energy recovery if it fulfils the requirements of the HWMP, CDRL CEV-15B. Otherwise the waste must be disposed of as hazardous waste. At Thule AB, used oil is burned at the K-plant.

4.6 Paint Cans

Empty paint cans (aerosols) must be punctured and dried before they are disposed at the sanitary landfill.

4.7 Rags

Rags and other types of material used for cleaning, e.g., parts containing non-hazardous materials, can be disposed of at the sanitary landfill. Rags and other types of cleaning material containing hazardous materials must be disposed of according to the HWMP, CEV-15B. In 2009, a management practice was suggested by the external ESOHCAMP team to launder oily rags. However, collection and laundry of the rags has been found to have a cost impact not covered by the BMC.

4.8 Sweeping Compound (Absorbant)

Sweeping compound can be disposed of at the sanitary landfill except if it was used with a hazardous material (HM). In this case, it must be disposed of as HW.

4.9 Building Debris

Building debris from construction and demolition projects at Thule AB can be disposed of at the sanitary landfill, if hazardous material/waste and other regulated waste according to this plan

Thule Air Base, Greenland 10/23 Final - 01 July 2010 and other Thule AB plans and programs have been removed. However, a recycling assessment must be performed for each major demolition project to evaluate whether recycling is feasible.

It is the responsibility of the operational personnel that HW material is not discharged into the landfill such as construction lead and asbestos.

Some types of iron material from building debris from construction and demolition projects at Thule AB are stored at a specific scrap-yard and await the possibility of sale.

4.10 Special generated waste

4.10.1 UXO areas

In 2003 The United States Air Force (USAF) contracted with a private contractor to perform a preliminary unexploded ordinance (UXO) site investigation at Thule AB. The contract included visual sweeps of off-base areas where UXO had previously been found, delineation of other UXO source areas, and mapping of located UXO items.

The area below the sanitary landfill in the direction of Fox Canyon is a known UXO area. Signs are posted to warn landfill workers.

4.10.2 Arctic Foxes

Arctic foxes at the Thule Defense Area have the potential to carry rabies. The Danish Police Inspector (DPI) will shoot any fox found to be exhibiting abnormal behavior, a symptom of rabies. The dead fox shall be enclosed in bio hazardous waste bags provided at the Base Hospital and accumulated in a drum provided by GC/EE, before the drum is buried at the sanitary landfill by GC/OMPG.

4.10.3 Medical Waste

The medical waste is managed by sterilization prior to disposal. Medical waste, including sharps, is stored in bags with the biohazard symbol, and then placed in a refrigeration unit in a locked room. When an adequate volume has accumulated, it is sterilized in a steam sterilization unit.

Sterilized medical waste is transported to the landfill for disposal. Unsterilized medical waste is not accepted at the landfill. Personnel at the base clinic will immediately dispose of sterilized waste in a special container at the base clinic. This avoids accidentialy having non-sterilized waste disposed at the landfill.

Empty epinephrine vials are considered sharp objects and must be treated as medical waste IAW the Base Clinic procedures.

Thule Air Base, Greenland 11/23 Final - 01 July 2010

5 UNACCEPTABLE WASTE

Unacceptable waste, such as hazardous waste (regulated and non-regulated), infectious medical waste, polychlorinated biphenyl (PCB) waste, asbestos waste, radioactive materials and waste determined unsuitable for the landfill (e.g., wastes incorporated as serviceable materials, rolling stocks scrap) must not be disposed of at the landfill.

Landfill operational staff receives appropriate training to identify and dispose of unacceptable waste.

5.1 Hazardous Waste

All hazardous waste must be disposed of according to the Hazardous Waste Management Plan, CDRL CEV-15B. The hazardous waste is shipped off base for proper disposal.

The Waste identification process is shown in the flowchart below – Solid Waste versus Hazardous Waste:

Figur 1: Flowchart of HW identification guidelines

5.2 Infectious Medical Waste

The Final Governing Standard (FGS), Chapter 8, requires that infectious medical waste is incinerated, but Thule AB does not have an incinerator. Stored blood and pathological waste is therefore shipped to the U.S. for incineration at the Andrews AFB Clinic.

Thule Air Base, Greenland 12/23 Final - 01 July 2010

5.3 Polychlorinated Biphenyl (PCB)

Any PCB containing items must be correctly marked in both English and Danish.

Ballasts are removed from service during maintenance. Ballasts containing or suspected to contain PCB are collected and accumulated in Hazardous Waste Accumulation Points (HWAPs), and turned in as hazardous waste through the DRMO according to the HWMP, CDRL CEV-15B.

There is no longer any known PCB containing transformers in service at Thule AB. If unmarked transformers are located it will be determined if they will be treated IAW the PCB Replacement Plan, CDRL CEV-12.

5.4 Asbestos Waste

Asbestos Containing Material (ACM) is disposed of at the asbestos landfill located behind South Mountain. The Asbestos Management Plan, CDRL CEV-15A provides instructions for proper disposal.

5.5 Waste Unsuitable for the Sanitary Landfill

Waste unsuitable for the sanitary landfill includes hazardous, asbestos and PCB waste as mentioned above. Furthermore regulated waste (non-hazardous POL products unsuited for incineration, glycol, water-based paint etc), serviceable materials (e.g. functional TV sets), radioactive materials, rolling stocks scrap and electronic parts are disposed of via the DRMO.

Items such as refrigerators will be drained for refrigerant by GC/CEOM prior to disposal.

Facilities will be surveyed for all these materials prior to demolition.

Thule Air Base, Greenland 13/23 Final - 01 July 2010

6 RECYCLING AND REUSE

6.1 Recycling

The recycling program ceased in October 2006 according to DCR 06-086 Recycling Program Descope (Appendix 3). AFI 32-7042 requires each installation to have a Qualified Recycling Program. Thule AB does not fulfill this requirement.

The waste that was previously recycled, e.g. aluminum cans, scrap metal, glass, cardboard, paper etc., is now disposed of at the landfill unless it is included in hazardous waste stream (HWMP, CEV-15B app. 2) in which case it is disposed of as non-regulated hazardous waste.

The July 2007 report Final Qualified Recycling Program Initial Assessment Report for Thule Air Base, Greenland supported the financial considerations that led to the descoping.

Currently, recycling at Thule is limited to high value copper cable scrap and acid-lead batteries.

Both of these are sent out annually on the Pacer Goose. Car tires are collected and shipped to Denmark (GC initiative). Furthermore, waste oil is reused for energy recovery at the K-plant.

21 CES/CEAN initiated project to develop a QRP business plan based on a HQ AFSPC initia-tive. This was funded and awarded to Tetra Tech in September 2010. Tetra Tech visited Thule in October 2010. The report from the QRP business plan is expected 31 Aug 2011 and will be added as an appendix to this plan. Based on the results of the QRP business plan the BMC con-tract will need to be modified to incorporate and implement solutions.

6.2 Solid waste reduction strategy

Thule’s long term strategy for reduction of solid waste and reuse through energy recovery has been identified as a requirement for a waste incineration facility. Such a facility is awaiting com-pletion of MILCON project WWCX 06-3001 Solid Waste Disposal Facility, scheduled for FY16.

A waste to energy study has been conducted by TetraTech during the summer of 2010 to see if there are any new technologies that can be used and determine if there is a high return of in-vestment (ROI) for converting waste to energy. If there is a good ROI, then this new system could possibly be funded under Energy Conservation Investment Program (ECIP), hopefully in-creasing the chance of funding. The Tetra Tech waste energy study is expected to covers solid waste streams (incineration of hazardous waste is not permitted in the FGS).

Thule Air Base, Greenland 14/23 Final - 01 July 2010

7 LANDFILL OPERATIONS

7.1 Requirements

Thule AB has one sanitary landfill, which is an open landfill located on South Mountain east of DET-1. An open landfill is defined as a landfill where the disposal is exposed to the elements, vectors and scavengers. The landfill is divided into three sections and receives solid waste from households, maintenance activities, construction and demolition, as well as waste from ships and aircraft.

Waste will be pressed to a density of 1000-1200 lbs/CY by a 40 ton compactor vehicle. Load checks are conducted to ensure unacceptable wastes are not being disposed of within the landfill. Signs are posted and visible to all load transporters stating that unacceptable wastes are prohibited from entering the landfill. Any inappropriate items (chapter 5) are taken to the local DRMO for determination of proper disposal.

The MOU between the USAF and the Greenland Home Rule states that material capable of being burned should be burned rather than being buried at the landfill. However, Thule AB does not have an incinerator and all solid waste is therefore disposed of at the landfill.

7.2 Site security

The entrance to the landfill is enclosed by a chain-link fence. A sign is posted at the entrance to the landfill “People without any official business at the dump, have no permission to enter”.

It is the P&G supervisor to ensure that the main gate to the sanitary landfill is locked outside normal work hours.

Normally, only the landfill operators enter the landfill, but during the summer other individuals/contractors might enter the landfill with building debris, etc. The P&G Supervisor can approve individuals for unsupervised access to the landfill.

7.3 Sections

The solid waste is disposed in designated areas at the landfill in order to fill it up in a planned manner. However, construction and demolition debris and household wastes do not designated sections.

The P&G supervisor will designate a location for seasonal contractors to unload and ensure that the waste is included in the disposal records (section 7.5). If the P&G supervisor or appointed POC is not available, GC/EE can be consulted for instructions.

7.4 Cover

Cover material is used to prevent garbage from blowing, decrease the chance of fire, and provide protection from disease vectors. The cover material must be excavated during the summer months when the surface is thawed. The cover material is stockpiled close to the active part of the landfill.

When household waste arrives at the landfill they are disposed of in the designated section where they will be compacted. The household waste is covered daily at the end of each day, and other waste as required to prevent the garbage from blowing. During winter operations, severe weather conditions may limit the ability to cover the waste, as the cover soil is frozen; however, the severe weather would also limit any potential vector problem.

Thule Air Base, Greenland 15/23 Final - 01 July 2010

7.5 Disposal records

Records are maintained for waste disposed at the landfill. The landfill operator records the daily volume of household waste. Construction and building debris are recorded, in a log located in the facility, by the person who delivers the waste at the landfill. Copper cable scrap is recorded by DRMO.

It is the responsibility of the P&G Supervisor that all waste disposal is recorded, including waste disposed by seasonal contractors. The requirement will be communicated to seasonal contractors when the supervisor approves the use of the landfill.

Thule AB does not have a scale and the quantity of waste is reported in volume and converted to weight by the use of standard conversion factors as most reporting is required in weight and not volume.

7.6 Inspections

In order to insure compliance with FGS 7.3.12 Operation of MSWLF´s, GC/EE will perform inspection at the landfill at least once a month and documentation will be kept at the EE office.

The inspection will include but is not limited to the following:

Daily cover Security Solid waste in stream Hazardous Waste at Landfill The overall aesthetically acceptability

The checklist included in Appendix 4 is used for GC/EE inspections.

7.7 Vector Control

Due to the harsh climate at Thule AB, vector problems are not a concern. The only animals feeding from the landfill are arctic foxes, sea gulls and ravens. The Danish Police Inspector (DPI), who will also ensure that rabies tests are performed in coordination with the Base Hospital, controls the fox population annually.

7.8 Methane Monitoring

The methane gas generated at the landfill is limited and there is no risk for concentrations to approach the 25% of lower explosive limit requirement stated in the FGS. The facilities located at the landfill are raised above ground and possible generated methane gas will not enter the facilities.

7.9 Biodegradation

Thule AB is located in a harsh environment and the temperature fluctuates between -40°F in the winter, when the soil is frozen, to a high of 60°F for a short period during the summer. Even during the summer period, the air temperature occasionally drops below freezing.

Some permafrost microflora are metabolically active at temperatures below 32°F, but temperatures below 20°F appears to be suboptimal for biodegradation in Arctic soils. Therefore, some biodegradation is assumed to occur, but the rate is very slow compared to landfill biodegradation in a temperate climate.

Thule Air Base, Greenland 16/23 Final - 01 July 2010

7.10 Personnel training

All operators hauling and transporting solid waste to the landfill attend the hazardous waste handler training course in order to be able to identify and prevent disposal of hazardous waste to the sanitary landfill. The hazardous waste handler course is held twice a year. Operators are re-sponsible for recovering hazardous waste and other unwanted wastes, if any is seen at the land-fill.

Seasonal contractors that need to use the landfill are briefed about regulations at pre-construction meetings or environmental briefings.

Comment Rationale Accept Modify Reject

Rationale

1 CEANN 21 CES 6 2.3 C Change to AFI 32‐7042, Waste Management, 21 April 2009 and incorporate new guidance

AFI 32‐7042, Waste Management revises AFI 32‐ 7042, Solid and Hazardous Waste Compliance. The Waste Management AFI provides expands and gives more details on the AF responsibilities for waste management.

Accept Changed into the new AFI

2 CEANN 21 CES 7 3.3.3,

1st para.

S Recomment listing items included in "other excess materials and unserviceable materials"

This detail will provide the reader with a better understanding of what materials are able to be recycled versus salvaged at the installation.

Reject No such text in 3.3.3

3 CEANN 21 CES 7 3.3.3,

4th para.

S Recommend adding "for quarterly metrics reporting to AFSPC."

Justifies keeping of records for reports to AFSPC and Green House Gases.

Reject Included after the 2009 review. It is in section 3.6

4 CEANN 21 CES 8 4.1,

1st para., fifth sente nce

S Recommend: Define "unacceptable wastes". What are unacceptable wastes and how are they managed? (See also page 10, 4.11)

Accept Please see page 11 para 5.0 ‐ 5.5. Uacceptable waste now has its own chapter

5 CEANN 21 CES 9 4.9 S The July 2007 Final QRP Initial Assessment Report for Thule Air Base, Greenland supported the descoping requirement. Is there a plan to reassess the recycling potential for Thule AB.

Although the July 2007 report stated Thule AB could not support a QRP program, an analysis should be done annually to evaluate any changes in recycling opportuities at Thule Ab.

Reject There is no requirement to assess a QRP in the FGS. Non‐compliance with AFI 32‐7042 is described in chapter 6.

6 CEANN 21 CES 10 flowc hart

S What are the five characteristics listed in the flowchart?

List the five characteristics in the chart so the reader can determine the yes or no response.

Reject There are only 4 characteristics and they are listed in the 2. diamond in the middle (after the first "no")

7 CEANN 21 CES 14 5.3.2 C Add to plan to characterize empty medical waste container to ensure it is not HW.

ESOHCAMP Finding HWM‐010 Reject HWM‐010 has been closed referencing EPA approved guidance.

8 CEANN 21 CES N/A 4 S Recommend in Ch 4 to add informationa about UXOs around landfill and the projects to clean them up.

Safety of Personnel and possible future expansion of the landfill.

Accept Included in 4.10.1

9 CEANN 21 CES N/A N/A S Recommend in Ch 2 adding reference to Dec 2005 Final Landfill Assessment and Operations Management Plan.

USAF money was used to bring experts to Thule to investigate and provide possible solutions t solid waste disposal. Therefore DWMP should incorporate ideas in the assessment or at a minimum reference the plan.

Accept Reference included

10 CEANN 21 CES N/A N/A S Recommend reviewing and incorporating any value added ESOHCAMP management practive findings.

ESOHCAMP experts recommend ways to improve SW management and should be considered and if beneficial implemented.

Accept Evaluation of the management practices has been done (e.g. Trash receptables has been labelled). Section 4.7 has been updated with reference to a management practice to launder oily rags.

C

Nothing in the plan indicates that solid waste storage containers meet the required criteria (leakproof, waterproof, etc) or that they should be stored on a firm, level, well‐drained surface…placed in proximity to the building…to be accessible for users and waste collectors.

FGS C7.3.7 ("Storage containers should be leakproof, waterproof, and vermin proof, including sides, seams and bottoms and be durable enough to withstand anticipated usage ...(and) should have functional lids) and FGS 7.3.8 ("Containers should be stored on a firm, level, well drained surface which is large enough to accomodate all of the cotnainers...to which there is free access road throughout the year."

Accapt Added to section 4, p. 8.

CEANN 21 CES S

Nothing in the plan indicates that records are maintained on the applicable criteria listed in FGS Paragraphs C7.3.12.1‐C73.12.14. What records are maintained indicating public access was controlled? What records are maintained indicating daily cover was applied?

What records are maintained indicating the landfill is asethetically acceptable?

C7.3.12.14. "Maintain records on the preceeding criteria."

Accept Section 7.6 updated and checklist included in Appendix 4.

CEANN 21 CES C Nothing in the plan indicates there is a comprehensive inspection program.

C7.3.11.4, "Inspection program."

Accept Section 7.6 updated and checklist included in Appendix 4.

CEANN 21 CES C Nothing in the plan indicates that the disposal of bulk or non‐containerized liquids is being controlled.

FGS C7.3.12.14. "Maintain records on the preceeding criteria."

Accept Section 7.6 updated and checklist included in Appendix 4.

CEANN 21 CES C Nothing in the plan indicates how the MSWLP will be operated in an "aesthetically acceptable manner."

FGS C7.3.12.10. "Operate in an aesthetically acceptable manner."

Accept Section 7.6 updated and checklist included in Appendix 4.

CEANN 21 CES C

Nothing in the plan indicates how the MSWLP will be operated in a manner to protect aquifers.

FGS C7.3.12.11. "Operate in a manner to protect aquifers."

Accept Section 7.6 updated and checklist included in Appendix 4.

CEANN 21 CES

5 1.1

A

"Distribution: The plan will be distributed to the organizations listed in the distribution list, APPENDIX 6." There is no Appendix 6 (see Table of Contents, pg. 4). Appendix 5 appears to be the distribution list. Accuracy.

Accept With the inclusion of the inspection checklist, it is now Appendix 6.

CEANN 21 CES

20 3.3 a There should not be a comma after "SWMP" (before "annually"). Grammatical correctness

Accept Corrected

CEANN 21 CES

20 3.4

S

"Personnel collecting solid waste storage containers…are responsible for inspecting the contents." Also, 7.9, pg. 14. "All operators..attend the hazardous waste management course…" How often is the training? Is there any oversight to ensure those personnel are inspecting the contents for every dumpster emptied at the landfill?

Although the plan is distributed to all GC organizations and available on the intranet, how do personnel, especially new arrivals or seasonal contractors, know how to find it and that they are to read/comply with the plan?

Modify C4 and 7.10 has been changed to clarify expectations .

4 4

S How do personnel know that, as an example, empty paint cans must be punctured and dried? How do personnel know that all copper cable/wires must be collected and turned in to the local DRMO? (How is this information disseminated?)

Modify Included in newcomer briefings and communicated to HWAP managers. It is compulsory for all personnel and guests to TAB to follow the guidelines of the environmental plans

CEANN 21 CES

4 4

S

Nothing in the plan indicates that any large household appliance will have the doors removed before deposition into the landfill or are covered once in the landfill.

FGS C7.3.5. "Storage of bulky wastes will include…removing all doors from large household appliances..and covering the items…"

Reject After compacting household appliances are no longer bulky

CEANN 21 CES

4.10.

2 4.1

C

"Medical waste…is sterlized…transported to the landfill for disposal. Unsterilized waste is not accepted at the landfill." How is it assured that unsterilized waste is not deposited into the landfill?

C.7.3.12.3. "Implement a program to detect and prevent the disposal of hazardous wastes…determined unsuitable for the specific MSWLF." This paragraph is not a "program." If there is a program in place to insure compliance with the FGS citation above, then it should be included in the plan.

Accept The base clinic is aware of the requirements and track all these types of wastes in BIOHAZARD labelled containers. Section 4.10.2 revised.

CEANN 21 CES

10 5.2

C

"Stored blood and pathological waste is therefore shipped to the US for incineration…" How is it assured that these infectious medical wastes do not end up in the landfill?

C7.3.12.3. "Implement a program to detect and prevent the disposal of…infectious wastes…unsuitable for the specific MSWLF."

Accept The base clinic is aware of the requirements and track all these types of wastes in BIOHAZARD labelled containers.

CEANN 21 CES

12 6.2

S This is not a strategy that has been implemented. This is a one‐time event and it is not clear that the pipes were reused at all.

What about information for all base personnel to minimize waste by simple reduction or reuse?

FGS C7.3.3. "Installations will develop and implement a solid waste management strategy to reduce solid waste disposal."

Accept Chapter 6 has been revised. Reference to the pipes has been removed. It is mentioned that strategy for solid waste minimization at Thule is too have an incineration plant constructed.

13 7

S

Nothing in the plan indicates that bulky wastes are screened for the presence of ozone‐ depleting substances. (Those items would include, but not be limited to: any applicance with a cooling element, refrigerators and freezers, ice makers, vending machines).

FGS C7.3.5. "Bulky wastes will be screened for the presence of ozone depleting substances…"

Reject When a building is to be demolished it is inspected for wastes unwanted at the landfill, including cooling appliances that have not been drained. Included in 5.5.

CEANN 21 CES

7.3, pg.

13 7.3 S

Regarding seasonal contractors: "The Pavement & Grounds Supervisor must be contacted for approval to dispose of the waste and receive instructions on where to unload."

What if he/she is off‐island? How do seasonal contractors know to contact him/her? If they don't know, they can't comply.

C7.3.12.3. "Implement a program to detect and prevent the disposal of hazardous wastes…and wastes determined unsuitable for the specific MSWLF."

Accept Section revised. GC/EE can be contacted if the Supervisor or appointed POC is unavailable.

CEANN 21 CES

13 7.3 S

"The Pavement & Grounds Supervisor will once a year ensure out‐of‐place waste is removed and relocated to the proper location."

From MAP Updates, NRM‐

002: "2010.07.05: Clean up of trash in channel and performing inspections to ensure channel is clear during summer months when water is flowing will be part of regular operationel (sic.)

procedures." Inspections ‐ plural. Appears to conflict with a one‐time inspection.

Also, how can ONE summertime inspection insure that another finding like NRM‐

002 does not occur?

Accept GC/EE has expanded the inspetion programme, partly due to this write‐up. It is described in section 7.6 and Appendix 4.

CEANN 21 CES

13 7.3 S

Does the Pavement and Grounds supervisor accompany "other individuals/contractors" to ensure no prohibited items are disposed of?

FGS C7.3.15.1.2. "Access to the facility must be controlled."

Accept The supervisor has the authority to grant individuals unsupervised access. Included in 7.2.

13 7.4 S

"The household waste is covered daily…" Although 7.1, Para. 2 indicates the loose waste is compacted, nothing in the plan indicates that the covered household waste on the ground must be compacted.

C7.3.12.1. Use standard sanitary landfill techniques of spreading and COMPACTING (emphasis mine) solid wastes and placing daily cover over disposed solid waste at the end of each day.

Accept Section reworded

CEANN 21 CES

13 7.4 A

"The cover material must be excavated during the summer months when the surface is thawed, and due to lack of sufficient material in the Thule area difficult to recover." The latter part of this sentence is confusing. Clarity.

Accept Section reworded

CEANN 21 CES

15 7.5 S

How is it assured that the "person who delivers the waste at the landfill" records the information in the log? What about seasonal contractors? How is this requirement conveyed to seasonal contractors?

C7.3.12.3. "Implement a program to detect and prevent the disposal of hazardous wastes…and wastes determined unsuitable for the specific MSWLF."

Accept 7.5 has been revised

CEANN 21 CES

14 7.9 S

"All operators hauling and transporting solid waste…attend the hazardous waste handler training course…" How often is the course?

What about seasonal contractors?

C.7.3.12.3. "Implement a program to detect and prevent the disposal of hazardous wastes…determined unsuitable for the specific MSWLF." This paragraph is not a "program." If there is a program in place to insure compliance with the FGS citation above, then it should be included in the plan.

Accept Hazardous waste handler course is held twice a year. Seasonal contractors that need to use the landfill are briefed about regulations at pre‐ construction meetings or environmental briefings. Included in plan.

CEANN 21 CES

14 7.9

"All operators hauling and transporting solid waste to the landfill, attend…" There should be no comma after "attend." Grammatical correctness.

Accept No comma between landfill and attend
