Before beginning any demolition work, survey the site and examine the drawings and specifications to determine the extent of the work. Record existing conditions in the presence of the Contracting Officer showing the condition of structures and other facilities adjacent to areas of alteration or removal. Photographs sized 4 inch will be acceptable as a record of existing conditions. Include in the record the location and extent of existing damage and description of conditions that exist prior to before starting work. It is the Contractor's responsibility to verify and document all required outages which will be required during the course of work, and to note these outages on the record document.

Where removal of existing utilities and pavement is specified or indicated, provide approved barricades, temporary covering of exposed areas, and temporary services or connections for electrical and mechanical utilities. Structural components that are designed and constructed to stand without lateral support or shoring, and are determined to be in stable condition, must remain standing without additional bracing, shoring, or lateral support until demolished, unless directed otherwise by the Contracting Officer. Ensure that no elements determined to be unstable are left unsupported and place and secure bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.
1.6.7 Protection of Personnel
Before, during and after the demolition work the Contractor shall continuously evaluate the condition of the structure being demolished and take immediate action to protect all personnel working in and around the project site. No area, section, or structural element will be allowed to be left standing without sufficient bracing, shoring, or lateral support to prevent collapse or failure while workmen remove debris or perform other work in the immediate area.
1.7 BURNING
The use of burning at the project site for the disposal of refuse and debris will not be permitted.
1.8 FOREIGN OBJECT DAMAGE (FOD)
Aircraft and aircraft engines are subject to FOD from debris and waste material lying on airfield pavements. Remove all such materials that may appear on operational aircraft pavements due to the Contractor's operations. If necessary, the Contracting Officer may require the Contractor to install a temporary barricade at the Contractor's expense to control the spread of FOD potential debris. The barricade must include a fence covered with a fabric designed to stop the spread of debris. Anchor the fence and fabric to prevent displacement by winds or jet/prop blasts.
Remove barricade when no longer required.

Subgrade material shall be sampled and tested by the Contractor to verify subgrade material is not contaminated. The Contractor shall take all precautions to prevent cross contamination from adjacent contaminated base course and subbase course from under the existing apron. If the subgrade material is or becomes contaminated it shall be transported to and stockpiled at the contaminated soil treatment area.
Excavation shall stop at a depth indicated on the drawings.
The Contractor shall perform an independent evaluation of the site characterization data available from Thule Air Base. The GC/CEE shall be notified within 24 hours if contaminated material is discovered which has not been previously identified or if other discrepancies between data provided and actual field condition are discovered. Permafrost and boulders are expected to be encountered during excavation activities.

The sample analyses and other soil investigated shall be classified IAW class 1, 2, 3 and 4 in the attached document "Soil Classification (Pollution)". The soil must be segregated by soil classification and then moved to the designated soil treatment area.
Treatment of contaminated soil will be completed by others.
SECTION 02 61 13 Page 4
The deposits areas in which contaminated excavated soil or spoil material can be dumped will be appointed by GC/CEE in accordance with the results of the documented sample analyses and the investigated levels for contamination.
3.5 SPILLS
The contractor shall work out a site specific contingency plan developed to include a fuel spill notification procedure in accordance with Thule Air Base Spill Prevention and Response Plan. The contractor shall provide personnel trained to a level sufficient to recognize and identify a fuel spill. It is the contractor's responsibility that the personnel is aware of the spill notification procedure. The contractor shall establish lines for communications for environmental issues and designate a person who has the responsibility to monitor and inspect the work site to ensure an effective spill prevention program. In the event of a spill or release of a contaminant or oil the Contractor shall notify the alarm center ext. 911 and the GC/CEE immediately. If the spill exceeds the reporting threshold, the Contractor shall report this immediately to the GC/CEE. Immediate containment actions shall be taken to minimize the effect of any spill or leak. Cleanup shall be in accordance with Standards Governing Environmental Protection for U.S. installations in Greenland, chapter 18 and Spill Prevention and Response Plan, Thule Air Base.
