Pricing should be provided using coefficient or adjustment factors applied to the estimated workload values for the base period and option years as shown in the Standard Form 1442. Field overhead and insurance costs should be included in the pricing calculation. Self-performed trade work will not be evaluated against a unit price book.

Question 1:
Section I – Contract Clauses states the Offeror shall” furnish a bid guarantee in the amount of 20 percent of the bid price or $3 million, whichever is less”, however Section L only references the requirement of a bonding capability letter, not a bid bond. Is the offeror required to submit a bid bond or just a capability letter from its broker? If a bid bond is also required, please advise which volume it should be placed in.
Response: A bid guarantee is required per FAR 52.228-1. A letter from a surety attesting to bond capability is also required.

Question: 2
If a CPARS currently exists for a project identified on Attachment 8 Fact Sheet, will USAF allow it to be provided in lieu of a Past Performance Questionnaire? Many clients will not complete a PPQ if a CPARS already exists.
Response: The government will evaluate Past Performance in accordance with Section L and Section M.

Question 3:
Should we assume that the “Estimated Quantity” and “Unit Price” column titles in Section’s B
Matrix of the Standard Form 1442, be understood as: “Estimated Workload Value” and
“Coefficient/ Adjustment Factor” respectively? If not, please clarify what is the quantified amount in front of each contract line-item number, as well as the unit price information that should be accounted for to complete the above-mentioned matrix.
Response: Yes.

Question 4:
Are field overhead expenses (management and supervision), liability insurance and workers compensation premiums, included within the base and year options estimated workload values, or should we account for these expenses to be included in the calculation of our proposed coefficient/adjustment factor in addition to home office overhead, profit, performance and payment bond fees?
Response: The coefficient/adjustment factors are dependent on the estimating software you intend to propose on this SABER contract. See Section L, para 1.2.3.2.

Question 5:
If the answer to Question 4 is that field overhead expenses must be included within the calculation of our proposed coefficient/ adjustment factor, then should we assume that the base and year options for all contract line-item numbers will be performed concurrent within the 120 calendar-days performance period allotted after the completion of lead item events, or should we account for a continuous and uninterrupted full-time representation to perform the different construction line-item numbers during the base and year options?
Response: Refer to page 1 Box 11 of the SF 1442 & Section F of the SF 1442.

Question 6:
Will self-performed trade work costs be evaluated by comparison to a unit price book, or in accordance with subcontracting costs procedures? If self-performed trade work will be evaluated against a unit price book, then please provide the database name that will be used for evaluation purposes.
Response: No, the government will use the same estimating software as the offeror who proposed the best value to the government.
