About this file

This is a Questions and Answers document for RFQ FA252126QB001, a Lenel S2 OnGuard Access Control System maintenance and renewal solicitation issued by the Department of the Air Force Space Command. The requirement covers maintenance support for access control systems located at Patrick Space Force Base with a single Lenel System ID (113803) and one site license. The current software version is 7.6 and must be upgraded to version 8.1, which is required on government networks. The system contains 25 active controllers and was initially installed in 2019. The contract requires 84 annual service calls including preventive maintenance, 24-hour telephone service availability with a 4-hour response time for emergency calls, and support for scheduled and non-scheduled maintenance at Patrick SFB and Cape Canaveral AFS communications closet doors. The government maintains a benchstock of common replacement parts; additional parts needed are government-furnished equipment (GFE) and procured via government purchase card. Government will provide badging procedures for service specialists, and escorts are not normally required.

The solicitation covers a base year plus four option years with CLINs 0001-5001 and 0002-5002 providing six months of additional pricing to address potential award delays, though the primary performance period is five years. The current Lenel license expired October 27, 2025, with renewal authorized September 23, 2025, and the existing contract expires March 23, 2026. Intrusion Detection Systems are not included in this requirement. The applicable NAICS code is 561621 per Lenel's classification, and the government clarified that tiered service structures with differentiated response times for critical versus normal tickets would be acceptable to accommodate industry best practices and improve cost efficiency.

No IDS are part of this Requirement

3. What are the requirements for the proposal submission? Any specific instructions for what to submit?

All proposal requirements are listed in the 26QB001 Combined Synopsis Solicitation.

4. Under the solicitation description it mentions three facilities at Patrick AFB but only list two facilities, Patrick AFB and Cape Canaveral AFS. As the CLIN X002 shows a quantity of one (1) assuming this is all on one (1) Lenel license, is this correct?

All Lenel systems under this requirement are on Patrick SFB and only 1 site license is required. Facility list provided.

5. What is the current software version of the existing system(s)?

Current Version installed is 7.6 but needs to be upgraded to 8.1. Version 7.6 is no longer allowed on Govt networks. We are in the process of having the upgrade completed and the new contract must provide Version 8.1

6. Is the Lenel S2 license currently up to date?

Initial install was in 2019.

9. There is a mention of replacing the card reader or strike as required during a PM of the system. Are the card readers and strikes replacement cost to be included in this proposal? Or are they GFE?

Govt maintains a benchstock of parts that commonly need replacement. If something is needed that is not on hand it would be GFE and purchased by the organization via GPC>

10. Is preventive maintenance to be included in CLIN X001 as one of the 84 annual service calls?

Under the current contract Site visits for PM were charged as a service call.

11. For X002 Annual Lenel Pro SUPS Renewal License fee are the License update to include labor for the upgrade or is that one of the 84 service calls to be performed with a PM?

It can be done either way. Current contract had a charge for the license and if there were site visits required to install they were charged as site visits.

12. The purpose of this combined synopsis and solicitation is for the Contractor to provide maintenance to support the day-to-day operations and 24-hour telephone service availability of a certified technician for scheduled maintenance and emergency service calls for the Lenel S2 OnGuard Access Control Systems®, located in three facilities at Patrick AFB and communications closet doors at both Patrick AFB and Cape Canaveral AFS as identified in the attached Statement of Objectives. The bold above states the three facilities are identified in the SOO, What are the three facilities? Only two are identified.

There are more than three facilities. See provided facilities list.

13. Item (11) states, If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Is there a form SF 1449 for this solicitation as it is not located on the solicitation in SAM.GOV?

Please submit the offer on the Combined Synopsis Solicitation.

14. Is there multiple system Dongle ID/System IDs?

21. Will badging for the service specialist be provided for the duration of the contract? Badging process/procedures will be provided for the duration of the contract.

22. Can you define what scheduled and non-scheduled maintenance means?

Scheduled examples would be PMI maintenance visits, required software updates and maintenance visits to install GFE parts that were not on hand when the issues was identified.

Non-scheduled would be trouble calls to fix malfunctions readers or address software/hardware issues preventing proper operation as they occur.

23. Will assets management bar coding of devices be acceptable and or required? Bar coding is not required but is acceptable.

24. Can you define the expectation of a service call or hour excepted per call? What if a service call ends up being 8 hours?

Historically most service calls are of short duration but could end up being 8 hours if extensive troubleshooting is required.

25. For planning, staffing, and accurate pricing, can the Government clarify whether the minimum 4-hour response requirement is flexible? Additionally, would the Government consider adopting a tiered service structure aligned with industry best practices, such as the following:

Normal Tickets (0800–1700, Monday–Friday)

· Response to ticket: 4 hours

· Resolution to ticket: 96 hours Critical Tickets (24/7/365)

· Response to ticket: 4 hours

· Resolution to ticket: 36 hours

This tiered model maintains mission-critical responsiveness while ensuring appropriate resource allocation and could improve both cost efficiency and service predictability. Would the Government be open to this structure or an 8-hour response window for issues not categorized as critical?

This would be acceptable

26. The solicitation lists NAICS 561621 as the applicable code for this requirement;

however, the PWS references NAICS 541519. For proposal accuracy and to confirm small-business eligibility, can the Government please clarify which NAICS code officially applies to this procurement?

According to Lenel their On Guards system is covered under NAICS 561621 so the solicitation is correct.

27. The 26QB001 Combined Synopsis/Solicitation has CLIN 0001-5001 and 0002-5002 which is a total of 6 years pricing but the FY26 Lenel SOO as of 15 Dec 25, pg 4 item 8 period of performance is only showing a total of 5 years for pricing.

CLINs 5001–5002 cover a six‑month period and are included only to address extenuating circumstances if we are unable to award the follow‑on contract in time.
