Question:
Since this project is located OCONUS, is the requirement for a Florida General Contractors license applicable for this project?
*TRACES Response: Yes, unless otherwise noted by SLD 45 Contracting.
2. IFB Section __Solicitation Section C Paragraph
SOW/Technical Specification/Drawings paragraph/page __5 of 54
Other (Specify) ______________________
Question:
Section C of the solicitation reads that the period of performance for the project is 660 days after the receipt of the NTP. Section 01 00 00, 1.17.1 states that the time from NTP to completion is not to exceed 357 days with an onsite construction not to exceed 297 days. Please confirm that
660 days is the total period of performance from receipt of NTP to project completion.
Government Response: Section C is correct at 660 days. The period of performance was updated from the specification information. The number of days identified in Specification
Section 01 00 00, Para 1.17.1 did not take into account the variable logistical timeframes associated with shipment of material from Port Canaveral to Ascension Island utilizing the contracted vessel that is limited to 5 sailings per calendar year. Further review by the
Government determined that it was appropriate to increase the total period of performance from the stated 357 days to 660 days. The stated on site period of performance of 297 should still be used as the basis for direct costs associated with on site performance. The Government will consider a no-cost revision to the period of performance to account for lead time and shipping if necessary, under the conditions of an excusable delay (FAR 52.24-10, Default (Fixed Price
Construction)).

Our cable fill calculations indicate that the 900 pair copper would be code legal in 4"conduit, but our recommendation for best practices is to use 5" for a cable of this size. This will prevent damage to the cable during installation. We foresee two viable options listed below for this issue. Please indicate your specified solution.
A) All the communication cable ducts for the 900 pr copper communication cables and 144 strand fiber to be 5" in a 2-way configuration while all others allowed to be 4" 2-way configuration.
B) All communications conduit pathways be 5” PVC in a 2-way configuration.
TRACES Response: UFC requirement is for a minimum of 4” and is the design intent; however, this is a minimum and if 5” facilitates constructability it is acceptable.

Question:
The fiber optic cable specifications for underground and arial cable match on a technical level.
The only specification exception that we note, is the color of the outer sheathing. The orange color sheathing is normally the standard for direct burial cable, not in conduit to provide visibility of the buried conductor. Can we utilize the cable specified for overhead in place of the underground specified material, while maintaining the appropriate fiber counts, to potentially reduce splice counts and maintain signal strength?
Government Response: Typically buried/underground comm cable is filled with an encapsulant that keeps water out of the cable if the cable sheath gets damaged. Using filled cable designed for direct buried /underground in an aerial application is prohibited due to the encapsulant being considered a safety hazard to workers.

Other (Specify) Solicitation / Transportation of Materials
Question:
A) Will materials and equipment transferred to the Government at Patrick SFB, for transport to Ascension Island AAF be covered by Government Insurance from the time it is delivered for transport, until receipt by the contractor at Ascension Island AAF?
B) Is this coverage valid for outgoing Sea and Air Shipments to Ascencion Island AAF?
C) Is this coverage valid for retrograde Sea and Air Shipments returning to Patrick SFB?
Government Response: The shipments are self-insured by the carrier. There there is a process in order to submit a claim should damage occur while in-transit IAW Defense Transportation
Regulation (DTR) Part II, Chap 210 (Transportation Discrepancy Report), paragraph O.
USC9 is the contract used for the sailings. Below is an exert from USC9 contract about claims:
2.1.5 Increased Liability for Lost or Damaged Cargo. Lost or Damaged Cargo. The contractor is required to deliver cargo to final destination in the same condition it was tendered by the shipper.
The contractor is liable for cargo that is lost, damaged, or in any way altered from the tendered condition. For all bookings, the contractor is liable for lost or damaged cargo up to the COGSA liability limitation, or the actual amount of the loss or damage to the cargo, whichever is less.
Should a shipper desire to declare the value of its booked cargo in an amount greater than the
COGSA liability limitation, the shipper will order the “increased value” at the time of booking and a one time only (OTO) rate will be solicited in accordance with Exhibit Four for the additional coverage.
2.1.6 A “booking” covers all cargo booked under a single PCFN and the contractor is liable to the shipper for lost or damaged cargo up to the amount declared in the booking, or the actual value of the lost cargo, whichever is less.
2.1.7 Notice. Government claims shall be submitted to the contractor within 3 years of the accrual of a claim. However, the Government will take all reasonable steps to provide notice of loss as soon as it is discovered.
Coverage is valid for all cargo shipped using the contracted vessel.

40. IFB Section 26 08 00 Paragraph 1.3.1
SOW/Technical Specification/Drawings paragraph/page 180
Other (Specify) Quality Assurance
Question:
The section requires qualified testing organization to provide inspection, testing, calibration, and adjustment of the electrical distribution system. Since this is an island / remote location with limited access to resources and it is costly to bring in third party resources.
A) Is it acceptable for the contractor to self-perform this following NETA protocols?
B) Will the submission and qualification processes be amended accordingly for the technician?
Government Response: It is acceptable for the contractor to self-perform the NETA protocols if the contractor submits a plan with procedures that is approved by the Government.
41. IFB Section 01 57 19 Paragraph
SOW/Technical Specification/Drawings paragraph/page C-001
Other (Specify) Civil General Note 31
Question:
Sheet C-001, Civil General Notes, 31 references Specification 01 57 19 which does not exist in the documents provided with the solicitation. Please provide the missing specification sections.
Government Response: Refer to Specification 01 00 00 Section 1.27 through 1.34 for environmental requirements.
42. IFB Section Paragraph
Other (Specify) Shipping
Question:
What is the available volume / weight limit per load / voyage, that we will get for material and equipment for this project?
Government Response: No cargo restrictions exist for downrange vessel shipments.
Material/equipment shipment will need to be forecasted within the contractor construction schedule. This will allow the Shipping & Receiving Section to identify the next vessel according to the current schedule and coordinate with the carrier to ensure a vessel is used that can meet the capacity of shipments.
43. IFB Section Paragraph
Other (Specify) Shipping
Question:
Will we be able to have oversized containers / open style containers for the manholes to be shipped in due to the outside dimensions of 9’?
Government Response: Oversized cargo will be shipped as ‘flat rack’ on the deck of the vessel.
44. IFB Section Paragraph
Other (Specify) Shipping
Question:
Are there any special shipping requirements for moving the 50 ft concrete utility poles? (Note:
they are 8000# ea.)
Government Response: Reference SF 1442, Section C, Para 4.1.2 (Oversized Sealift Cargo).
Cargo that cannot be loaded into a 20' SEAVAN will be coordinated with the Shipping &
Receiving Section to be booked for the next vessel (DD Form 1149). After this process is completed with an agreed to date with the vessel port stevedores, the construction contractor will coordinate delivery of the oversized cargo directly to Port Canaveral

Other (Specify) Concrete Note #2
Question:
We understand that there is a concrete mix used on the island that utilizes local volcanic rock aggregate. Please provide the specified mix design that matches the required specifications for the project so that we can determine the volumes of Portland cement and sand that will need to be imported to the island.
Government Response: Reference Attachment 15. These are two concrete mixes using Portland
Type IL and Portland Type II cement. These mix designs have demonstrated the ability to achieve 3,500 - 4,000 PSI. It will still be the construction contractor’s responsibility to ensure that the mix design used achieves the strength requirements as stated in project documents.

SOW/Technical Specification/Drawings paragraph/page
Other (Specify) Concrete Mix Plant
Question:
Please provide guidance on the operation and availability of the concrete mix plant and the concrete trucks provided by the government.
Government Response: Correct. Specification 01 00 00, Para 1.4.2. shall take precedence and will need to be followed for the purposes of contract performance, whereas all equipment shall be furnished by the construction contractor. Access to Government equipment will be very limited. The areas identified as station support furnished through the base support contractor
(ABOS / Yang Enterprises) areas are:
-Transport of concrete poles from the material staging area to the installation locations
-#57 Stone for concrete (local aggregate)
-Red Hill Fill (local fill material. mining and stockpiling only)
An alternative approach may be to contact the Asension Island Government for availability of equipment. That arrangement is at the discretion of the construction contractor and is made directly between the construction contractor and AIG. Their resources are limited for outsourcing. Contact for AIG is Kitty George, Shipping and Operations Officer, kitty.george@ascension.gov.ac
47. IFB Section Paragraph
Other (Specify) Concrete Issuance
Question:
During the site visit it was mentioned that there was a possibility that the US Government would procure the raw materials and operate the concrete mix plant under a separate contract to free issue concrete to the contractor for this project. What decision has been made regarding this discussion?
Government Response: Reference response for Item 46.

Other (Specify) Emergency Medical Treatment / Transport
Question:
Please explain the framework / procedural guidelines for emergency medical treatment that would require medivac off the island to the nearest major hospital facility and the expected timeline for that air transport.
Government Response: The construction contractor is responsible for meeting the requirements of FAR clause 52.228-3, Workers Compensation Insurance (Defense Base Act). The specifics of medical emergency flights would be the responsibility of the construction contractor to coordinate with the provider. The Government would provide assistance with flight clearances through personnel on Ascension for aircraft landing/departure.

Other (Specify) Emergency Medical Treatment / Transport
Question:
Will we need to provide emergency medical transport insurance to cover all of our workers / subcontractors for the course of the project?
Government Response: Yes. The construction contractor is responsible for meeting the requirements of FAR clause 52.228-3, Workers Compensation Insurance (Defense Base Act).
50. IFB Section Paragraph
Other (Specify) Retrograde Shipment of Equipment
Question:
Please explain the timelines and process for retrograde shipments of equipment and tools to Port
Canaveral for return to the leasing company. This is required as we plan the lease / rental timelines and expenses associated for all equipment required for the completion of this project.
Government Response: Reference SF 1442, Section C, Para 4.3 Retrograde Shipments. The request for return of equipment will need to be processed through the Ascension base operations support contractor (ABOS / Yang Enterprises) Shipping and Receiving section no later than the cutoff date on the vessel shipping schedule (note the cargo cutoff date is the same for both southbound and northbound shipments). Once processed through Shipping and Receiving the equipment will be kept at their designated shipping area. The construction contractor will no longer have access to the equipment. Because each Ascension vessel is contracted as a stand alone procurement through USTRANSCOM there may be instances where there is not enough return cargo for the carrier to accept the items for return. The items may have to wait until the next scheduled vessel when there is sufficient cargo for the carrier to accept. In other instances, the vessel may take the return cargo but make other stops on the way back to Port Canaveral which extends their return sailing time. Historical retrograde shipment information ranges from
2 to 8 months from when the equipment is manifested for return to actual return at Port
Canaveral.

Other (Specify) RF Exposure
Question:
Please explain the RF exposure hazards and mitigation means specific to the area of construction, that we will need to address throughout the extent of the construction project.
Government Response: RF exposure hazards will be negligible. There is no risk of exposure at ground level. Operations that generate a RF exposure hazard are infrequent and occur for a short period (< 1 hour). Onsite personnel will coordinate with contractor to ensure worker safety.
