About this file
This document is a consolidated compilation of vendor clarification questions and government responses for solicitation FA252126QB110, concerning bus transportation services for the 2026 Space Force T-Minus 10-Miler event at Cape Canaveral Space Force Station.
The requirement calls for 12 motorcoaches (56-passenger buses) to provide pre-race shuttle service from 0400 to 0700 and post-race shuttle service from 0800 to approximately 1300 on December 12, 2026, with base year pricing plus separate pricing for four optional one-year periods (2027–2030). The pricing structure includes CLIN 0001 (Training Events, priced as a lump sum covering all required training) and CLIN 0002 (Race Morning Service, 15 EA per bus for the full operational window including driver labor and fuel). Training comprises two mandatory familiarization runs—one daytime and one nighttime—selected from three scheduled dates (November 18, 19, and December 4), with all 15 performing drivers required to complete training and the same drivers must perform on race day. Training vehicles may consist of one to two motorcoaches (not the full fleet), with one-hour gate inspection time expected in the morning and 30 minutes in the afternoon. Race-day operations require continuous service from staging at Hangar L through passenger loading and transport to start line and finish festival area until approximately 1300, with drivers permitted 1.5 hours respite during the transition period. Base access requires sponsor-submitted badge requests three weeks in advance through the Race Director; if contract award occurs after October 28, training dates will be adjusted to accommodate the badging timeline. Vehicles must be in good working condition, clean, and free of odors; restrooms are not required, though ADA-accessible buses may be offered as an alternative if cost differs. This is a small business set-aside under the applicable NAICS code, with the prime contractor required to perform at least 50 percent of the payable service portion and directly supervise all work; any subcontractors must also be small businesses under the same NAICS code and require government approval, with SAM information and evidence of subcontractor awareness required in proposals. Evaluation factors include technical performance, price, schedule/timeline, and past performance; offerors must submit a technical approach description addressing how they will meet performance needs. Service Contract Labor Standards do not apply as this is treated as a commercially available commodity service. Projected event demand includes up to 2,600 participants, 1,500 spectators, and fewer than 100 individuals requiring wheelchair-accessible transportation.

CONSOLIDATED VENDOR QUESTIONS & REQUESTS FOR CLARIFICATION
Solicitation FA252126QB110 | Space Force T-Minus 10-Miler Bus Transportation Services This document provides a consolidated, anonymized compilation of all clarification questions submitted by prospective offerors regarding Solicitation FA252126QB110 (2026 Space Force T-Minus 10-Miler Bus Transportation Services, Cape Canaveral Space Force Station). Similar inquiries have been combined into comprehensive, unified questions while preserving every technical detail, requirement reference, nuance, and sub-question. All company-specific identifying details have been removed to facilitate fair and transparent government responses to all prospective offerors.
1. Pricing Schedule, CLIN Structure & Period of Performance Question 1.1: Base Year vs. Option Years Pricing and CLIN Structure Solicitation References:Combined Synopsis/Solicitation (CSS) Section B.2; Attachment 1, Performance Work Statement (PWS) Page 1 (Schedule Table & Period of Performance) Consolidated Question: The Performance Work Statement specifies a base year plus four potential one-year option periods with event dates extending through 2030, whereas the solicitation schedule in Section B.2 lists only CLIN 0001 (Training Events, 1 EA) and CLIN 0002 (Race Morning, 15 EA) for a single period. Should offerors submit pricing for the base year only, or must separate pricing be provided for each of the four option years? If option-year pricing is required with the initial quote, what CLIN structure or pricing format should offerors utilize, and will option-year prices be evaluated as part of the total evaluated price for award?
Key Clarification Items Included:
•Clarify whether quotes must include pricing for option years 1 through 4 (2027–2030) or the base year (2026) only.
Provide Pricing for Base plus four option years.
•Provide the exact CLIN numbering, line-item description, and pricing structure to use if option years must be priced.
12 Buses for 2026; TWO of the three required training dates to be attended by all drivers (one day and one evening training). Only one bus needed for each training session.
12 Buses for 2027; 2028, 2029, 2030: Two of the three required training dates to be attended by all drivers (one day and one evening training). Only one bus needed for each training session •Clarify whether and how option-year pricing will be factored into the Government's price evaluation.
Total price, including all options, will be considered in the evaluation. Provide separate pricing for each year as the government would exercise per option period; the government is considering total price but will need to fund incrementally by fiscal year and will do so through options if exercised.
Please specifically note that the government is confirming that the requirement is for 12 buses, down from 15 originally described.
Question 1.2: Scope and Pricing Basis for CLIN 0001 (Training Events) Solicitation References:CSS Section B.2, CLIN 0001; PWS Page 1 Schedule Table & Paragraph 3 Consolidated Question: CLIN 0001 (Training Events) is listed with a quantity of 1 EA. Should offerors price this CLIN as a single lump-sum price that covers all required training events (including both day and night runs across all required dates), and does CLIN 0001 encompass all contractor costs associated with pre-race training?
Key Clarification Items Included:
•Confirm if CLIN 0001 should be priced as a single lump-sum amount covering all required training sessions.
•Clarify whether all pre-race training costs (fuel, driver time, travel, equipment) are to be captured entirely within CLIN 0001.
Government Response: CLIN 0001 encompasses the completion of the training requirement including all related items for a day and night drive/viewing for all respective bus drivers. This may be done as a lump-sum item.
Question 1.3: Scope and Pricing Basis for CLIN 0002 (Race Morning Service) Solicitation References:CSS Section B.2, CLIN 0002; PWS Paragraphs 2 & 4 (Pre-Race & Post-Race Transportation) Consolidated Question: CLIN 0002 lists 15 EA (Race Morning, 56-passenger buses). Does the per-bus unit price cover the full operational window on race morning—including staging at Hangar F by 0400, continuous pre-race shuttle service from 0400 to 0700, repositioning to the finish line by 0800, and continuous post-race shuttle service until escort off the installation at approximately 1300—inclusive of driver labor and fuel? Are each of the 15 buses expected to provide continuous service across both the pre-race and post-race windows under this single line item?
Key Clarification Items Included:
•Confirm that the unit price per bus covers the full service window (0400 staging through 1300 escort), driver, and fuel.
•Confirm whether each of the 15 buses is expected to perform both the morning shuttle (0400–0700) and the post-race shuttle (0800–1300) as one continuous operational assignment.
Government Response: Confirmed that each price per bus covers the full service window and that all buses contracted will perform morning and post race shuttle service.
2. Driver Training Requirements, Scheduling & Attendance Question 2.1: Number of Training Events and Mandatory vs. Negotiable Training Dates Solicitation References:Attachment 1, PWS Page 1 Schedule Table; PWS Pre-Race Transportation, Paragraph 3; CLIN 0001 Consolidated Question: The PWS schedule table lists three training dates for 2026 (November 18, November 19, and December 4), whereas PWS paragraph 3 describes 'the two variable training events' consisting of a day run and a night run. Please clarify how many training events offerors should price and attend for 2026. Are all three dates mandatory, or are they proposed/optional dates from which the contractor may select or negotiate the required day and night familiarization runs?
Key Clarification Items Included:
•Reconcile the discrepancy between the three listed schedule dates (Nov 18, Nov 19, Dec 4) and the narrative description of two variable training events.
•Confirm whether all three dates are mandatory or if dates are flexible/negotiable.
•Specify the planned base-year training event dates that offerors should base their proposals on.
Government Response: The dates are scheduled around the holidays and prior to the race week. TWO of the three dates, one day time and one evening are required. There is one flexible date in case all drivers cannot show at one time.
Question 2.2: Daytime and Nighttime Training Solicitation References:PWS Pre-Race Transportation, Paragraph 3; Post-Race Transportation, Paragraph 3 Consolidated Question: Can both the required daytime and nighttime route familiarization runs be conducted on the same calendar date, or must they occur on separate days? Must drivers complete route familiarization on both the pre-race and post-race routes during these runs?
Key Clarification Items Included:
•Clarify if day and night runs can be completed on the same date or must occur across multiple days.
•Confirm that familiarization must cover both pre-race and post-race routes.
Government Response: We can work with Security Forces to see if this can be made into one day. There must be familiarization with both routes as they are not the same.
Question 2.3: Training Session Start Times, Duration, and On-Site Hours Solicitation References:PWS Pre-Race Transportation, Paragraph 3 Consolidated Question: What are the anticipated start times and expected durations for each training event on site, including the time required for security gate processing, badging, and Government escorts?
Key Clarification Items Included:
•Provide expected start times for daytime and nighttime training sessions.
•Provide estimated duration/hours on site for Training Event 1 (11/18), Event 2 (11/19), and Event 3 (12/4) to support accurate labor and travel pricing.
Government Response: We will have a start time of 1000 for the day time training and 1630 for the night training. Each training should take 2 hours.
All information for drivers needs to be provided to Race Director at least one week prior to the training for security checks. ** The bus will need to go through inspection at the gate and this could take up to an hour prior to entering base. The Race Director or Action Officers will meet you at Pass and ID to escort you to the parking area on base and then the routes to be taken. Drivers are also subject to obtaining completed badge requests prior to this which ideally are submitted 3 weeks in advance of base entry.
Question 2.4: Driver Attendance Requirements and Replacement Driver Protocol Solicitation References:PWS Pre-Race Transportation, Paragraph 3; PWS Paragraph 5 Consolidated Question: Must all 15 performing drivers attend every scheduled training event, or is it sufficient for each driver to complete one daytime and one nighttime familiarization run? Additionally, if a trained driver becomes unavailable prior to race day due to unforeseen circumstances, what are the qualification and familiarization requirements for a replacement driver?
Key Clarification Items Included:
•Clarify whether every performing driver must attend all scheduled dates or only complete one day run and one night run.
•Confirm whether the same drivers who complete training must perform on race day.
•Detail the specific qualification, background check, and route familiarization process required if a replacement driver must be substituted prior to race day.
Government Response: All drivers must complete one day and one evening training.
Same drivers who complete the training must show up on race day. If your company believes for any reason someone may not show up on the day of the event, ensure that you have at least one backup driver trained. Day of will not be allowed because that driver will not have submitted for a security check prior to and there is no time the morning of the event. Expect access for a replacement to need 2 weeks to certify.
3. Training Vehicle Requirements & Fleet Utilization Question 3.1: Number and Type of Vehicles Required for Training Sessions Solicitation References:Attachment 1, PWS Pre-Race Transportation, Paragraph 3 ('practice or be present in a vehicle') Consolidated Question: PWS paragraph 3 states that drivers will need to 'practice or be present in a vehicle' for a day run and a night run. Are all 15 motorcoaches required to participate in each training session on site, or may all 15 drivers complete the required training aboard a smaller number of vehicles (e.g., riding together in 1 to 2 motorcoaches or in a contractor passenger vehicle)? What is the minimum number and type of vehicles required for each training event?
Key Clarification Items Included:
•Clarify whether all 15 56-passenger motorcoaches must be mobilized to the installation for training sessions.
•Confirm whether drivers may ride together in fewer vehicles (e.g., 1–2 buses or a passenger vehicle) to complete route familiarization.
•State the minimum number and specific type of training vehicles required.
Government Response: Only one motorcoach with all drivers needs to come for the trainings. We do not need the fleet of motorcoaches for trainings. If it takes two motorcoaches, also acceptable. However many show up will need to go through inspection before coming onto base. Plan for a minimum of an hour to go through inspection gate in the morning and at least 30 minutes to go through in the afternoon.
4. Race-Day Operations & Shuttle Execution Question 4.1: Operational Schedule, Service Continuity, and Final Release Time Solicitation References:PWS Paragraphs 2 & 4 (Pre-Race Transportation & Post-Race Transportation) Consolidated Question: Please confirm the operational schedule for race morning (December 12, 2026). Is service continuous for each coach from staging at 0400 through escort off the installation at approximately 1300? In prior years, were buses released at 1300 as scheduled, or did service extend beyond that time? Is 1300 the expected final release time for all buses?
Key Clarification Items Included:
•Confirm whether continuous service is required from 0400 to approximately 1300.
•Clarify historical release times and whether service has extended beyond 1300 in past events.
Government Response: Staging of the buses is an NLT of 0400 as they all have to go through inspection. Continuous service is required. There will be short periods of time where drivers are idle. As participants and spectators finish the event, they will load buses and head back to the parking area.
Historically, this has not extended past 1300 and we do not intend for that this year as well.
Question 4.2: Base Access Gates, Staging Arrival Times, and Route Loop Details Solicitation References:PWS Paragraphs 2 & 4 Consolidated Question:Please specify the designated base access gate and required arrival time for buses prior to the 0400 staging deadline at Hangar F. Additionally, please provide details regarding the pickup and drop-off points (e.g., parking lots, gates, or hangars) and the typical round-trip cycle time for each shuttle loop.
Key Clarification Items Included:
•Specify gate designation and arrival window prior to 0400.
•Identify specific pickup and drop-off locations along the route.
•Provide typical round-trip cycle/loop duration.
Government Response: There is only one gate to arrive for the event: Deas Gate-Pass and ID. The chosen contractor will be provided with exact details for entrance onto base.
Hangar L will be the pick-up for runners and spectators. The runners will be driven to the start line and the spectators will be taken to the finish festival area. This will be a continuous loop, after each person goes through a security checkpoint, until 0700. The drivers will then switch to Staging at Finish Line Festival/Hangar C Museum until the runners and spectators choose to go back to the parking.
Question 4.3: Dispatch Frequency, Fleet Operation, and Driver Rest Breaks Solicitation References:PWS Paragraphs 2 & 4 Consolidated Question:Must all 15 buses operate continuously along the route during both service windows (0400–0700 and 0800–1300), or may dispatch frequency be modulated to match actual passenger demand while keeping all 15 buses on site and available? Are drivers permitted to take meal or rest breaks during operations, particularly during the transition/repositioning window between 0700 and 0800, provided required staging and service levels are maintained?
Key Clarification Items Included:
•Clarify whether continuous route running is mandatory for all 15 buses or if dispatching can adjust to passenger demand.
•Confirm driver rest and meal break allowances during the operational day and transition period.
Government Response: Drivers may take a break for rest or meals as soon as they’re staged at the finish area. Expect 1.5 hours respite. There will be portolets at the finish area. As the number of participants and spectators dwindles, we can release buses back to their home location. This will be closer to the last hour or so of the event.
5. Vehicle & Fleet Specifications Question 5.1: Vehicle Standards, Age, Restrooms, and ADA Accessibility Requirements Solicitation References:Combined Synopsis/Solicitation FA252126QB110; CLIN 0002 (56-passenger buses) Consolidated Question:The PWS specifies 56-passenger buses. Is there a maximum vehicle age or specific condition standard for the fleet? Are onboard restrooms required? Furthermore, are wheelchair-accessible (ADA) buses required within the 15-passenger fleet, and if so, how many buses must be equipped with wheelchair lifts/securements and what specific standards apply?
Key Clarification Items Included:
•Clarify if there is a maximum vehicle age or mechanical/cosmetic standard.
•Confirm whether onboard restrooms are mandatory.
•State whether ADA wheelchair-lift-equipped buses are required, the quantity required, and applicable securement standards.
Government Response: The motorcoaches are expected to be in good working condition and suitable for standard commercial transportation and display. Vehicles shall be clean and free of trash, debris, and not contain strange or unpleasant odors.
Restrooms on board are not required.
Wheelchair accessible is not listed in the required fleet, but if you have an ADA compliant coach, please include in your written response. We do have wheeled athletes and most bring their own vehicles to transport racing chairs. Spectators may be in need of this option.
Wheelchair accessible vehicles if differing in cost may be provided as an alternative offer as relevant.
6. Subcontracting, Teaming & Carrier Operating Authority Question 6.1: Small Business Subcontracting and Motor Carrier Operating Authority Solicitation References:CSS Section E; DFARS 252.237-7006; FAR 52.219-14 Consolidated Question:Section E incorporates DFARS 252.237-7006 (Subcontracting), which requires the Contracting Officer's written approval before subcontracting work. Does this clause apply to this requirement? May a small business prime contractor perform this requirement by subcontracting to a licensed, insured motorcoach carrier (e.g., under NAICS 485510) without the prime holding its own operating authority? Does FAR 52.219-14 (Limitations on Subcontracting) apply to this procurement?
Key Clarification Items Included:
•Confirm applicability of DFARS 252.237-7006 and FAR 52.219-14.
•Confirm that a small business prime may utilize an authorized motorcoach subcontractor to supply buses and drivers.
•Clarify whether the prime contractor itself must hold FMCSA operating authority.
Government Response: FAR and DFARS Clauses for subcontracting apply in full to this procurement, meaning the prime contractor should be performing at least 50% of the payable service portion of the effort and is directly responsible for supervision of the effort, including any on-site supervisor to be directly employed as a W-2 employee by that company. The government is performing a small business set-aside to the respective NAICS code and the prime contractor needs to perform under that NAICS code and not simply subcontract out the effort remotely. The government will need to review and approve any and all proposed subcontractors and ensure they also match the respective small business set-aside. To this end, please provide SAM information for any proposed subcontractor and evidence that they are aware you are attempting to subcontract to them for the effort.
A small business prime contractor subcontracting a majority of the effort to a large business or otherwise would not satisfy the effort.
Question 6.2: Subcontractor Approval Process and Quote Submission Information Solicitation References:CSS Section E, DFARS 252.237-7006 Consolidated Question:If DFARS 252.237-7006 applies, will written approval of a proposed motorcoach subcontractor be considered and granted at the time of contract award? What specific documentation must offerors submit with their quotes to support subcontractor approval (e.g., carrier legal name, USDOT number, MC number, and certificate of insurance)?
Key Clarification Items Included:
•Confirm that subcontractor approval can be granted concurrently with contract award.
•List all required documentation offerors must submit in their quotes to obtain approval.
Government Response: 52.219-14 applies in full to this acquisition. You must be a small business under the correct NAICS code of the small business set aside and so must the subcontractor, otherwise the government in not properly awarding the small business set aside to it’s set category. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for—
(1) Services (except construction), it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract;
If subcontracting the effort CLINS must be shown of the amounts paid to the subcontractor(s) and this cannot exceed 50% of the total contract amount.
Subcontracting is allowed with respect to RFO 52.219-14.
To this end, please provide SAM information for any proposed subcontractor and evidence that they are aware you are attempting to subcontract to them for the effort.
Question 6.3: Operating Authority, Insurance Limits, and Driver CDL Requirements Solicitation References:Solicitation Carrier & Driver Requirements Consolidated Question: Please clarify the required operating authority (e.g., FMCSA/USDOT), minimum liability insurance limits, and driver credentials (CDL with passenger endorsement), and confirm whether each requirement applies to the prime contractor, the operating carrier subcontractor, or both.
Key Clarification Items Included:
•Specify mandatory FMCSA/USDOT operating authorities and minimum insurance coverage thresholds.
•Clarify CDL and passenger endorsement requirements.
•Specify applicability to prime vs. Subcontractor.
Government Response: Drivers should be commercially certified for the performance and transportation of personnel. Further certification or insurance is not specified. Ensure all standard state laws are followed.
7. Security, Badging & Base Access Question 7.1: Award Date, Badge Processing Lead Time, and Training Date Adjustments Solicitation References:Attachment 1, PWS Paragraph 5 (Base Access & Badging) Consolidated Question:The PWS states that badge requests must be submitted no later than three weeks prior to base entry, and the first training date is scheduled for November 18, 2026. What is the anticipated contract award date? If award occurs after October 28, the mandatory three-week lead time cannot be met for the November 18 and 19 training dates. Will the Government shift the training dates in that event, given that the PWS describes training dates as variable/negotiable?
Key Clarification Items Included:
•Provide the anticipated contract award date.
•Clarify how the 3-week badge lead time will be accommodated if award occurs after October 28.
•Confirm whether training dates will be rescheduled to maintain the required badging timeline.
Government Response: If award date is later than anticipated, the Race Director and Action Officers will work with Security Forces and chosen contractor to adjust training dates.
Question 7.2: Base Access Sponsorship, Badge Duration, and Submission Deadlines Solicitation References:PWS Paragraph 5; Attachment 2 (Badge Request Form) Consolidated Question:Will the Government sponsor contractor personnel for Cape Canaveral Space Force Station access on the credential request form? Does a single Badge Request (Attachment 2) per driver cover both the November training sessions and race day (Long-Term vs. Short-Term pass)? How far in advance of the December 12 race date must final driver rosters be submitted?
Key Clarification Items Included:
•Confirm Government sponsorship on base credential request forms.
•Clarify whether one badge covers both training and race day or if separate passes are required.
•State the deadline for submitting driver names for race day badging.
Government Response: Drivers completing the training will be the only drivers allowed to attend on Race Day. With good justification, a badge can be issued for up to 30 days.
The deadline for submission a driver’s name for race day will be included with the training badges-so 3 weeks prior to. No one without training will be allowed to drive on race day.
8. Solicitation Instructions, Quote Preparation & Evaluation Factors Question 8.1: Reconciliation of Evaluation Factors and Required Proposal Information Solicitation References:CSS Section D.1 vs. Provision 52.212-2(a) Consolidated Question:Section D.1 lists price, technical performance, delivery timeline, and past performance as evaluation factors, whereas Provision 52.212-2(a) lists technical acceptability, price, and schedule. Please clarify which evaluation factors govern this solicitation and what specific information offerors should submit to address each evaluation factor.
Key Clarification Items Included:
•Resolve the discrepancy between Section D.1 and Provision 52.212-2(a).
•Detail what information offerors must provide to satisfy each applicable factor.
Government Response: The government will evaluate your offer in accordance with section D.1. Provision 52.212 is listing items that we “may” evaluate. Offers should include a description of your proposed technical performance and fully address how you intend to meet the needs of the performance effort. Then include relevant information so the government may evaluate your price, schedule/timeline, and past performance. For past performance, the government can look this up based on your cage code so specific references are not needed/required. We are otherwise not requiring a specific format for submissions.
Question 8.2: Quote Formatting, Page Limits, and Required Documentation Solicitation References:CSS Sections C & D Consolidated Question:Beyond line-item pricing on the CLIN schedule, are there specific formatting requirements, page limits, or mandatory document submissions (such as a technical approach, past performance volume, or capability statement) for the quote?
Key Clarification Items Included:
•Clarify format and page limit guidelines for quote submissions.
•List all required submission volumes and supporting documents.
Government Response: You must submit documentation of your technical approach so the government may properly evaluate your offer from a technical perspective. Past performance items are preferable but not required. You must provide notice and evidence of communication with any proposed subcontractors.
Question 8.3: Evaluation of Offerors with No Federal Past Performance & Subcontractor Past Performance Solicitation References:CSS Section D; Provision 52.212-2 Consolidated Question:How will an offeror with no federal past performance history be rated under the past performance factor (e.g., neutral rating)? Will the Government consider and credit the past performance of a proposed subcontractor/motorcoach operator performing similar event shuttle operations?
Key Clarification Items Included:
•Clarify treatment and rating of offerors with no prior federal contracting past performance.
•Confirm whether subcontractor past performance on similar shuttle contracts will be evaluated.
Past performance will be considered for related efforts. No record of past performance is neutrally rated.
Question 8.4: Submission Deadline Time Zone and Contracting Officer Contact Email Solicitation References:CSS Section C.4; SAM.gov Solicitation Notice Consolidated Question:Section C.4 lists question and quote submission deadlines at 1430 EST, whereas SAM.gov specifies Eastern Daylight Time (EDT). Please confirm whether the deadline is 2:30 p.m. local Eastern time (EDT on the specified dates). Additionally, please clarify whether quotes should be submitted to stephen.ortiz-gonzalez@us.af.mil or stephen.ortiz-gonzalez@spaceforce.mil.
Key Clarification Items Included:
•Confirm submission deadline time zone (EDT vs. EST).
•Confirm official email address for proposal submission.
Government Response: Both e-mails stephen.ortiz-gonzalez@us.af.mil and stephen.ortiz-gonzalez@spaceforce.mil both work with @spaceforce being faster/preferred. Please ensure SrA Hallmon is also contacted as required. 1430 EST is correct.
9. Operational Contingencies, Historical Context & Passenger Demand Question 9.1: Event Cancellation, Shortening, or Rescheduling Payment Terms Solicitation References:CSS Terms & Conditions; Firm-Fixed-Price Provisions Consolidated Question:If the event is cancelled, shortened, or rescheduled due to adverse weather, space launch activity, or other Government requirements, how will payments under the firm-fixed-price CLINs be handled for incurred contractor expenses (such as mobilized vehicles, reserved driver labor, and non-refundable travel)?
Key Clarification Items Included:
•Clarify compensation mechanisms for contractor costs if the event is cancelled or postponed.
•Explain payment terms if race day operations are shortened once underway.
Government Response: This is subject to negotiation after award and is not a solicitation discussion point. Generally, the contractor is entitled to cost incurred towards performance as they can evidence. If truly necessary, the government would negotiate the rescheduling of events.
Question 9.2: Fleet Sizing Increase, Historical Issues, and Incumbent Information Solicitation References:PWS Passenger Transportation; Prior Awards FA252124QB146 / FA252125P0009 Consolidated Question:The 2024 requirement called for 10 buses, whereas the 2026 requirement specifies 15 buses. What drove the increase in fleet size? Was the prior requirement (FA252124QB146 / FA252125P0009) identical in scope, and is there an incumbent contractor? Were there any prior service issues (such as delays, gate entry congestion, or rider wait times) that the Government seeks to address under this contract?
Key Clarification Items Included:
•Explain the operational basis for increasing fleet size from 10 to 15 buses.
•Confirm incumbent contractor and prior contract scope.
•Identify any historical service challenges the Government wants addressed.
Government Response: The government is requesting 12 buses this year, down from 15 originally posted. This is simply our expectation of what is needed. The performance history of previous contracts and contractors is not a subject of discussion in the solicitation medium and is proprietary information. The government declines to answer questions or provide information on previous/separate contract performance from this specific solicitation effort.
Question 9.3: Estimated Passenger and Spectator Demand Projections Solicitation References:PWS Passenger Transportation Consolidated Question:What is the total estimated number of race participants and spectators expected to use the shuttle buses in 2026, including any projections for passengers requiring wheelchair/accessible transportation?
Key Clarification Items Included:
•Provide overall ridership demand estimates for runners and spectators.
•Provide estimated demand for accessible/ADA transportation.
Government Response: Projected number of participants: Capped at 2600.
Expected spectators 1500 Expected wheelchair accessible-less than 100
10. Labor Standards & Wage Determinations Question 10.1: Service Contract Labor Standards (SCLS) and Wage Determination Solicitation References:FAR 22.10; CSS Section E Consolidated Question: Does the Service Contract Labor Standards statute (formerly the Service Contract Act) apply to the bus drivers and personnel performing under this requirement? If so, will the Government provide the applicable Department of Labor Wage Determination for the contract?
Key Clarification Items Included:
•Confirm applicability of Service Contract Labor Standards (SCLS).
•Provide the applicable Department of Labor Wage Determination if SCLS applies.
This effort is a commercially available service as a commodity and so the SCLS does not apply. The SCLS is more appropriate for construction and when the government would need to discuss a multi-day performance with labor hours per day as the rate of CLINS being charged. For a single one-time service as a commodity, it will simply be treated as a commodity at a flat singular price for the whole performance.
File details come from the government source that posted it. Updated .
