About this file
This is a Questions and Answers (Q&A) log for Federal Request for Quote (RFQ) Solicitation FA252126Q0009, issued by the Department of the Air Force Space Command for the Space Launch Delta 45 (SLD 45) Simplified Acquisition for Base Engineering Requirements (SABER) program. The document addresses 21 contractor inquiries submitted during the pre-award phase, clarifying solicitation requirements and resolving conflicts between various solicitation documents.
The SABER program is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle with a $9 million ceiling over five years, set-aside exclusively for eligible 8(a) small businesses. The contract covers design efforts and minor construction, maintenance, and repair projects at Patrick Space Force Base (PSFB), Cape Canaveral Space Force Station (CCSFS), and other geographically separated units. Key clarifications from the Q&A include: quoters may propose different coefficients for each of the five ordering periods and four Contract Line Item Numbers (CLINs); estimating software options include Gordian (eGordian), eConverge, or approved technically equal platforms; evaluation criteria consist solely of price and past performance with no separate technical proposal required; one individual may hold multiple roles (project manager, superintendent, quality control evaluator) if qualified; performance and payment bonds are required only at the task order level when exceeding $150,000; site visits occur at the task order level rather than pre-proposal; proposal turnaround time for task orders is ten to fifteen calendar days unless otherwise specified by the Contracting Officer; and the government will provide escorts at no cost for secure facility access, with government-caused delays considered excusable. The original RFQ response deadline was extended from September 4, 2026, to September 9, 2026, at 1200 EST, with submissions required via email to three designated points of contact.

| NAME | ||||||||||||
| 001 | 17-Aug-26 | Amendment 0001 removed the J&A restricting the estimating software to eGordian and added SOW Addendum 1, which permits "Gordian (eGordian), eConverge, or an approved technically equal platform." However, the base SOW paragraphs 2.2.1, 3.1.2, 3.3.1, 3.3.1.1, and 3.3.1.2 still explicitly require "eGordian" and reference the "Gordian Group Inc." by name. Please confirm that SOW Addendum 1 supersedes these base SOW paragraphs for all purposes (software platform, Unit Price Book, and PM certification requirements), and advise whether the Government intends to formally amend the base SOW text to remove the eGordian-specific language so the two documents no longer conflict | Please reference A11 SOW Addendum Gordian or Equal, paragraph e, "Any other reference in the Statement of Work referring to Gordian Group, is hereby changed to allow eConverge or an approved technically equal platform." | |||||||||
| 002 | 17-Aug-26 | Section B provides separate Year 1 through Year 5 coefficient/adjustment factor blanks for each CLIN, while Section L states that Quoters shall use "a competitive published price list...with the quoted coefficient" (singular) to arrive at the TQP. Please clarify (a) whether Quoters may propose a different coefficient for each of the five ordering-period years or must submit a single coefficient applicable to the entire 5-year period, (b) which specific published price list/edition (e.g., the current calendar-year eGordian or RSMeans Unit Price Book) the Government intends Quoters to use as the pricing basis, since the edition selected will materially affect price comparability across quotes, and/or (c) if quarterly/annual updates to the unit price book is anticipated. | a.) Quoters may propose a different coefficient for each of the five ordering periods and different coefficients for each of the 4 CLINs. |
b.) Per SOW addendum (Attachment 11), the quoter may utilize eGordian, eConverge, or equal published price list to use for the quoter's price basis.
c.) Quarterly/annual updates are anticipated.
| 003 | 17-Aug-26 | Section M lists only two evaluation factors — Price and Past Performance — with no separate technical/management approach factor identified in Section L's proposal submission instructions. Please confirm that no technical or management volume (e.g., staffing plan, safety program, quality control plan) is required as part of the quote for evaluation purposes, beyond what is needed to support the Price and Past Performance factors | Confirmed. |
| 004 | 17-Aug-26 | CLINs 0002 and 0004 identify pricing for work at "Secure Facility" locations at PSFB and CCSFS, but the SOW does not specify the clearance, background investigation, or facility access level required for contractor/subcontractor personnel performing this work. Please clarify what vetting (e.g., NACI, base-level access approval, or a higher clearance) is required for personnel assigned to Secure Facility task orders, and the anticipated lead time for obtaining that access after award or after a task order is issued. | Escorts will be provided if required. |
For secure area access, individual must be a U.S. Citizen and favorably pass a background investigation.
| 005 | 17-Aug-26 | SOW paragraph 2.4.1 requires the Contractor to schedule a joint scope site visit within three days of a "formal RFP," while paragraph 2.9.5.3.1 defines Emergency Response as complete accomplishment within 8 hours of notification and Urgent Response within 5 calendar days. Please clarify how these timelines interact for Emergency/Urgent task orders — specifically, whether such work bypasses the standard site-visit/proposal/negotiation sequence in paragraphs 2.4.1-2.4.8, and if so, what abbreviated pricing and authorization process (e.g., not-to-exceed pricing, verbal authorization to proceed) applies so the 8-hour and 5-day windows can realistically be met. | The Emergency Response paragraph from SOW 2.9.5.3.1 has been removed. |
| 006 | 17-Aug-26 | Pricing for different Unit Price Book software can significantly vary. This will affect the coefficient pricing for this solicitation that will be unbalanced across bidders. We suggest the Government identify a standardized Unit Price Book (UPB) so that all offerors are bidding on the same basis and unbalanced pricing is avoided? | Please reference A11 SOW Addendum Gordian or Equal. The government will not identify a standardized unit price book for this effort. Quoter's are responsible for submitting a quote that presents the best value to the government. The government will evaluate the itemization of what is included in each quoter's coefficient to aid in the government's best value determination. |
| 007 | 17-Aug-26 | SOW paragraph 3.1.1 requires the Contractor to directly superintend the work through a project manager, general superintendent, or job site superintendent, and paragraph 3.1.3 separately requires a Quality Control (QC) Evaluator who performs routine daily site visits and documents all phases of construction. The SOW does not state whether these are required to be separate individuals or whether one person may hold more than one role (e.g., whether the job site Superintendent may also serve as the Contractor's QC Evaluator, or as the Project Manager). Please confirm whether the Government requires the QC function to be organizationally independent from construction supervision/production, or whether a single qualified individual may be designated to fulfill multiple roles (Superintendent, PM, and/or QC) simultaneously, provided they meet the minimum qualifications for each role under paragraph 3.1. | One individual may hold multiple roles, provided they are qualified for each role. |
| 008 | 17-Aug-26 | The SF1442 Block 13 identifies a 180 calendar days and Section L references 120 calendar days. Please clarify | 120 days is correct and this discrepency has been resolved in the SF1442 document. |
| 009 | 17-Aug-26 | SF 1442 Item 8, Address Offer To, is blank, while Item 13 refers to an original and one copy. Please confirm the required electronic submission method, exact email recipients, required file formats—including whether the completed native A02 Excel workbook must be submitted—and any email attachment-size limitations. | Please reference SAM.gov posting specifying submission instructions: |
RFQ Response Due: 9/4/2026 @ 1000 EST
Contractor’s are required to submit responses via electronic e-mail to ALL points of contact (POCs) listed below.
POC 1 – 1st Lt Charles Cowart (Contracting Officer) E-mail: charles.cowart.4@spaceforce.mil POC 2 – SSgt Frank Gillen (Contract Specialist) E-mail: Frank.gillen@spaceforce.mil POC 3 – Kurt Armbruster (Contracting Officer) E-mail: kurt.armbruster@spaceforce.mil
The native A02 Excel workbook shall be submitted as part of a complete quotation as explained in section L of the SF1442. Any quotation submitted without the completed A02 Price Schedule workbook will not be evaluated.
| 010 | 17-Aug-26 | SF 1442 Items 12a and 12b reference performance and payment bonds within ten calendar days after award. Please confirm whether bonding is required at the base IDIQ-contract level or separately for individual task orders, and identify the required penal amount or applicable task-order thresholds. | Performance and payment bonds are only required at the task order level when a task order value exceeds $150K per the Miller Act. If performance and payment bonds are required, the penal amount shall equal the total value of the task order. Please reference RFO clause 52.228-13, 52.228-14, and 52.228-15 incorporated into this solicitation. |
| 011 | 17-Aug-26 | DFARS 252.237-7024 on page 42 requires a continuity plan for essential services identified in an attachment; however, the attachment name and date are blank and no essential services are identified. Please confirm whether a continuity plan is required with the quotation. If required, please identify the applicable essential services and attachment. | Clauses 252.237-7023 and 252.237-7024 have been deleted. The SABER contractor will not be considered "Mission Essential" personnel. |
| 012 | 17-Aug-26 | Will the Government conduct a pre-proposal site visit for solicitation FA252126Q0009 to allow prospective offerors to become familiar with Patrick SFB, Cape Canaveral SFS, site access requirements, typical facility conditions, and other factors that may affect the development of the proposed coefficients? If so, please provide the date, time, location, registration requirements, and any limitations on attendees. | The government will not conduct a site visit for this solicitation. Site visits will be conducted at the task order level. |
| 013 | 17-Aug-26 | Please clarify the required timeline for responding to individual task-order RFPs. Section G states that the Contractor shall review the request documents and visit the proposed work site within five (5) working days, while SOW Paragraph 2.4.1 states that the Contractor is expected to schedule a joint scope site visit within three (3) days of the formal RFP. Which requirement will govern? | Both statements can be true. A joint scope site visit shall be scheduled within 3 days and occur within 5 days of RFP issuance. |
| 014 | 17-Aug-26 | Please clarify the required proposal turnaround time for individual task orders. Section G states that proposals are normally due within ten (10) calendar days for routine task orders and five (5) calendar days for mission-critical/emergency task orders, while SOW Paragraph 2.4.5 states that a typical proposal shall be submitted within ten (10), but not more than fifteen (15), working days unless otherwise determined by the Contracting Officer. Which timeline will govern? | Proposal turnaround time for each task order is ten (10), but no more than fifteen (15) calendar days unless otherwised stated by the Contracting Officer. This change has been made to section G for continuity. |
| 015 | 17-Aug-26 | The SOW indicates that approximately 90% of the work is anticipated at Patrick SFB and approximately 10% at Cape Canaveral SFS and auxiliary sites. Please confirm whether this anticipated distribution should be relied upon when developing the proposed coefficients, or whether the Government anticipates that the actual distribution may vary materially during the ordering period. | As stated in the solicitation, the government anticipates 90% of SABER work to be accomplished at PSFB and 10% to be accomplished at CCSFS/auxiliary sites. |
Additionally, PSFB and CCSFS/auxiliary sites have separate CLINs that may have different coefficients.
| 016 | 17-Aug-26 | Please clarify the types of additional costs or impacts the Government expects offerors to account for in the coefficients applicable to secure facilities, including escort requirements, access delays, restricted work hours, badging, security processing, or other productivity impacts. | Work in secure areas is typically included in price book when building coefficients. Government will provide escorts at no cost to the contractor. |
| 017 | 17-Aug-26 | Please clarify the requirement for obtaining three quotations. The SOW appears to require a minimum of three quotes for Non-Priced Items, while Section G states that the Contractor shall provide at least three price quotes “if possible” for subcontracting costs. Please confirm when three quotations are mandatory and when fewer than three may be accepted with written justification. | The expectation of the government is that the SABER contractor will price individual task orders utilizing pre-priced items to the maximum practical extent. |
In the event pre-priced items do not apply to a particular effort, the requirement for three subcontractor quotes and/or written justification will be dealt with on a case-by-case basis. The Contracting Officer for the task order will make this determination based on the uniqueness of the effort.
| 018 | 17-Aug-26 | The solicitation includes both Building and Heavy Davis-Bacon wage determinations for Brevard County. Please confirm that each task order will identify the applicable construction type and wage determination, including how the Government will address task orders containing work that could fall under more than one construction classification. | Confirmed. The applicable Wage Determination for a given task order will be specified to the contractor when an RFP for that task order is issued. |
| 019 | 17-Aug-26 | Please clarify whether Government-provided escorts for restricted or controlled areas will be available at no cost to the Contractor for the duration required to perform each task order, and whether delays resulting from unavailable Government escorts will be considered excusable delays or are expected to be included in the Contractor’s secure area coefficient. | Escorts will be provided if required. Government caused delays will be considered excusable and at no fault of the contractor. |
| 020 | 17-Aug-26 | Section L permits use of a competitive published price list such as RSMeans or eGordian, while SOW Paragraph 2.2 references the Gordian CTC and Amendment 0001 permits Gordian, eConverge, or an approved equal. Please identify the required price book/platform, edition/year, geographic location factor, and pricing basis bidders must use. If bidders may use different price books, please explain how Total Quoted Prices will be evaluated on a common basis. | Reference answer to question 6. |
Total quoted prices and coefficients (to include an itemization of what is included in each coefficient) will be evaluated to aid in the government's determination of best value.
021 17-Aug-26 What is a coefficient and what should be included in the coefficient? COEFFICIENT: Means a numerical factor that represents costs (generally indirect costs) not considered to be included in unit prices but are typically incurred/required on every project/task order. Examples may include, but are not limited to, general and administrative, overhead costs, insurance costs, bonding or alternative payment protection costs, protective clothing, sales tax and compliance with tax laws, and profit.
Coefficients proposed by quoters are multiplied by the Government-established unit prices in the Unit Price Book to price a job or project on individual task orders.
The Coefficient(s) proposed by the quoter and accepted by the Government are incorporated in the contract and all resultant task orders.
The Contractor is responsible to account for all costs necessary to perform the Contract.
