About this file
This is a Questions and Answers document clarifying requirements from a Performance Work Statement (PWS) for fitness instruction services at Patrick Space Force Base.
The document addresses four key inquiries regarding contract scope and requirements. First, it clarifies that the maximum number of classes shall not exceed 500 classes per contract year per breakout class type, with the 50-100 quantity ranges for each of seven class types identified as estimates rather than firm requirements. Second, it specifies that instructor certification requirements are discipline-specific; cycling-specific certification is required only for instructors teaching cycling classes, with the same logic applying across all other fitness disciplines. Third, it confirms that the $100,000 liability insurance requirement applies directly to subcontractors, and Patrick Space Force Base does not need to be named as an additional insured. Fourth, the anticipated service start date is October 1, 2026.

Text version
1. PWS paragraph 1(a) states that the requirement shall not exceed 500 classes per contract year, but the subsequent breakout provides 50-100 classes for each of seven class types, which could result in up to 700 classes per year. Please clarify the maximum number of classes that may be ordered per contract year & whether the 50-100 quantities are estimates or firm requirements.
a. Shall not exceed 500 classes/year per breakout class type. The quantities are estimates
2. PWS paragraph 2(a) states that instructors must possess a current national certification "in cycling" while the requirement encompasses multiple fitness disciplines. Please clarify whether cycling- specific certification is required for all instructors or whether certification appropriate to the specific class being taught is acceptable?
a. The cycling specific certification is only required for instructors who are teaching cycling. The same logic applies to all classes.
3. Does the $100,000 liability insurance requirement apply directly to our subcontractor(s), and would Patrick SFB need to be named as an additional insured?
a. Yes, it applies directly to the subcontractors. Patrick SFB does not need to be named as an additional insured.
4. What is the anticipated start date for services?
a. 1 Oct. 2026
