About this file
This is a Statement of Work (Addendum 1) for the Space Launch Delta 45 Simplified Acquisition for Base Engineering Requirements (SABER) contract, an 8(a) small business set-aside IDIQ contract with a $9M ceiling over five years at Patrick Space Force Base, Florida. The contract supports the 45th Civil Engineer Squadron in executing design efforts, minor construction, maintenance, and repair projects across Patrick Space Force Base, Cape Canaveral Space Force Station, and other Geographically Separated Units. The RFQ response is due September 4, 2026 at 10:00 EST, with questions due August 18, 2026 at 12:00 EST, and responses must be submitted via email to the three listed contracting points of contact: 1st Lt Charles Cowart (Contracting Officer), SSgt Frank Gillen (Contract Specialist), and Kurt Armbruster (Contracting Officer).
The primary requirement detailed in this addendum mandates that the contractor obtain and maintain a Job Order Contracting/IDIQ estimating software platform—specifically Gordian (eGordian), eConverge, or an approved technically equal alternative—at the contractor's sole expense. The contractor must provide a minimum of two fully functional, concurrent user licenses at no cost to the Government with unrestricted access to the Unit Price Book, Construction Task Catalog, localized cost databases, and project tracking modules. All associated costs including licensing, maintenance, support, and training must be incorporated into the contractor's overhead and reflected in proposed pricing, with no separate line-item billing authorized. Government access to the software must commence within 15 calendar days of contract award and continue uninterrupted through contract closeout or termination.
