About this file
This is a Single Source Justification for a Simplified Acquisition submitted by SLD 45 Contracting for the LenelAccess Control project at Patrick Space Force Base. The requirement is for annual maintenance and software licensing for the Lenel On Guard access control system, which currently protects all communications rooms and Senior Leadership offices in Building 423. The contract is identified as F3K1C75226AW02/FA252126QB001.
The justification supports awarding this requirement as a 100% set-aside to Service-Disabled Veteran-Owned Small Businesses (SDVOSB). A Sources Sought notice was posted to SAM.Gov from January 13-20, 2026, which generated three small business responses: Landseer Group, LLC (SDVOSB); Smartnet (WOSB); and Tru Vantage Solutions, Inc (SDVOSB). The contracting officer determined that only a single source is reasonably available because the existing Lenel infrastructure with CAC-enabled card readers is essential for maintaining system integrity, compatibility, accreditation, and secure access to mission-critical areas. The system replaced the former master-key system and provides enhanced security and auditability. To preclude future single-source awards, the Government committed to conducting ongoing market research to evaluate whether emerging technologies or alternative access-control solutions can integrate with or replace the existing infrastructure. The justification was approved by Contracting Officer Cynthia Whittaker (NH-III) on January 30, 2026.

Section B: Description of the Supplies/Services Required
Annual maintenance and software licensing for Lenel On Guard system
Section C: Justification for Soliciting from a Single Source or Brand Name
The Lenel access control system is the existing, fully installed security platform supporting all communications rooms and Senior Leadership offices in Building 423 at Patrick SFB. Continued use of Lenel-specific components is required to maintain system integrity, compatibility, and accreditation.
This requirement includes maintenance and sustainment of the Lenel CAC-enabled card readers that control access to communications rooms, as well as the annual Lenel software licensing necessary for system operation and cybersecurity compliance. The installed Lenel card readers replaced the former master-key system and provide significantly enhanced security, auditability, and controlled access in accordance with base security standards.
Use of the Lenel brand is essential to ensure full interoperability with the existing infrastructure, avoid system degradation, and maintain secure access to mission-critical areas.
Section D: Efforts to Obtain Competition
A Sources Sought was posted to SAM.Gov from 13 Jan 2026 to 20 Jan 2026 and three (3) small business responses were received.

This requirement will be awarded as a 100% set aside to SDVOSB.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
To promote competition in future acquisitions, the Government will continue to monitor industry capabilities and evaluate whether emerging technologies or alternative access-control solutions can integrate with or replace the existing Lenel infrastructure without compromising security or interoperability. Market research will be conducted prior to each recurring requirement to assess whether additional vendors can provide compatible hardware, software, or maintenance support.
