About this file

This is a Questions and Answers document for federal contract opportunity Notice ID FA252126QB098, issued as of 24 July 2026. The procurement concerns the supply and delivery of three Trane Air-Cooled Scroll Packaged Chillers to Patrick Space Force Base. The correct equipment assignments are Building 759 (CGAM026A2, 26-ton), Building 1368 (CGAM020A2, 20-ton), and Building 559 (CGAM052A2, 52-ton). The requirement is a Service-Disabled Veteran-Owned Small Business set-aside, limiting eligibility to SDVOSB concerns. No nonmanufacturer rule waiver is required due to the anticipated dollar value. Offloading of equipment at each site is the Government's responsibility, to be performed by Government HVAC and heavy equipment personnel.

The offeror's scope of work is limited to supply and delivery of factory-configured chillers only; no installation, electrical connection, design work, or removal of existing units falls within the offeror's responsibility, all of which will be performed by Government personnel (45 CES). Electrical materials previously listed in the Building 559 Salient Characteristics document have been canceled and are outside the solicitation scope. Pricing should be submitted by completing the CLIN table in Section 1 of the RFQ (items 0001 through 0003) with unit prices and extended prices for each of the three CLINs and a total; no separate price list attachment exists. Physical site visits are unnecessary as the scope is limited to materials only. The solicitation closing date is 5 August 2026.

Q&A

Notice ID: FA252126QB098

Received Question and Answers (as of 24 July 2026)

1. Building/model assignment discrepancy. The posted Description states the 20-ton unit (CGAM020A2) is dedicated to Building 759 and the 26-ton unit (CGAM026A2) is dedicated to Building 1368. However, the attached Salient Characteristics documents show the opposite: Salient Char. Doc Bldg 759 specifies the CGAM026A2 (26-ton) unit, and Salient Char. Doc Bldg 1368 specifies the CGAM020A2 (20-ton) unit, 20 nominal tons, 208V/3-phase. The 52-ton unit (CGAM052A2, Bldg 559) is consistent across both. Could you confirm which pairing governs, so we quote the correct equipment for each building?

Response- The Salient Characteristics documents contain the correct information. Verified by end user, the correct equipment assignments for each building are as follows:

• Building 759: CGAM026A2 (26-ton)

• Building 1368: CGAM020A2 (20-ton)

• Building 559: CGAM052A2 (52-ton)

2. Nonmanufacturer rule waiver. Trane is the brand-name-mandated manufacturer and a large business under NAICS 333415, with no SBA class waiver available for this NAICS code. Can you confirm whether an individual NMR waiver has been requested or granted for this procurement? We raised this on the original notice (FA252126QB098) on July 1 but did not receive a response before it was republished.

Response- Due to the anticipated dollar value, a waiver is not required.

3. Offload responsibility. Please confirm whether offload at each site is the government's or the vendor's responsibility under this solicitation.

Response- Offloading of the equipment is the Government's responsibility. The offload will be performed by Government HVAC civilian/military personnel with the assistance of Heavy (crane) civilian/military personnel.

4. The SAM.gov notice for this requirement identifies the set-aside as SDVOSBC, Service- Disabled Veteran-Owned Small Business Set-Aside. The RFQ document states in Section 1 that the requirement "is a Brand Name requirement for TRANE Air-Cooled Scroll Packaged Chillers and is 100% a total small business set aside", and Section 5 incorporates FAR 52.219-6, Notice of Total Small Business Set-Aside. FAR 52.219-27, Notice of Service- Disabled Veteran-Owned Small Business Set-Aside, is not among the listed clauses.

Please confirm which applies to this acquisition:

(a) a Service-Disabled Veteran-Owned Small Business set-aside, in which case eligibility is limited to SDVOSB concerns and offerors should certify accordingly; or

(b) a total small business set-aside under FAR 52.219-6, open to any small business concern under the 1,250-employee size standard for NAICS 333415.

Response: The requirement is a Service-Disabled Veteran-Owned Small Business set-aside, in which case eligibility is limited to SDVOSB concerns and offerors should certify accordingly.

5. Section 1 of the RFQ states: "Please reference attached price list to fill out CLIN structure below. Both the price list and CLIN structure must be completed to be considered responsive." The attachments posted with notice FA252126QB098A are the three Salient Characteristics documents for Buildings 559, 759 and 1368, the signed Justification and Approval dated 10 September 2024, and the question-and-answer document dated 17 July 2026. We do not find a separate price list among them.

Please confirm which of the following is correct:

(a) the CLIN table printed in Section 1 of the RFQ (items 0001 through 0003) is itself the price list to be completed, and a quotation that fills in the unit price and extended price for each of the three CLINs together with the total satisfies the requirement; or

(b) a separate price-list attachment exists and will be posted to SAM.gov, in which case we respectfully request that it be issued so that all offerors may complete it before the 5 August 2026 closing.

Response: the CLIN table printed in Section 1 of the RFQ (items 0001 through 0003) is itself the price list to be completed, and a quotation that fills in the unit price and extended price for each of the three CLINs together with the total satisfies the requirement.

6. The previous Salient Characteristics document for Building 559, Revision 0 dated 12 June 2026, included a fourteen-item electrical materials list (400 A NEMA 4X stainless disconnect, PVC conduit and fittings, Unistrut, THHN and 250 MCM copper wire). Revision 1, dated 9 July 2026, no longer contains that list, and the CLIN structure in the republished RFQ contains only the three chillers. Please confirm that those electrical materials are outside the scope of this solicitation and are not to be priced by the offeror.

Response: Confirmed. The previous listing has been canceled and is no longer pertinent.

Refer to Salient Char. Doc Bldg 559.pdf for the finalized materials list, and price proposals accordingly.

7. Section 2(g) asks the offeror to address "product characteristics, installation services, design capability". We understand the requirement to be the supply and delivery of three factory-configured Trane chillers to 734 Delta Drive, Building 710, Patrick SFB, with installation, electrical connection and removal of the existing units performed by the Government (45 CES), and with offloading performed by Government personnel per your 17 July response. Please confirm that no installation or design work falls within the offeror's scope.

Response: Confirmed. As stated, no installation or design aspects are to be performed by offerors.

8. Please let us know if it would be possible to schedule a site visit and advise us of the available date, time, and any requirements for attending.

Response: This scope of work is limited to materials only. Physical site visits are unnecessary.
